Public Safety Communications Policy

Since September 11, 2001, the effectiveness of America's communications capabilities in support of the information needs of first responders and other public safety workers has been a matter of concern to Congress. Most public safety advocates consider that the communications failures following the onslaught of Hurricane Katrina demonstrate that there is much still to be done to provide the United States with adequate communications capabilities in emergencies. This report explores several pieces of legislation aimed at improving the emergency management the emergency communications infrastructure.

Public Safety Communications Policy

Since September 11, 2001, the effectiveness of America’s communications capabilities in support of the information needs of first responders and other public safety workers have been a matter of concern to Congress. The Intelligence Reform and Terrorism Prevention Act of 2004 (P.L. 108-458) included sections that responded to recommendations made by the 9/11 Commission, in its report of July 2004, and by others in recent years, regarding public safety communications. Most public safety advocates consider that the communications failures following the the onslaught of Hurricane Katrina demonstrates that there is much still to be done to provide the United States with adequate communications capabilities in emergencies.

The Earthquake in South Asia: Humanitarian Assistance and Relief Operations

The powerful earthquake struck northern Pakistan and India damaged the homes of as many as three million people, forcing many of them to search for alternative means of shelter. The full extent of the destruction remains unknown because government authorities and relief organizations continue to have difficulty accessing some remote locations. As of the date of this report, the United States government (USG) has pledged $410 million toward the relief effort, almost all of it to assisting Pakistan, which remains a key U.S. ally in the war against terror. So far, about 35% of this pledge has been committed. Some aid agencies are saying that the country needs a great deal more aid than it is getting, and warn that the economic impact of the disaster will surpass $5.2 billion. This burden may contribute toward long-term instability in an area perceived to be of critical importance to the United States in the war on terror.

A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Health and Human Services (HHS) is the nation's largest health insurer and the largest grant-making agency in the federal government. HHS programs impact all Americans, whether through direct services, scientific advances, or information that helps them choose medical care, medicine, or even food. For example, the Centers for Medicare & Medicaid Services (CMS), a major operating division within HHS, is responsible for the Medicare and Medicaid programs that provide care to about one in every four Americans. In carrying out their responsibilities, both HHS and CMS rely extensively on networked information systems containing sensitive medical and financial information. GAO was asked to assess the effectiveness of HHS's information security program, with emphasis on CMS, in protecting the confidentiality, integrity, and availability of its information and information systems."

Terrorism and Security Issues Facing the Water Infrastructure Sector

The possibility of damage to or destruction of the nation's water supply and water quality infrastructure by terrorist attack has gained substantial attention since the September 11, 2001 terrorist attacks. Policymakers are considering a number of initiatives, including enhanced physical security, better communication and coordination, and research. A key issue is how such security measures will be funded. Committees in the 109th Congress have approved legislation to support vulnerability assessments in federal and non-federal wastewater treatment plants and utility systems.
