Strategic planning for automation within an information services department

Today there is a growing trend within organizations for departments to become ''islands of mechanization.'' Departments compete for machine and personnel resources in order to develop individualistic, automated systems which frequently overlap in data content. To avoid this trend and prevent development of future ''islands,'' organizations must emphasize management of in-house information systems to improve the economy of operations, meet organizational objectives more effectively, and control operations more efficiently. The method by which these goals can be realized is formal planning. Planning for information systems becomes the key to the present and future. The longer planning is delayed, the more costly it will be to combine, modify, and standardize existing subsystems into an integrated systems design. There are many different types of plans which can be developed, e.g., short-, medium-, and long-term plans. However, long-term or strategic planning is the most important, as it determines an organization's major objectives. Once objectives have been defined, policies and strategies can be developed for resource allocation to meet those objectives. Action plans will implement the strategies and make the objectives become a reality. Impact assessment of the 1977 New York City blackout. Final report

This study was commissioned by the Division of Electric Energy Systems (EES), Department of Energy (DOE) shortly after the July 13, 1977 New York City Blackout. The objectives were two-fold: to assess the availability and collect, where practical, data pertaining to a wide variety of impacts occurring as a result of the blackout; and to broadly define a framework to assess the value of electric power reliability from consideration of the blackout and its effects on individuals, businesses, and institutions. The impacts were complex and included both economic and social costs. In order to systematically classify the most significant of these impacts and provide guidance for data collection, impact classification schemes were developed. Major economic impact categories examined are business; government; utilities (Consolidated Edison); insurance industry; public health services; and other public services. Impacts were classified as either direct or indirect depending upon whether the impact was due to a cessation of electricity or a response to that cessation. The principal economic costs of the blackout are shown. Social impacts, i.e., the changes in social activities and adaptations to these changes were particularly significant in New York due to its unique demographic and geographic characteristics. Radiation emergency response in Illinois, Alabama, and Texas

The objective of this study was to examine state radiation emergency response and to locate any areas of emergency planning in need of improvement. This report briefly presents a summary of laws and defining documents governing radiation emergency response, describes the existing and projected need for such response, and presents the authors' analyses of the evolution of state response plans and their application to radiation incidents. Three states' programs are discussed in detail: Illinois, Alabama, and Texas. These states were selected because they have quite different emergency-response programs. Therefore, these state programs provide a wide variety of approaches to state radiation emergency response.

Nontechnical issues in waste management: ethical, institutional, and political concerns

The report consists of a presentation and distillation of major nontechnical issues surrounding commercial waste management, followed by ethical, institutional, and political analyses of these issues. The ethical analysis consists of a discusson of what is meant by ''ethics'' and ''morality'' in the waste management context and an illustrative attempt at an ethical analysis of the commercial nuclear waste problem. Two institutional analyses are presented: one is an analysis of the possible problems of long-term human institutions in waste management; the other is a presentation of institutional arrangements for the short term. A final chapter discusses issues and concerns involving intergovernmental relations--that is, local, state, and federal interface problems in waste management.

Management plan: model training program for states and localities

A plan for the continuation of the Energy Conservation Program for State and Local Code officials is presented. The program is action-oriented, e.g., develop the enforcement tools, train the personnel in their use, and assist in the field use of these tools. Achievements to date include: the Model Code for Energy Conservation in New Building Construction has been developed and published; the basic training materials for the model code have been developed and tested in prototype field courses in 4 states; implementation activities have been proceeding, at times even before publication of final documents; the Model Code Groups are conducting courses for their members; and coordination and field awareness of the program has been achieved using many mechanisms. The management structure, constraints, and the milestone plan and management report are described. Data on the manpower, cost, and travel plans are included.

Urbanism and Energy in Developing Regions

The pace of urbanization must continue, because in most parts of the world the surplus population in the countryside has nowhere else to go. The world is about 40% urban now and apparently headed for the 80 to 90% share of the total population presently exhibited by the developed countries. Thus, the 1.6 billion urban dwellers in 1978 would become about 3 billion in 1995--if major catastrophes can be avoided. Feasibility assessments for Sao Paulo-Rio de Janeiro, Calcutta, Cairo-Alexandria, Mexico City, and Seoul are presented in the appendices. This analysis-from-a-distance is insufficient to judge how much extra installed electrical generating capacity is required before 1995, the added refining capability for liquid fuels, or the uses for new LNG and coal imports due to be arranged. It is evident that energy (and perhaps also water in most regions) planning is the major determinant of the manner in which these urban areas will adapt to the extraordinary pressures for new settlement. The current round of planning in such metropolitan areas has been addressed to solving traffic-congestion problems, and reorganizing land use in central districts, as the most-pressing issues. Communication of technical information to lay audiences. [National Waste Terminal Storage (NWTS) program]

One of the objectives of the National Waste Terminal Storage (NWTS) Program is to provide terminal storage facilities for commercial radioactive wastes in various geologic formations at multiple locations in the United States. The activities performed under the NWTS Program will affect regional, state, and local areas, and widespread public interest in this program is expected. Since a large part of the NWTS Program deals with technical information it was considered desirable to initiate a study dealing with possible methods of effectively transmitting this technical information to the general public. This study has the objective of preparing a state-of-the-art report on the communication of technical information to lay audiences. The particular task of communicating information about the NWTS Program to the public is discussed where appropriate. The results of this study will aid the NWTS Program in presenting to the public the quite diverse technical information generated within the program so that a widespread, thorough public understanding of the NWTS Program might be achieved. An annotated bibliography is included.

Transport of radionuclides in urban environs: working draft assessment

Purpose of this study is to assess the environmental impacts from transportation of radioactive materials in urban environs. The impacts from accident-free transport, vehicular accidents during transport, and from other abnormal situations are analyzed. The approach is outlined including description of the models developed and the data bases employed to account for the special features of the urban environment. The operations and contributions of the task group formed to assist in this study are also discussed. The results obtained for the New York City study area are presented and explained.
