This dissertation analyzes how local governments adapt to the fiscal stress of major disasters. Unifying theories of fiscal stress with emergency management theories, the dissertation presents a model of what influences local governments coping strategy use following disasters. Using new survey data and secondary financial data on cities, counties, and school districts that experienced Hurricane Harvey, findings show that local governments adapt in a variety of ways; of 137 local governments that responded, 66 percent used some number of coping strategies, with only 5 of 62 possible strategies not being used by any local governments. For those which did adapt, they on average used 7.06 strategies, and tended to show a preference towards revenue increasing strategies and rebuilding the community through new capital projects, with less emphasis on expenditure cuts compared to some prior literature findings on fiscal stress. The results indicate that local governments step up and provide new services necessary during the recovery process, to serve their community, despite fiscal stress. A negative binomial model shows partial support for the hypotheses that local governments with lower prior fiscal condition and greater hazard exposure will use more coping strategies. When governments are unable or unwilling to provide necessary relief to communities, local faith-based congregations (FBCs) step in and fill the gap. Though shown to provide for so many needs following disaster, FBCs have largely been left out of the institutional emergency management cycle. The aim of this study was to explore the role of FBCs in the disaster response and recovery process and investigate how recovery impacts FBCs. The primary objective of this study is to gain a better understanding of FBCs and how to better integrate them into the formal emergency management process.The main questions were as follows: First, what is the role of FBCs during the disaster recovery process? Second, how do FBCs change (temporarily and permanently) during disaster recovery, and what factors may promote or inhibit change? To answer these questions, qualitative semistructured interviews were held to develop a case study of Katy, Texas and its recovery from Hurricane Harvey of 2017. The applied and conceptual implications resulting from this study, which apply to FBCs, researchers, emergency managers, and policy makers, highlight the opportunity to better incorporate FBCs formally into emergency management practices.

The purpose of this three-essay dissertation is to synthesize and extend the effects of decentralization in decision-making and supply chain complexity in the context of supply chain resilience (SCRES).First essay contributes to theory and practice by expanding resilience thinking into including supply chain orientation and organizational structure and their implications and also responds to prior research arguing for the importance of identifying organizational factors that improve supply chain resilience. Second essay contributes to the supply chain organizational structure and SCRES literature by not just providing empirical support for decentralization of decision making in times of disruptions but more precisely by showing the factors that either impede or facilitate decentralization at the organizational level. Understanding the interplay among these factors is critical to explaining the lack of success for decentralization in the context of SCRES. Third essay contributes to practice by reviewing some of the major complexity drivers present in the supply chains and providing strategies along with a four-step process that practitioners can use to manage complexity.

The increasing demands of efficiency and effectiveness in the public sector encourage political leaders and policy makers to adopt and apply advanced techniques and solutions to overcome flaws in public organizational performance. Entrepreneurship was introduced in several Western countries as a way to improve their processes and management through adopting private sector management principles and market-oriented techniques. In 2015, Saudi Arabia announced its 2030 vision, which introduced hundreds of innovative and creative initiatives aiming to overcome issues of the turbulent environment, future oil depletion, budgetary pressures, and public demands for efficiency and effectiveness. Building on interdisciplinary perspectives, this study investigates entrepreneurial orientation among Saudi public employees from all administrative regions across the country. Building on McClelland's theory of motivation, this study hypothesizes that the motives of need for achievement, need for affiliation, and need for power are positively associated with entrepreneurial behavior. It also hypothesizes that excessive organizational hierarchy, formalization, and lack of autonomy constrain employees' entrepreneurial activities. Moreover, this study adopts a sociological perspective in proposing solutions for facilitating entrepreneurial orientation among public employees by hypothesizing that human and social capital promote an entrepreneurial orientation. This dissertation aims to examine the relationship between interorganizational collaboration and the implementation of urban greening policy. Specifically, it discusses bonding and bridging relationships that explain a successful interorganizational collaboration, and to what extent these factors explain the perception of success in the implementation of public programs. The effects of risks of collaboration on the implementation of urban greening policy are also studied. To frame the analysis, this dissertation uses Feiock's institutional collective action (ICA) framework, which aims to understand successful interorganizational collaboration and policy implementation across sectors. The collection of data was carried out in Riyadh City in Saudi Arabia, which is located in the center of Saudi Arabia. In this study, the unit of analysis is the networks of relationships among organizations that work with the Royal Commission for Riyadh City (RCRC). The data were obtained from 44 organizations collaborating to implement urban greening projects in Riyadh City and were collected over 17 days from June 15, 2019 to July 2, 2019. Five years ago, a massive earthquake and its subsequent aftershocks rocked the core of Nepal. Recovery from these quakes has been a long and difficult process. This thesis will explore findings from a qualitative evaluation of Lumanti Support Group for Shelter, an NGO in Kathmandu, Nepal that implemented a residential reconstruction program in four peri-urban communities in Kathmandu Valley. These findings are a culmination of 26 semi-structured interviews and document analysis. This research highlights the processes of reconstruction and the forms of resistance that occurred through disaster governance.

This project examines refugees' experiences of insecure housing and perceptions of home in the U.S. Many scholars of migration have focused on the resettlement experiences of refugees, including access to housing, yet refugees' experiences with housing in the U.S. remain largely undocumented. The following analyzes a case study of an apartment fire that displaced 16 refugee families in Dallas, Texas. Based on 18 in-depth interviews with tenants and members of refugee support organizations and non-profits who responded to the fire, this study reconstructs the events surrounding the fire to explore refugees' perceptions of housing conditions in a low-income neighborhood. This case study contributes to research on housing in two important ways. First, insecure housing conditions preceded the fire at Oakland Place and overall perceptions of housing quality varied among respondents. I find that case managers and members of refugee support organizations identify refugees' housing conditions as insecure, yet refugees express positive feelings about their homes, emphasizing community relations over building quality. Additionally, members of refugee support organizations and non-profits blamed the property manager of Oakland Place for insecure conditions experienced by refugees and perceived the manager as a barrier in refugees' lives. This research studied the relationship between social capital and household resilience. In particular, how bonding and bridging relationships affect household resilience was the question selected to illustrate this relationship between social capital and household resilience. Moreover, how the vulnerability of household impacts household resilience was also empirically examined. Social capital theory and vulnerability paradigm studies were used to discover explanations for why and how social connectedness and social vulnerabilities impact household resilience. Survey questionnaires were used to collect data in the main two cities in Saudi Arabia, Riyadh and Jeddah. A cross-sectional design was used to collect data. Statistical descriptions and inferences were conducted. In fact, multiple linear regression, T-test, and one way ANOVA were the three principal technics used to make statistical inferences. This study empirically found evidence there are relationships between bonding relationships and household resilience, and also relationships between the economic level of the household and household resilience. However, no evidence was found for relationships between bridging relationships and household resilience, or between other vulnerability factors and household resilience. Other vulnerability factors included gender, minority group, and language.

The current study explored how the variability or lack thereof in interlocking behavioral contingencies (IBC) may be brought under contextual control. Four undergraduates (two dyads) students participated in the current study. Dyads were instructed to play a game on a computer screen with the goal to earn as many "Congratulations" as possible. An ABABAB reversal design was used. A Lag 1 schedule of cultural consequence delivery for IBC topography was set in the variability (VAR) condition. During the repeated (REP) condition only one IBC topography was reinforced. For one of the two dyads, the variability of IBC topography was brought under contextual control. It is important to explore the behavioral processes at the cultural level to understand prediction and control of cultural phenomena.

This article investigates information transmission networks and news-sharing behaviors regarding COVID-19 on Twitter in Korea. The real time aggregation of social media data can serve as a starting point for designing strategic messages for health campaigns and establishing an effective communication system during this outbreak.

Given the growing number of socially conscious and ethical consumers, brands have been taking a strategic approach to corporate social responsibility (CSR) by integrating socially responsible activities into the brand's core value proposition in order to remain relevant in the marketplace and drive brand equity. Extant research on CSR has investigated its effect on various consumer behavior outcomes. However, from a brand-building perspective, there is still a lack of understanding on how to effectively leverage CSR, and not enough directions on how to overcome its challenges in order to build brand equity. Therefore, through three essays, the objective of this dissertation is to provide a deep understanding of the effect that CSR has on brand equity while revealing brand-building strategies that can be implemented to effectively leverage CSR, specifically within the (1) global, (2) luxury, and (3) co-creation contexts.
