This study addresses the issue of household disaster preparedness. This work contributes two elements to disaster research. The first contribution improve the knowledge of the factors that affect household disaster preparedness. The review of literature yielded three categories of variables that can jointly explain household disaster preparedness: household structure, demographics, and risk-perception factors. In this study 19 variables compose these factors. A second contribution constitutes a theoretical exploration of the concept of disaster preparedness. In this work, four different constructs of disaster preparedness were tested. These constructs include material preparedness, preparedness activities, a combined index, and a weighted and combined index. The study presents the logic and methodology of the index construction and validation. The data used in this study came from households in the Montreal Urban Community (MUC) in Canada. A random sample of 1,003 English- and French-speaking heads of households adequately represents the 1.8 million persons within the MUC. An independent survey firm conducted the interviews in 1996. Results show that the weighted combined household disaster preparedness index constitutes the best construct to represent the concepts under study. This exploratory study of the views and concerns of 25 environmental organizations found high interest and concern about which biomass feedstocks would be used and how these biomass materials would be converted to energy. While all favored renewable energy over fossil or nuclear energy, opinion diverged over whether energy crops, residues, or both should be the primary source of a biomass/bioenergy fuel cycle. About half of the discussants favored biomass ``in general'' as a renewable energy source, while the others were distributed about equally over five categories, from favor-with-conditions, uncertain, skeptical, opposed, to ``no organizational policy.''

Article discusses the history and formation of Western Oklahoma's 179th Infantry, including details about the men who formed the regiment and their participation in the Korean War. Penn V. Rabb, Jr. also addresses some of the challenges the regiment faced: obtaining supplies to equip themselves, responding to both state and national emergencies, and organizational changes.

This report discusses issues regarding Agriculture funding and subsidies. In response to low prices, natural disasters, and other farm-related problems, Congress has, over 3 successive years, provided a total of about $23 billion in supplemental aid – in addition to funds already programmed through the 1996 farm bill (P.L. 104-127). The most recent aid was attached to a crop insurance reform bill signed into law on June 22, 2000 (P.L. 106-224). This Agriculture Risk Protection Act of 2000 includes $7.113 billion for additional farm income and related assistance, of which $5.5 billion is to be spent in FY2000.

Since the 2020 Vision project began in 1996, students from participating schools have completed and submitted a variety of scenarios describing potential world and regional conditions in the year 2020 and their possible effect on US national security. This report summarizes the students' views and describes trends observed over the course of the 2020 Vision project's five years. It also highlights the main organizational features of the project. An analysis of thematic trends among the scenarios showed interesting shifts in students' thinking, particularly in their views of computer technology, US relations with China, and globalization. In 1996, most students perceived computer technology as highly beneficial to society, but as the year 2000 approached, this technology was viewed with fear and suspicion, even personified as a malicious, uncontrollable being. Yet, after New Year's passed with little disruption, students generally again perceived computer technology as beneficial. Also in 1996, students tended to see US relations with China as potentially positive, with economic interaction proving favorable to both countries. By 2000, this view had transformed into a perception of China emerging as the US' main rival and ''enemy'' in the global geopolitical realm. A letter report issued by the General Accounting Office with an abstract that begins "Pursuant to a congressional request, GAO provided information on the Coast Guard's phased-in conversion of some support officer positions, focusing on: (1) how the Coast Guard's current workforce mix compares with the workforce mix of other military services and how the workforce mix has changed since 1991; (2) how many military commissioned officer positions in administrative and support functions offer opportunities for conversion to civilian positions; and (3) what the advantages and disadvantages are of converting those military positions to civilian positions."

Over the course of the year 2000, five one-day workshops were conducted by the Center for Global Security Research at the Lawrence Livermore National Laboratory on threats that might come against the US and its allies in the 2015 to 2020 timeframe due to the global availability of advanced technology. These workshops focused on threats that are enabled by nuclear, missile, and space technology; military technology; information technology; bio technology; and geo systems technology. In December, an Integration Workshop and Senior Review before national leaders and experts were held. The participants and reviewers were invited from the DOE National Laboratories, the DOD Services, OSD, DTRA, and DARPA, the DOS, NASA, Congressional technical staff, the intelligence community, universities and university study centers, think tanks, consultants on national security issues, and private industry. For each workshop the process of analysis involved identification and prioritization of the participants' perceived most severe threat scenarios (worst nightmares), discussion of the technologies which enabled those threats, and ranking of the technologies' threat potentials. We were not concerned in this exercise with defining responses, although our assessment of each threat's severity included consideration of the ease or difficulty with which it might be countered. This report discusses issues regarding Agriculture funding, specifically the Federal Agriculture Improvement and Reform (FAIR) Act (P.L. 104-127), which prescribed farm commodity support policy through 2002.

A letter report issued by the General Accounting Office with an abstract that begins "Eight federal agencies now have teams that can respond to a terrorist attack involving chemical, biological, radiological, or nuclear weapons. Each team varies in size, structure, geographical scope, and task. The teams do not duplicate one another. They have unique capabilities and functions, and many have experience dealing with different types of agents and weapons. The type of terrorist incident would determine which team would be most appropriate to respond. GAO found that federal agencies lack a coherent framework to develop and evaluate budget requirements for their response teams because there is no national strategy with clearly defined outcomes. To improve interagency cooperation, federal agencies have participated in several group activities. For example, the Weapons of Mass Destruction Interagency Steering Group, led by the Federal Emergency Management Agency, is identifying federal response teams that could respond to different terrorist scenarios. Federal, state, and local agencies have also participated in major field exercises that simulated urban terrorist acts. These efforts could go a long way toward improving the operational coordination of federal response teams."
