The two hurricanes provided a sobering picture of the overwhelming strains on response and recovery if there are back-to-back catastrophic disasters in the same area. GAO has a large body of ongoing work on a range of issues relating to all phases of the preparation, response, recovery, and rebuilding efforts related to Hurricanes Katrina and Rita."

Preventing Absenteeism and Promoting Resilience Among Health Care Workers In Biological Emergencies

The ability to ensure adequate numbers of medical staff represents a crucial part of the medical response to any disaster. However, healthcare worker absenteeism during disasters, especially in the event of an attack of biological terrorism or an epidemic such as pandemic influenza, is a serious concern. Though a significant rate of absenteeism is often included as a baseline assumption in emergency planning, published reports on strategies to minimize absenteeism are comparatively few. This report documents interviews with managers and emergency response planners at hospitals and public health agencies and reviews existing survey data on healthcare worker absenteeism and studies of disasters to glean lessons about the needs of healthcare workers during those disasters. Based on this research, expected rates of absenteeism and individual determinants of absenteeism are presented along with recommendations of steps that hospitals, emergency medical services departments, public health organizations, and government agencies can take to meet the needs of healthcare workers and minimize absenteeism during a biological event.

Testimony issued by the Government Accountability Office with an abstract that begins "The terrorist attacks of September 11, 2001, led to profound changes in government agendas, policies and structures to confront homeland security threats facing the nation. Most notably, the Department of Homeland Security (DHS) began operations in 2003 with key missions that included preventing terrorist attacks from occurring in the United States, reducing the country's vulnerability to terrorism, and minimizing the damages from any attacks that may occur. DHS is now the third-largest federal department, with more than 200,000 employees and an annual budget of more than $50 billion. Since 2003, GAO has issued over 1,000 products on DHS's operations in such areas as transportation security and emergency management, among others. As requested, this testimony addresses DHS's progress and challenges in implementing its homeland security missions since it began operations, and issues affecting implementation efforts. This testimony is based on a report GAO issued in September 2011, which assessed DHS's progress in implementing its homeland security functions and work remaining."

The September 11th attack and subsequent intentional release of anthrax spores via the U.S. postal system have focused policymakers’ attention on the preparedness and response capability of the nation’s public health system. The anthrax attacks put a tremendous strain on the U. S. public health infrastructure, an infrastructure that many experts argue has been weakened by years of neglect and under-funding. To better understand the preparedness gaps that exist, as well as the disparate functions and agencies that define public health in this country, the Congressional Research Service (CRS), in conjunction with George Washington University’s National Health Policy Forum (NHPF), convened a seminar on October 26, 2001, entitled, The U.S. Health Care System: Are State and Local Officials Prepared for Bioterrorism? How Should the Federal Government Assist?

Under the National Response Plan, and its emergency support function-6 (ESF-6), the Red Cross and FEMA are tasked with working together to coordinate federal mass care assistance in support of voluntary organizations, as well as state and local governments, as they meet mass care needs--such as shelter, food, and first aid. Questions have been raised about how the Red Cross and FEMA operated following the Gulf Coast hurricanes and what improvements can be made for the 2006 hurricane season. This report includes GAO's interim findings on the Red Cross and FEMA's hurricane operations. GAO will continue to analyze federal and charitable hurricane relief efforts."

To accomplish this mission, the act established specific homeland security responsibilities for the department, which included sharing information among its own entities and with other federal agencies, state and local governments, the private sector, and others. GAO was asked to discuss DHS's information sharing efforts, including (1) the significance of information sharing in fulfilling DHS's responsibilities; (2) GAO's related prior analyses and recommendations for improving the federal government's information sharing efforts; and (3) key management issues DHS should consider in developing and implementing effective information sharing processes and systems."

A letter report issued by the Government Accountability Office with an abstract that begins "U.S. agriculture generates more than $1 trillion per year in economic activity and provides an abundant food supply for Americans and others. Since the September 11, 2001, attacks, there are new concerns about the vulnerability of U.S. agriculture to the deliberate introduction of animal and plant diseases (agroterrorism). Several agencies, including the U.S. Department of Agriculture (USDA), the Department of Homeland Security (DHS), the Department of Health and Human Services (HHS), the Environmental Protection Agency (EPA), and the Department of Defense (DOD), play a role in protecting the nation against agroterrorism. GAO examined (1) the federal agencies' roles and responsibilities to protect against agroterrorism, (2) the steps that the agencies have taken to manage the risks of agroterrorism, and (3) the challenges and problems that remain."
