In fiscal year 2007 we exceeded the targets for five of our six key performance measures--financial benefits, nonfinancial benefits, past recommendations implemented, new products with recommendations, and testimonies--that gauge how well we produced results and served our client, the Congress. With this level of performance we were able to achieve a return on investment for the American people of about $94 for every dollar the Congress gave us. We also met or exceeded five of the eight targets we set for our people measures--new hire rate, acceptance rate, retention rate with retirements, retention rate without retirements, and staff development. While these measures were largely similar to last year's results, we missed the performance targets for staff utilization, leadership, and organizational climate by 5, 1, and 2 percentage points, respectively, in spite of the challenges we faced internally. Protecting the nation against these threats calls for a truly integrated approach, bringing together the resources of all levels of government. The proposed Department of Homeland Security will have a central role in efforts to enhance homeland security. The proposed consolidation of homeland security programs has the potential to reduce fragmentation, improve coordination, and clarify roles and responsibilities. However, formation of a department should not be considered a replacement for the timely issuance of a national homeland security strategy to guide implementation of the complex mission of the department. Appropriate roles and responsibilities within and between the government and private sector need to be clarified. New threats are prompting a reassessment and shifting of long-standing roles and responsibilities, but these shifts are being considered on a piecemeal and ad hoc basis without benefit of an overarching framework and criteria. Combating Terrorism: Intergovernmental Cooperation in the Development of a National Strategy to Enhance State and Local Preparedness

Testimony issued by the General Accounting Office with an abstract that begins "Federal, state, and local governments share responsibility for terrorist attacks. However, local government, including police and fire departments, emergency medical personnel, and public health agencies, is typically the first responder to an incident. The federal government historically has provided leadership, training, and funding assistance. In the aftermath of September 11, for instance, one-quarter of the $40 billion Emergency Response Fund was earmarked for homeland security, including enhancing state and local government preparedness. Because the national security threat is diffuse and the challenge is highly intergovernmental, national policymakers must formulate strategies with a firm understanding of the interests, capacity, and challenges facing those governments. The development of a national strategy will improve national preparedness and enhance partnerships between federal, state, and local governments. The creation of the Office of Homeland Security is an important and potentially significant first step. The Office of Homeland Security's strategic plan should (1) define and clarify the appropriate roles and responsibilities of federal, state, and local entities; (2) establish goals and performance measures to guide the nation's preparedness efforts; and (3) carefully choose the most appropriate tools of government to implement the national strategy …

Correspondence issued by the Government Accountability Office with an abstract that begins "The Department of Defense (DOD) relies on a global network of critical physical and cyber infrastructure to project, support, and sustain its forces and operations worldwide. The incapacitation, exploitation, or destruction of one or more of its assets would seriously damage DOD's ability to carry out its core missions. To identify and help assure the availability of this mission-critical infrastructure, in August 2005, DOD established the Defense Critical Infrastructure Program (DCIP), assigning overall responsibility for the program to the Assistant Secretary of Defense for Homeland Defense and Americas' Security Affairs (ASD[HD&ASA]). Since 2006, ASD(HD&ASA) has collaborated with the Joint Staff to compile a list of all DOD- and non-DOD-owned infrastructure essential to accomplish the National Defense Strategy. Each critical asset on the list must undergo a vulnerability assessment, which identifies weaknesses in relation to potential threats and suggests options to address those weaknesses. Data and material designated as Sensitive Compartmented Information (SCI) or associated with Special Access Programs (SAP) are among the nation's most valued and closely guarded assets, and DOD faces inherent challenges in incorporating them into DCIP. A letter report issued by the Government Accountability Office with an abstract that begins "From fiscal year 2003 through fiscal year 2009, the Department of Homeland Security (DHS) allocated about $5 billion for the Urban Area Security Initiative (UASI) grant program to enhance regional preparedness capabilities in the nation's highest risk urban areas (UASI regions). The Federal Emergency Management Agency (FEMA) administers this program. The Implementing Recommendations of the 9/11 Commission Act of 2007 (9/11 Act) required FEMA to change the size of the geographical areas used to assess UASI regions' risk. The conference report accompanying the Consolidated Appropriations Act for fiscal year 2008 directed GAO to assess FEMA's efforts to build regional preparedness through the UASI program, and determine how the 9/11 Act change affected UASI regions. This report addresses (1) the extent to which FEMA assesses how UASI regions' collaborative efforts build preparedness capabilities, and (2) how UASI officials described their collaboration efforts and changes resulting from the 9/11 Act. GAO surveyed all 49 UASI regions that received funding prior to the 9/11 Act change, and visited 6 regions selected based on factors such as length of participation. GAO also reviewed FEMA's grant guidance and monitoring systems."

Building Civilian Interagency Capacity for Missions Abroad: Key Proposals and Issues for Congress

Within the past two decades, prominent foreign policy organizations and foreign policy experts have perceived serious deficiencies in the authorities, organizations, and personnel used to conduct interagency missions that prevent the United States from exercising its power to full advantage. For the 112th Congress, proposals to address these problems may be of interest for their perceived potential not only to enhance performance, but also to save money by streamlining processes, encouraging interagency cooperation, and reducing duplication. These proposals also provide context for current and recent legislation, including the Interagency Personnel Rotation Act of 2011 (S. 1268 and H.R. 2314) and the Contingency Operations Oversight and Interagency Enhancement Act of 2011 (H.R. 3660), as well as the new Global Security Contingency Fund contained in the FY2012 National Defense Authorization Act (NDAA, Section 1207, H.R. 1540, P.L. 112-81, signed into law December 31, 2011). The FY2012 NDAA requires the President to submit to Congress a “whole-of-government” implementation plan.

This version supersedes the prior version, Federal Information System Controls Audit Manual: Volume I Financial Statement Audits, AIMD-12.19.6, January 1, 2001. The FISCAM is designed to be used primarily on financial and performance audits and attestation engagements performed in accordance with GAGAS, as presented in Government Auditing Standards (also know as the "Yellow Book"). The FISCAM is consistent with the GAO/PCIE Financial Audit Manual (FAM). Also, FISCAM control activities are consistent with NIST Special Publication 800-53 and all SP800-53 controls have been mapped to the FISCAM.
