Addressing Social Elements of Wildfire: Risk, Response, and Recovery in Highland Village, TX

Representatives of the City of Highland Village expressed concern over the risk of wildfires for their community. Anthropology provides many tools for and examples of disaster assessment of preparedness, response, recovery, and mitigation. These tools combined with Geographic Information Systems (GIS) can provide a holistic, cultural ecological look at how such a disaster may take place in the city. The project's methods included a detailed survey of preparedness steps which was analyzed using SPSS and also imported into ArcGIS for spatial analysis, and semi-formal, in-depth interviews with residents of the community regarding preparedness, response, and recovery. Residents fell into a middle category of preparedness, with the majority of participants considering or implementing a few recommended preparedness steps. Interview participants expressed respect for and trust of the city and first-responders, as well as a willingness to volunteer their help during response and recovery stages. Finally the American Community Survey showed that resident socioeconomic vulnerability was considerably low, and no action needed to be taken to advocate for at-risk individuals. Tracing the Evolution of Collaborative Virtual Research Environments: A Critical Events-Based Perspective

A significant number of scientific projects pursuing large scale, complex investigations involve dispersed research teams, which conduct a large part or their work virtually. Virtual Research Environments (VREs), cyberinfrastructure that facilitates coordinated activities amongst dispersed scientists, thus provide a rich context to study organizational evolution. Due to the constantly evolving nature of technologies, it is important to understand how teams of scientists, system developers, and managers respond to critical incidents. Critical events are organizational situations that trigger strategic decision making to adjust structure or redirect processes in order to maintain balance or improve an already functioning system. This study examines two prominent VREs: The United States Virtual Astronomical Observatory (US-VAO) and the HathiTrust Research Center (HTRC) in order to understand how these environments evolve through critical events and strategic choices. Communication perspectives lend themselves well to a study of VRE development and evolution because of the central role occupied by communication technologies in both the functionality and management of VREs. Using the grounded theory approach, this study uses organizational reports to trace how critical events and their resulting strategic choices shape these organizations over time. The study also explores how disciplinary demands influence critical events.

Exploring Volunteer Management in the Public Sector: What are the Challenges in Managing Volunteers in Local Government?

To effectively provide services to citizens, local governments have had to be creative. One approach has been the creation of volunteer programs to meet demands and expanding needs. Volunteer programs hold promise for creating meaningful engagement opportunities for citizens. However, limited organizational capacity, inadequate volunteer management practices, and difficulties in maintaining volunteer retention are concerns plaguing local government volunteer programs. Volunteer programs are often structured around a set of best practices thought to be necessary for ensuring the retention of volunteers. To apply best practices across the board would suggest that local government volunteer programs are similar in organizational structure, budget size, amount of citizen engagement, accountability concerns, and that they adopt similar bureaucratic procedures. Using human relations and bureaucratic theories as theoretical frameworks, four research questions are asked and answered: 1) What are the managerial and political challenges in volunteer management and retention for local government volunteer coordinators?, 2) What challenges are local governments' volunteer coordinators facing in using volunteer management practices?, 3) What strategies are helpful in retaining volunteers in local government volunteerism?, and 4) What challenges do local government volunteer coordinators face in engaging citizens? An Analysis of the Economic and Institutional Factors Affecting Recovery by Local Governments from Huricanes

This dissertation examines the impact of major hurricanes on changes in GDP for counties in four states – Alabama, Florida, Louisiana, and Texas. The analysis examines the effectiveness of intergovernmental financing for major hurricanes between 2000 and 2014. It also examines whether institutional proximity of the disaster management function to the Governor's Office and the career status of the director affect the speed of recovery from the disaster. The analysis also assesses the impact that a counties's prior experience at dealing with disasters has on the speed of recovery.

SpaceX as aerospace manufacturer and space transport service technology company work along to make reusable rockets, their long term plan is to make spaceflight affordable routine. Elon Musk, as CEO, is involved in every step of decision making as he has mentioned in interviews. The rocket's engine has undergone a number of improvements, and to increase its efficiency and power, a number of parts has been reduced. The redesigning process involves several decisions, such as in-house or out-source production. This research provides a practical framework for contractors, suppliers, and manufacturers to build a more reliable, affordable, and low cost supply chain. As a result, the objective of my dissertation is to explore how managers can extend the useful life of their assets and reduce their total cost of ownership. The main research focus for this dissertation is lifecycle affordability (LCA) for capital intensive products when post production costs are significantly higher than production costs. Lifecycle cost is often not considered by firms in a product, service or asset when making acquisition decisions. Firm's acquisition are mainly based on the initial cost of the product. Community-Based Logistics and Supply Chain Management: Developing, Testing and Validating Conceptual Models

The field of Logistics and Supply Chain Management (LSCM) suggests that transactions, collaboration, and value are important in the supply and delivery of products and services to meet the need of impoverished end-consumers. In many cases, the application of LSCM is paramount in most strategic decision-making efforts. Therefore, this research explores the applications of LSCM processes and activities within the community-based context. The methodology used to address the research questions consisted of a hybrid of mixed methods. This mixed methodology provides three essays that investigate the application and development of LSCM in the community-based context. The essays address the flow of charitable products and services through supply chains. The dissertation does not pay close attention to the first-tier suppliers’ suppliers, which is looking at the originating flow of goods and services (raw materials, manufacturing, etc.). However, the dissertation puts a focus on products and services supplied to focal organizations and how these products are then passed on to end-consumers. Essay I looks at the transaction (costs) that ensue from the supply of charitable products. Drought: Construction of a Social Problem

Drought is a complex subject that has varied definitions and perspectives. Although drought has historically been characterized as an environmental problem from both the meteorological and agricultural communities, it is not considered a sociological disaster despite its severe societal impacts. Utilizing the framework developed by Spector and Kitsuse (2011) and Stallings (1995), this research examines the process through which drought is defined as a social problem. An analysis of the data revealed drought was well covered in Africa, India, China, Australia, and New Zealand, yet very little coverage focused on the United States. There were less than 10 articles discussing drought and drought impacts in the United States. The workshops/meetings examined also were lacking in the attention to drought, although their overall theme was focused on hazards and resilience. Six sessions in over 16 years of meetings/workshops focused on the topic of drought, and one session was focused on the condition in Canada. The interviews uncovered five thematic areas demonstrating drought understanding and awareness: Use of outreach to get the message out; agricultures familiarity with drought; the role of drought in media; the variability of what drought is; and water conservation.
