National Disaster Response: FEMA Should Take Action to Improve Capacity and Coordination between Government and Voluntary Sectors

A letter report issued by the Government Accountability Office with an abstract that begins "Using lessons from the 2005 Gulf Coast hurricanes, the federal government released the National Response Framework (NRF) in January 2008. This report examines (1) why the primary role for mass care in the NRF shifted from the Red Cross to the Federal Emergency Management Agency (FEMA), and potential issues with implementation, (2) whether National Voluntary Organizations Active in Disasters (NVOAD)--an umbrella organization of 49 voluntary agencies--is equipped to fulfill its NRF role, (3) the extent to which FEMA has addressed issues with mass care for the disabled since the hurricanes, (4) the extent to which major voluntary agencies have prepared to better serve the disabled since the hurricanes, and (5) the extent to which FEMA has addressed issues voluntary agencies faced in receiving Public Assistance reimbursement. To analyze these issues, GAO reviewed the NRF and other documents, and interviewed officials from FEMA, voluntary agencies, and state and local governments."

Gap Assessment in the Emergency Response Community

This report describes a gap analysis of the emergency response and management (EM) community, performed during the fall of 2009. Pacific Northwest National Laboratory (PNNL) undertook this effort to identify potential improvements to the functional domains in EM that could be provided by the application of current or future technology. To perform this domain-based gap analysis, PNNL personnel interviewed subject matter experts (SMEs) across the EM domain; to make certain that the analyses reflected a representative view of the community, the SMEs were from a variety of geographic areas and from various sized communities (urban, suburban, and rural). PNNL personnel also examined recent and relevant after-action reports and U.S. Government Accountability Office reports.

Department of Homeland Security: Opportunities Exist to Enhance Visibility over Collaborative Field Mechanisms

A letter report issued by the Government Accountability Office with an abstract that begins "Opportunities exist for the Department of Homeland Security (DHS) to enhance its visibility over collaborative field mechanisms (i.e., multiagency groups such as task forces, committees, and teams that enhance stakeholder collaboration to more effectively and efficiently achieve their missions) established by component agencies. DHS, at the departmental level, has limited visibility over the universe and operation of these mechanisms and does not identify information from them that could further enhance collaboration across DHS and inform future DHS decisions. In the absence of a single DHS regional/field structure, DHS components have created collaborative mechanisms to better integrate field operations by better coordinating their missions and sharing information. However, when GAO sought to identify these mechanisms, in conjunction with DHS, senior DHS officials stated that while they maintain regular visibility over component activities--which may involve these collaborative mechanisms--DHS does not collect information on the types of mechanisms and collaborative practices these mechanisms employ because the mechanisms operate under the components, and thus this information was not readily available at the departmental level. Department of Energy Spent Fuel Shipping Campaigns: Comparisons of Transportation Plans and Lessons Learned

Over the last 30 years, the U.S. Department of Energy (DOE) has successfully and safely transported shipments of spent nuclear fuel over America's highways and railroads. During that time, an exemplary safety record has been established with no identifiable fatalities, injuries, or environmental damage caused by the radioactive nature of the shipments. This paper evaluates some rail and truck shipping campaigns, planning processes, and selected transportation plans to identify lessons learned in terms of planning and programmatic activities. The intent of this evaluation is to document best practices from current processes and previous plans for DOE programs preparing or considering future plans. DOE's National Transportation Program (NTP) reviewed 13 plans, beginning with core debris shipments from Three Mile Island to current, ongoing fuel campaigns. This paper describes lessons learned in the areas of: emergency planning, planning information, security, shipment prenotification, emergency notification/response, terrorism/sabotage risk, and recovery and cleanup, as well as routing, security, carrier/driver requirements, transportation operational contingencies, tracking, inspections and safe parking.

Yet the government has not transformed, in many cases, how it classifies, compensates, develops, and motivates its employees to achieve maximum results within available resources and existing authorities. One of the questions being addressed as the federal government transforms is how to update its compensation system to be more market based and performance oriented. To further the discussion of federal pay reform, GAO, the U.S. Office of Personnel Management, the U.S. Merit Systems Protection Board, the National Academy of Public Administration, and the Partnership for Public Service convened a symposium on March 9, 2005, to discuss organizations' experiences with market-based and more performance-oriented pay systems. Representatives from public, private, and nonprofit organizations made presentations on the successes and challenges they experienced in designing and managing their market-based and more performance-oriented pay systems. A cross section of human capital stakeholders was invited to further explore these successes and challenges and engage in open discussion.
