Small Business Administration: Continued Attention Needed to Address Reforms to the Disaster Loan Program
Testimony issued by the Government Accountability Office with an abstract that begins "After the Small Business Administration (SBA) was widely criticized for its performance following the 2005 Gulf Coast hurricanes, the agency took steps to reform its Disaster Loan Program. Congress also enacted the Small Business Disaster Response and Loan Improvements Act of 2008 (Act), which places new requirements on SBA to ensure it is prepared for catastrophic disasters. This testimony discusses (1) the extent to which SBA has addressed the Act's requirements, and (2) how SBA's response to major disasters in 2008 aligned with key components of its June 2007 Disaster Recovery Plan (DRP). In completing this statement, GAO reviewed and updated, as appropriate, the July 2009 report, Small Business Administration: Additional Steps Should Be Taken to Address Reforms to the Disaster Loan Program and Improve the Application Process for Future Disasters (GAO-09-755). In that report, GAO recommended that SBA should fulfill the Act's region-specific marketing and outreach requirements; complete its annual report to Congress; issue an updated DRP; develop an implementation plan for remaining requirements; and develop procedures to further improve the application process for the Disaster Loan Program."

State Department: Evacuation Planning and Preparations for Overseas Posts Can Be Improved
A letter report issued by the Government Accountability Office with an abstract that begins "Since 1988, the Department of State (State) has ordered over 270 evacuations from overseas posts due to civil strife, terrorist incidents, natural disasters, conventional war threats, and disease outbreaks. To prepare for evacuation, overseas posts rely on a variety of guidance, plans, and training, such as Emergency Action Plans (EAP). GAO was asked to assess State's (1) guidance and plans to prepare for evacuation, (2) training and exercises to prepare post staff for crisis, and (3) efforts to collect, analyze, and incorporate evacuation lessons learned into guidance and training. GAO examined State and Department of Defense (DOD) documents, spoke with State and DOD officials, conducted a survey of 243 overseas posts, and completed 22 structured interviews with State personnel."

Purchase Cards: Control Weaknesses Leave DHS Highly Vulnerable to Fraudulent, Improper, and Abusive Activity
Testimony issued by the Government Accountability Office with an abstract that begins "In the wake of the 2005 hurricanes in the Gulf Region, GAO and the Department of Homeland Security Office of Inspector General (DHS OIG) initiated a number of audits and investigations addressing the federal government's response to those events. Department of Homeland Security (DHS) cardholders made thousands of transactions related to hurricane rescue and relief operations. GAO, working with DHS OIG, interviewed DHS personnel and reviewed purchase card policies and procedures to assess the control environment. GAO and DHS OIG conducted statistical tests from a random sample of transactions and performed data mining on all DHS purchase card transactions for a 5-month period beginning in June 2005. GAO and DHS OIG looked at all transactions in this period because the database did not distinguish hurricane related from routine purchases. GAO and DHS OIG used the testing results to determine the extent of control weaknesses and identify instances of fraud, waste, and abuse. Computer Security: Progress Made, But Critical Federal Operations and Assets Remain at Risk
Testimony issued by the General Accounting Office with an abstract that begins "Protecting the computer systems that support our critical operations and infrastructures has never been more important because of the concern about attacks from individuals and groups with malicious intent, including terrorism. These concerns are well founded for a number of reasons, including the dramatic increases in reported computer security incidents, the ease of obtaining and using hacking tools, the steady advance in the sophistication and effectiveness of attack technology, and the dire warnings of new and more destructive attacks. As with other large organizations, federal agencies rely extensively on computerized systems and electronic data to support their missions. Accordingly, the security of these systems and data is essential to avoiding disruptions in critical operations, as well as to helping prevent data tampering, fraud, and inappropriate disclosure of sensitive information. Critical Infrastructure Protection: Challenges in Addressing Cybersecurity

Department of Homeland Security Reorganization: The 2SR Initiative
This report focuses primarily on the conclusions and proposals resulting from 2SR pertaining to organization and managerial lines of authority matters. In one of his first actions as Secretary of Homeland Security Tom Ridge’s successor, Michael Chertoff, on March 2, 2005, announced in testimony before the House Appropriations Subcommittee on Homeland Security that he was “initiating a comprehensive review of the Department’s organization, operations, and policies.” This effort, he said, would begin “within days.” The results of that undertaking, which came to be known as the Second Stage Review or 2SR, were made public in mid-July.

Fiscal Year 2008 Budget Request: U.S. Government Accountability Office
Testimony issued by the Government Accountability Office with an abstract that begins "This testimony is given in support of the fiscal year 2008 budget request for the U.S. Government Accountability Office (GAO) before the House Subcommittee on the Legislative Branch, Committee on Appropriations. The requested funding will help us continue our support of the Congress in meeting its constitutional responsibilities and will help improve the performance and ensure the accountability of the federal government for the benefit of the American people. GAO is especially appreciative of the Subcommittee's efforts to help us avoid a furlough of our staff during fiscal year 2007. Had we not received additional funds this year and not taken other cost minimization actions, GAO would have likely been forced to furlough most staff for up to 5 days without pay. At the same time, due to funding shortfalls, we were not able to make pay adjustments retroactive to January 7, 2007. Our testimony today focuses on key efforts that GAO has undertaken to support the Congress, our fiscal year 2006 performance results, our budget request for fiscal year 2008 to support the Congress and serve the American people, and proposed legislative changes."

Combating Terrorism: Selected Challenges and Related Recommendations
A chapter report issued by the General Accounting Office with an abstract that begins "As concerns about terrorism have grown, Executive Branch responsibilities and authorities have received greater attention, which led to the 1998 appointment of a national coordinator in the National Security Council. Both Congress and the President have recognized the need to review and clarify the structure for overall leadership and coordination. The President recently requested that the Vice President oversee a coordinated national effort to improve national preparedness, including efforts to combat terrorism. Federal efforts to develop a national strategy to combat terrorism and related guidance have progressed, but key efforts remain incomplete. The first step toward developing a national strategy is to conduct a national threat and risk assessment. The Department of Justice and the Federal Bureau of Investigation have collaborated on such an assessment, but they have not formally coordinated with other departments and agencies on this task. Under current policy, the federal government also has improved its capabilities to respond to a domestic terrorist incident. National Preparedness: FEMA Has Made Progress in Improving Grant Management and Assessing Capabilities, but Challenges Remain
Testimony issued by the Government Accountability Office with an abstract that begins "Officials in the Federal Emergency Management Agency (FEMA)--a component of the Department of Homeland Security (DHS)--have identified actions they believe will enhance management of the four preparedness programs GAO analyzed; however, FEMA still faces challenges. In February 2012, GAO found that FEMA lacked a process to coordinate application reviews and made award decisions with differing levels of information. To better identify potential unnecessary duplication, GAO recommended that FEMA collect project-level information and enhance internal coordination and administration of the programs. DHS concurred. The fiscal year 2013 President's Budget, proposed the establishment of the National Preparedness Grant Program (NPGP), a consolidation of 16 FEMA grant programs into a single program. However, Members of Congress raised concerns about the NPGP and have not approved the proposal. As a result, FEMA officials reported that the agency was drafting new guidance for the execution of the NPGP based on pending Congressional direction on fiscal year 2013 appropriations. If approved, and depending on its final form and execution, the NPGP could help mitigate the potential for unnecessary duplication and address GAO's recommendation to improve internal coordination.
