Small Business Administration: Current Structure Presents Challenges for Service Delivery
A letter report issued by the General Accounting Office with an abstract that begins "GAO's recent performance and accountability series report on the Small Business Administration (SBA) described major management challenges and program risks to efficient delivery of services. However, that report did not discuss how well SBA's organization was aligned to achieve its mission. GAO found that SBA's current structure contributes to the challenges SBA faces in delivering services to the small business community. In particular, ineffective lines of communication; confusion over the mission of district offices; complicated, overlapping organizational relationships; and a field structure not consistently matched with mission requirements combine to impede the effective deliver of services. Restructuring efforts by other federal agencies may prove instructive in addressing the problems with SBA's current structure. Efforts at other agencies also demonstrate the need for buy-in from both internal and external stakeholders and the importance of agency efforts to consider the human impact of restructuring activities, including the closure of field offices."

Small Business Contracting: Observations from Reviews of Contracting and Advocacy Activities of Federal Agencies
Testimony issued by the Government Accountability Office with an abstract that begins "The federal government's long-standing policy has been to use its buying power to maximize procurement opportunities for various types of small businesses. GAO initiated work and completed a report in March 2007 under the Comptroller General's authority describing the extent to which small businesses participated in contracting opportunities related to Hurricane Katrina. This testimony discusses (1) results from the March 2007 GAO report, including the amounts that small and local businesses received directly from federal agencies from contracts related to Hurricane Katrina and the lack of required information in official procurement data systems on subcontracting plans, (2) information from two previous GAO reports regarding the small business advocacy responsibilities of Small Business Administration (SBA) and federal agencies that award contracts, and (3) GAO work on SBA's efforts to advocate for small disadvantaged businesses, and similar efforts by entities within selected agencies. Project management plan for Project W-178, 219-S secondary containment
This Project Management Plan (PMP) establishes the organizational responsibilities, control systems, and procedures for managing the execution of project activities for Project W-178, the 219-S Secondary Containment Upgrade. The scope of this project will provide the 219-S Facility with secondary containment for all tanks and piping systems. Tank 103 will be replaced with a new tank which will be designated as Tank 104. Corrosion protection shall be installed as required. The cells shall be cleaned and the surface repaired as required. The 219-S Waste Handling Facility (219-S Facility), located in the 200 West Area, was constructed in 1951 to support the 222-S Laboratory Facility. The 219-S Facility has three tanks, TK-101, TK-102, and TK-103, which receive and neutralize low level radioactive wastes from the 222-S Laboratory. For purposes of the laboratory, the different low level waste streams have been designated as high activity and intermediate activity. The 219-S Facility accumulates and treats the liquid waste prior to transferring it to SY Tank Farm in the 200-W Area. Transfers are normally made by pipeline from the 219-S Facility to the 241-SY Tank Farm. Presently transfers are being made by tanker truck to the 200-E Area Tank Farms due to the diversion …

Federal Emergency Management Agency: Workforce Planning and Training Could Be Enhanced by Incorporating Strategic Management Principles
A letter report issued by the Government Accountability Office with an abstract that begins "The Federal Emergency Management Agency (FEMA) is taking steps to integrate its workforce planning and training efforts across the agency consistent with critical success factors for strategic human capital management such as initiating working groups to coordinate related activities, but its efforts are in the early stages. Until recently FEMAs efforts related to workforce planning have been independently conducted by various offices across the agency. In January 2012, FEMA human capital officials reported that they began integrating agencywide workforce planning initiatives underway by other program offices, such as FEMAs Qualification System, which was developed to establish qualification requirements for FEMAs workforce for deployment purposes, among other things. Additionally, FEMAs Human Capital Office plans to release a directive that, according to officials, will address the need for integrating the agencys training efforts consistent with critical success factors for strategic human capital management. Having integrated workforce planning and training could help FEMA ensure that it has the properly sized and skilled workforce to effectively meet its mission. Critical Infrastructure Protection: Significant Challenges in Safeguarding Government and Privately Controlled Systems from Computer-Based Attacks
Testimony issued by the General Accounting Office with an abstract that begins "Federal agencies, and other public and private groups, rely extensively on computer systems and electronic data. The security of these systems and data is essential to avoiding disruptions in critical operations and preventing data tampering, fraud, and inappropriate disclosure of sensitive information. However, federal computer systems contain weaknesses that continue to put critical operations and assets at risk. In particular, deficiencies exist in entitywide security programs that are critical to agencies' success in ensuring that risks are understood and effective controls are implemented. Many efforts have been undertaken to implement the nationally critical infrastructure protection strategy outlined in Presidential Decision Directive (PDD) 63. However, progress in key areas has been limited. Although outreach efforts by many federal entities to establish cooperative relationships with and among private and other nonfederal entities have raised awareness and prompted information sharing, efforts to perform substantive analyses of sector-wide and cross-sector interdependencies and related vulnerabilities have been limited. A major impediment to implementing the strategy outlined in PDD 63 is the lack of a national plan that clearly spells out the roles and responsibilities of federal and nonfederal entities and defines interim objectives."

Influenza Pandemic: Sustaining Focus on the Nation's Planning and Preparedness Efforts
A letter report issued by the Government Accountability Office with an abstract that begins "GAO has conducted a body of work over the past several years to help the nation better prepare for, respond to, and recover from a possible influenza pandemic, which could result from a novel strain of influenza virus for which there is little resistance and which therefore is highly transmissible among humans. GAO's work has pointed out that while the previous administration had taken a number of actions to plan for a pandemic, including developing a national strategy and implementation plan, much more needs to be done. However, national priorities are shifting as a pandemic has yet to occur, and other national issues have become more immediate and pressing. Nevertheless, an influenza pandemic remains a real threat to our nation and the world. Influenza Pandemic: Opportunities Exist to Clarify Federal Leadership Roles and Improve Pandemic Planning
Testimony issued by the Government Accountability Office with an abstract that begins "An influenza pandemic is a real and significant potential threat facing the United States and the world. Pandemics are unlike other emergencies because they are not a singular event nor discretely bounded in space and time. This testimony addresses (1) federal leadership roles and responsibilities for preparing for and responding to a pandemic, (2) our assessment of the Strategy and Plan, and (3) opportunities to increase clarity of federal leadership roles and responsibilities and improve pandemic planning. GAO used its characteristics of an effective national strategy to assess the Strategy and Plan. Risk communication in environmental assessment
Since the enactment of NEPA and other environmental legislation, the concept of `risk communication` has expanded from simply providing citizens with scientific information about risk to exploring ways of making risk information genuinely meaningful to the public and facilitating public involvement in the very processes whereby risk is analyzed and managed. Contemporary risk communication efforts attempt to find more effective ways of conveying increasingly complex risk information and to develop more democratic and proactive approaches to community involvement, in particular to ensuring the participation of diverse populations in risk decisions. Although considerable progress has been made in a relatively short time, risk communication researchers and practitioners currently face a number of challenges in a time of high expectations, low trust, and low budgets.

Language Access: Selected Agencies Can Improve Services to Limited English Proficient Persons
A letter report issued by the Government Accountability Office with an abstract that begins "Executive Order 13166 (August 11, 2000) directs each federal agency to improve access to federal programs and services for persons with limited English proficiency (LEP). Using guidance issued by DOJ, agencies are generally required to develop recipient guidance and/or an LEP plan outlining steps for ensuring that LEP persons can access federal services and programs. As requested, GAO (1) determined which agencies have completed their recipient guidance and LEP plan, (2) assessed the extent to which the selected agencies have implemented the Executive Order consistent with DOJ's guidance, and (3) examined DOJ's and the three selected agencies' efforts to enhance collaboration. GAO analyzed the Executive Order and agencies' recipient guidance and plans posted on LEP.gov; selected the IRS, FEMA, and SBA for this review because of the amount and significance of their interaction with LEP persons; and reviewed documentation of agencies' collaborative efforts to provide access to federal services."
