Electric power emergency handbook

The Emergency Electric Power Administration's Emergency Operations Handbook is designed to provide guidance to the EEPA organization. It defines responsibilities and describes actions performed by the government and electric utilities in planning for, and in operations during, national emergencies. The EEPA Handbook is reissued periodically to describe organizational changes, to assign new duties and responsibilities, and to clarify the responsibilities of the government to direct and coordinate the operations of the electric utility industry under emergencies declared by the President. This Handbook is consistent with the assumptions, policies, and procedures contained in the National Plan for Emergency Preparedness. Claimancy and restoration, communications and warning, and effects of nuclear weapons are subjects covered in the appendices.

Transportation of radionuclides in urban environs: draft environmental assessment

This report assesses the environmental consequences of the transportation of radioactive materials in densely populated urban areas, including estimates of the radiological, nonradiological, and social impacts arising from this process. The chapters of the report and the appendices which follow detail the methodology and results for each of four causative event categories: incident free transport, vehicular accidents, human errors or deviations from accepted quality assurance practices, and sabotage or malevolent acts. The numerical results are expressed in terms of the expected radiological and economic impacts from each. Following these discussions, alternatives to the current transport practice are considered. Then, the detailed analysis is extended from a limited area of New York city to other urban areas. The appendices contain the data bases and specific models used to evaluate these impacts, as well as discussions of chemical toxicity and the social impacts of radioactive material transport in urban areas. The latter are evaluated for each causative event category in terms of psychological, sociological, political, legal, and organizational impacts. The report is followed by an extensive bibliography covering the many fields of study which were required in performing the analysis.

Relevance of Behavioral and Social Models to the Study of Consumer Energy Decision Making and Behavior

This report reviews social and behavioral science models and techniques for their possible use in understanding and predicting consumer energy decision making and behaviors. A number of models and techniques have been developed that address different aspects of the decision process, use different theoretical bases and approaches, and have been aimed at different audiences. Three major areas of discussion were selected: (1) models of adaptation to social change, (2) decision making and choice, and (3) diffusion of innovation. Within these three areas, the contributions of psychologists, sociologists, economists, marketing researchers, and others were reviewed. Five primary components of the models were identified and compared. The components are: (1) situational characteristics, (2) product characteristics, (3) individual characteristics, (4) social influences, and (5) the interaction or decision rules. The explicit use of behavioral and social science models in energy decision-making and behavior studies has been limited. Examples are given of a small number of energy studies which applied and tested existing models in studying the adoption of energy conservation behaviors and technologies, and solar technology.

This study described the operation and organization of the United States Army's Second Armored Division's Public Affairs Office, with emphasis on the differences between garrison and field operations. The study found that the function of the division, public affairs office is to keep both the internal and external public(s) of the division informed concerning the activities of the division. The office is organized into three branches: command information, public information, and administration. During garrison operations, all members of the office operate from a building at Fort Hood, Texas. During field operations, office personnel organize into teams in order to provide information to all public(s), internal and external.

Institutional analysis for energy policy

This report summarizes principles, techniques, and other information for doing institutional analyses in the area of energy policy. The report was prepared to support DOE's Regional Issues Identification and Assessment (RIIA) program. RIIA identifies environmental, health, safety, socioeconomic, and institutional issues that could accompany hypothetical future scenarios for energy consumption and production on a regional basis. Chapter 1 provides some theoretical grounding in institutional analysis. Chapter 2 provides information on constructing institutional maps of the processes for bringing on line energy technologies and facilities contemplated in RIIA scenarios. Chapter 3 assesses the institutional constraints, opportunities, and impacts that affect whether these technologies and facilities would in fact be developed. Chapters 4 and 5 show how institutional analysis can support use of exercises such as RIIA in planning institutional change and making energy policy choices.

Carbon Dioxide Effects Research and Assessment Program. Environmental and societal consequences of a possible CO/sub 2//sup -/ induced climate change: a research agenda

In adding carbon dioxide to the atmosphere, mankind is unintentionally conducting a great biological and geophysical experiment. This experiment can be expected to increase scientific understanding of ecological systems and of the processes in the ocean and the atmosphere that partially determine world climate. But from the standpoint of governments and peoples, the major problem to be solved is to understand the nature of the impacts on societies of rising levels of atmospheric carbon dioxide (CO/sub 2/), with the objective of avoiding or ameliorating unfavorable impacts and gaining most benefit from favorable impacts. The research program proposed herein is designed to provide the understanding needed to achieve this objective. It is based on a recognition of the distinctive characteristics of the CO/sub 2/ problem. It is concluded that three kinds of research on the consequences of rising levels of atmospheric carbon dioxide and possible climatic changes are called for: assessment of risks; research to enhance beneficial effects and lessen harmful ones, where this is possible, and to slow down rates of carbon dioxide emission; and study of potential social and institutional responses to projected climatic changes.
