Four years after the poorly coordinated national response to Hurricane Katrina, issues remain about DOD's progress in identifying its capability requirements for supporting a coordinated civilian-military response to a catastrophic domestic event. This report addresses the extent to which DOD (1) has identified and addressed its capability gaps for its civil support mission; (2) has clearly defined roles, responsibilities, and relationships and identified appropriate levels and types of personnel to assign to the FEMA regions; and (3) shares and tracks information concerning its civil support requirements response process with civil authorities. To do this, GAO analyzed DOD civil support guidance and plans and met with DOD and FEMA officials regarding the support that civilian authorities may request during a catastrophic incident."

A letter report issued by the Government Accountability Office with an abstract that begins "The U.S. Army Corp of Engineers' (Corps) civil works mission has grown over the years, while its three-tiered headquarters, division, and district structure has remained the same since it was created in 1893. GAO was asked to examine for the Civil Works Program (1) over time, how the Corps has realigned its organization to take into account its changing mission, budget, staffing, and workload; (2) the challenges that the Corps has faced in realigning its organization; and (3) areas where officials and stakeholders believe changes to organizational alignment, if any, could enhance the Corps' civil works mission. Organizational alignment refers to, among other things, changes in structure, roles and responsibilities, and technical and policy guidance. GAO completed a historical and legislative review of the Corps' mission and past realignment efforts, reviewed budget, staffing, and workload data, and interviewed current and former officials and stakeholders."

The Situational Small World of a Post-disaster Community: Insights into Information Behaviors after the Devastation of Hurricane Katrina in Slidell, Louisiana

Catastrophes like Katrina destroy a community's critical infrastructure-a situation that instigates several dilemmas. Immediately, the community experiences information disruption within the community, as well as between the community and the outside world. The inability to communicate because of physical or virtual barriers to information instigates instant isolation. Prolonged, this scarcity of information becomes an information poverty spell, placing hardship on a community accustomed to easily accessible and applicable information. Physical devastation causes the scarcity of what Abraham Maslow calls basic survival needs-physiological, security, and social-a needs regression from the need to self-actualize, to meet intellectual and aesthetic needs. Because needs regress, the type of information required to meet the needs, also changes-regresses to information regarding survival needs. Regressed information needs requires altered information behaviors-altered methods and means to meet the information needs of the post-disaster situation. Situational information behavior follows new mores-altered norms-norms constructed for the post-disaster situation. To justify the unconventional, situational social norms, residents must adjust their beliefs about appropriate behavior. Situational beliefs support situational social norms-and situational information behaviors prevail. Residents find they must trust strangers, create makeshift messaging systems, and in some cases, disregard the law to meet their post-disaster survival needs.

Correspondence issued by the Government Accountability Office with an abstract that begins "The United States continues to face a myriad of broad and evolving threats, such as the October 2010 attempted attack on the nation's air cargo system, that underscore the high priority the federal government places on homeland security and efforts to coordinate security roles, responsibilities, and activities across a wide variety of stakeholders, including state, local, tribal, private sector, nongovernmental, and international partners. The Implementing Recommendations of the 9/11 Commission Act of 2007 (9/11 Commission Act) required that beginning in 2009 and every 4 years thereafter the Department of Homeland Security (DHS) conduct a quadrennial review that provides a comprehensive examination of the homeland security strategy of the United States. According to the act, the review is to delineate the national homeland security strategy, outline and prioritize critical homeland security missions, and assess the organizational alignment of DHS to the homeland security strategy and mission areas, among other things. Small Business Administration: Continued Attention Needed to Address Reforms to the Disaster Loan Program

Testimony issued by the Government Accountability Office with an abstract that begins "After the Small Business Administration (SBA) was widely criticized for its performance following the 2005 Gulf Coast hurricanes, the agency took steps to reform its Disaster Loan Program. Congress also enacted the Small Business Disaster Response and Loan Improvements Act of 2008 (Act), which places new requirements on SBA to ensure it is prepared for catastrophic disasters. This testimony discusses (1) the extent to which SBA has addressed the Act's requirements, and (2) how SBA's response to major disasters in 2008 aligned with key components of its June 2007 Disaster Recovery Plan (DRP). In completing this statement, GAO reviewed and updated, as appropriate, the July 2009 report, Small Business Administration: Additional Steps Should Be Taken to Address Reforms to the Disaster Loan Program and Improve the Application Process for Future Disasters (GAO-09-755). In that report, GAO recommended that SBA should fulfill the Act's region-specific marketing and outreach requirements; complete its annual report to Congress; issue an updated DRP; develop an implementation plan for remaining requirements; and develop procedures to further improve the application process for the Disaster Loan Program."

A letter report issued by the Government Accountability Office with an abstract that begins "The administration is developing the National Disaster Recovery Framework (NDRF) in order to enhance the nation's ability to deliver recovery assistance. The Federal Emergency Management Agency's (FEMA) Long-Term Community Recovery Branch (LTCR) is responsible for leading a network of primarily federal agencies, known as ESF-14, that supports long-term recovery. LTCR's experiences offer potential insights for developing the NDRF. GAO was asked to report on (1) the roles that LTCR played in recent disasters, (2) broad criteria and timing challenges that affected this assistance, (3) the effectiveness of specific coordination practices, and (4) the effectiveness of specific planning assistance practices. GAO focused on three disasters with significant LTCR involvement: the Greensburg tornado (2007), the Iowa floods (2008), and Hurricane Ike (2008). GAO reviewed agency documents and policies and interviewed relevant federal, state, and local officials."

A letter report issued by the Government Accountability Office with an abstract that begins "According to the Department of Homeland Security (DHS), there are thousands of facilities in the United States that if destroyed by a disaster could cause casualties, economic losses, or disruptions to national security. The Homeland Security Act of 2002 gave DHS responsibility for leading and coordinating the nation's effort to protect critical infrastructure and key resources (CIKR). Homeland Security Presidential Directive 7 (HSPD-7) defined responsibilities for DHS and certain federal agencies--known as sector-specific agencies (SSAs)--that represent 18 industry sectors, such as energy. In accordance with the Homeland Security Act and HSPD-7, DHS issued the National Infrastructure Protection Plan (NIPP) in June 2006 to provide the approach for integrating the nation's CIKR. GAO was asked to study DHS's January 2009 revisions to the NIPP in light of a debate over whether DHS has emphasized protection--to deter threats, mitigate vulnerabilities, or minimize the consequences of disasters---rather than resilience---to resist, absorb, or successfully adapt, respond to, or recover from disasters. National Security: An Overview of Professional Development Activities Intended to Improve Interagency Collaboration

A letter report issued by the Government Accountability Office with an abstract that begins "Agencies must engage in a whole-of-government approach to protect the nation and its interests from diverse threats such as terrorism and infectious diseases. However, GAO has reported that gaps in national security staff knowledge and skills pose a barrier to the interagency collaboration needed to address these threats. Training and other professional development activities could help bridge those gaps. GAO was asked to identify: (1) training and other professional development activities intended to improve the ability of key national security agencies' personnel to collaborate across organizational lines and (2) how these activities were intended to improve participants' collaboration abilities. To address these objectives, GAO asked nine key agencies involved in national security issues to submit information on professional development activities that were explicitly intended to build staff knowledge or skills for improving interagency collaboration. In addition, GAO gathered and analyzed other information such as target audience, participation levels, and participating agencies. GAO also interviewed responsible human capital and training officials. GAO will explore how interagency participation and other factors may influence the success of these activities in a subsequent review."

Perceptions of Disaster Professionalism in Mexico: Adding a New Public Management Perspective to Emergency Management

This study investigated the perceptions of emergency managers regarding the degree of emergency management professionalism in Mexico and how it can be improved. The disaster of the Mexico City earthquake of 1985 was used as the starting point for this case study, as the prospects for more-frequent and more-intense disasters lend credence to the need for improved professionalism and, thus, effectiveness among emergency managers in the future. An expansive framework of emergency management professionalism mechanisms (or characteristics) and an additional compilation of new public management components (or values) were devised from the extant literatures found within the respective emergency management and public administration fields. The theory advanced by this study is that by integrating new public management components with emergency management mechanisms, professionalism in Mexico will improve and, thus, emergency managers will become more effective. ualitative field research was the methodology employed and it included interviews with 35 emergency managers in Mexico in corroboration with documentary evidence, to ascertain emergency managers' perceptions of professionalism in Mexico. The findings of this study determined that emergency managers in Mexico are implementing many of the mechanisms of professionalism but fewer new public management components. A letter report issued by the Government Accountability Office with an abstract that begins "Individuals can reduce their need for first responder assistance by preparing for a disaster. By law, the Federal Emergency Management Agency (FEMA) in the Department of Homeland Security (DHS) is to develop a National Preparedness System (NPS) that includes community preparedness programs. These programs account for less than 0.5 percent of FEMA's budget. They include the Citizen Corps Program (CCP) and partner programs, e.g., Fire Corps, which provide volunteers to assist first responders. FEMA's Ready Campaign promotes preparedness through mass media. GAO was asked to review federal efforts to promote community preparedness. GAO was asked to address (1) challenges, if any, FEMA faces in measuring the performance of CCP, its partner programs, and the Ready Campaign, and (2) actions, if any, FEMA has taken to develop a strategy to encompass how these programs are to operate within the context of the NPS. GAO analyzed documents on preparedness plans and strategies and compared reported performance data with observations during 12 site visits, selected primarily on the basis of major disasters. Correspondence issued by the Government Accountability Office with an abstract that begins "During this decade, the Coast Guard has been challenged with expanded mission responsibilities, and concerns have been raised about whether sufficient personnel exist within the Coast Guard to fulfill these mission responsibilities. The terrorist attacks of September 11th resulted in additional and expanded security-related mission areas, while major natural disasters, such as Hurricane Katrina, provided lessons learned in allocating personnel and other resources across Coast Guard units. However, the impact of expanding Coast Guard missions and the increasing nationwide need for mission-ready Coast Guard units underscored shortcomings in the Coast Guard's ability to effectively allocate resources, such as personnel, ensure readiness levels, and maintain mission competency. GAO, the Offices of Inspector General at first the Department of Transportation and then the Department of Homeland Security, the National Transportation Safety Board, Congress, and the Coast Guard itself have reported on these types of personnel concerns both before and after the 2001 attacks. Gap Assessment in the Emergency Response Community

This report describes a gap analysis of the emergency response and management (EM) community, performed during the fall of 2009. Pacific Northwest National Laboratory (PNNL) undertook this effort to identify potential improvements to the functional domains in EM that could be provided by the application of current or future technology. To perform this domain-based gap analysis, PNNL personnel interviewed subject matter experts (SMEs) across the EM domain; to make certain that the analyses reflected a representative view of the community, the SMEs were from a variety of geographic areas and from various sized communities (urban, suburban, and rural). PNNL personnel also examined recent and relevant after-action reports and U.S. Government Accountability Office reports.
