Small Business Administration: Workforce Transformation Plan Is Evolving

Testimony issued by the General Accounting Office with an abstract that begins "The Small Business Administration (SBA) has made organizational structure and service delivery changes during the past 10 years. However, ineffective lines of communication, confusion over the mission of district offices, complicated and overlapping organizational relationships, and a field structure not consistently matched with mission requirements all combine to impede SBA staff efforts to deliver services effectively. SBA's structural inefficiencies stem in part from realignment efforts during the mid-1990s that changed SBA's functions but left aspects of the previous structure intact, congressional influence over the location of field offices and centers, and legislative requirements such as specified reporting relationships. In response to GAO's findings and additional challenges identifies by the Office of Management and Budget and the SBA Inspector General, SBA recently announced a draft 5-year workforce transformation plan that discusses many of GAO's findings regarding the difficulties posed by its current structure. Organizational alignment is crucial if an agency is to maximize its performance and accountability. As SBA executes its workforce transformation plan, it should employ strategies common to successful transformation efforts both here and abroad. A letter report issued by the General Accounting Office with an abstract that begins "Critical infrastructure protection (CIP) involves activities that enhance the security of the nation's cyber and physical public and private infrastructures that are essential to national security, economic activity, and public health and safety. At least 50 federal organizations within 13 major departments and agencies mentioned in Presidential Decision Directive 63 are involved in CIP activities that include setting policy, analyzing vulnerabilities and intelligence information, disseminating alerts and warnings on potential and actual infrastructure attacks, developing remediation plans, responding to incidents, and performing research and development. Although most organizations could identify their relationships with other key CIP entities, relationships among all organizations performing similar activities were not consistently established. Most of the organizations in GAO's review do not receive appropriations specifically designated for cyber CIP and, therefore, do not track these funds. A complicating factor in tracking funds spent on cyber CIP activities is that organizational totals often include funds spent on physical, cyber, and agency-specific CIP spending."

A letter report issued by the General Accounting Office with an abstract that begins "The Small Business Administration (SBA) has increased its reliance on private lenders to provide small businesses with access to credit. The 7(a) program is SBA's largest business loan program, and SBA has established a preferred lender program (PLP) in which eligible lenders make 7(a) loans without prior SBA approval. SBA guaranteed $9.9 billion in 7(a) loans in 2001. Because lenders are exercising greater autonomy in making 7(a) loans, effective lender oversight is essential to SBA's success in achieving its mission. GAO evaluated SBA's 7(a) lender oversight and reviewed its organizational alignment for conducting PLP and Small Business Lending Company (SBLC) oversight."

A Guide to Microsoft Active Directory (AD) Design

The goal of this paper is to facilitate the design process for those DOE sites that are currently engaged in designing their Active Directory (AD) network. It is a roadmap to enable analysis of the complicated design tradeoffs associated with Active Directory Design. By providing discussion of Active Directory design elements which are permanent and costly to change once deployed, the hope is to minimize the risks of sponsoring failed designs, or joining existing infrastructures not suitable to programmatic needs. Specifically, most Active Directory structures will fall under one of three common designs: Single Domain, Single Forest with Multiple Domains, or Multiple Forests. Each has benefits and concerns, depending on programmatic and organizational structures. The comparison of these three approaches will facilitate almost any Active Directory design effort. Finally, this paper describes some best practices to consider when designing Active Directory based on three years of research and experience.

Political Misuse of Domestic Intelligence: A Case Study on the FBI

Domestic intelligence is very important in preventing disorder while ensuring unity and security during a time of national crisis. However, if uncontrolled, domestic intelligence can be subject to political misuse, which causes serious damage both to individuals and to democratic institutions. There are various theoretical explanations for political misuse of domestic intelligence. The political use of domestic intelligence is best explained by the sociological theory of unfulfilled needs. On the other hand, political counterintelligence can be best explained by Threat Theory. In order for a domestic intelligence organization to be effective, its organizational discretion must be limited by establishing clear legislation that is not secret, on the focus, limits, and techniques of domestic intelligence. This system must be supported by a multi-level control mechanism.

Testimony issued by the General Accounting Office with an abstract that begins "Since September 11, the President and Congress have taken aggressive steps to protect the nation, including creating an Office of Homeland Security (OHS); passing new laws, such as the USA Patriot Act and an emergency supplemental spending bill; establishing a new agency to improve transportation security; and working with federal, state, and local governments, private sector entities, non-governmental organizations and other countries to prevent future terrorist acts and to bring those individuals responsible to justice. More recently, Congress and the President have proposed greater consolidation and coordination of various agencies and activities. The President has proposed establishing a Department of Homeland Security (DHS) and has sent draft legislation to Congress. This testimony focuses on two major issues: (1) the need for reorganization and the principles and criteria to help evaluate what agencies and missions should be included in or left out of the new DHS and (2) issues related to the transition, cost, and implementation challenges of the new department."

However, local government, including police and fire departments, emergency medical personnel, and public health agencies, is typically the first responder to an incident. The federal government historically has provided leadership, training, and funding assistance. In the aftermath of September 11, for instance, one-quarter of the $40 billion Emergency Response Fund was earmarked for homeland security, including enhancing state and local government preparedness. Because the national security threat is diffuse and the challenge is highly intergovernmental, national policymakers must formulate strategies with a firm understanding of the interests, capacity, and challenges facing those governments. The development of a national strategy will improve national preparedness and enhance partnerships between federal, state, and local governments. The creation of the Office of Homeland Security is an important and potentially significant first step. GAO has found fragmentation and overlap among federal assistance programs.
