The recording and broadcast radio industries combined generated over $25 billion for the U.S. economy in 2008. These industries provide jobs for a range of skilled workers, including songwriters, producers, engineers and technicians, and radio announcers, among others. At the same time, recording studios and radio stations allow musicians, vocalists, and performers to share their talents with listeners across the nation. Through their work, the recording and broadcast radio industries contribute to the everyday American experience by creating and delivering music to people in their homes, cars, and workplaces. Beyond providing a popular form of entertainment, the recording and broadcast radio industries have helped music become a prominent feature of American culture. Music, like other forms of creative art, is protected by copyright law. Congress is considering legislation that would expand copyright protection for sound recordings. In particular, the proposed Performance Rights Act would eliminate an exemption that currently allows analog, nonsubscription AM and FM radio (broadcast radio stations) to broadcast a sound recording without acquiring permission from and paying a royalty to the copyright holder, performers, and musicians. …

Promoting Behavior-Based Energy Efficiency in Military Housing

The U.S. Department of Energy's Federal Energy Management Program (FEMP) helps agencies reduce the cost of doing business through energy efficiency, water conservation, and the use of solar and other renewable energy. As a large energy user, the U.S. military has been one of the government sectors of focus. Several military installations have shown substantial energy savings in past years. Most of these efficiency projects, however, have focused primarily on physical upgrades, technologies, and purchasing habits. Furthermost projects have focused on administrative and operational areas of energy use. Military residential housing, in particular, has received little formal attention for energy efficiency involving behaviors of the residents themselves. Behavior-based change is a challenging, but potentially fruitful area for energy conservation programs. However, behavioral change involves links with values, social networks and organizations, and new ways of thinking about living patterns. This handbook attempts to fill a gap by offering guidance for promoting such efforts.

Production test IP-243-A-6-FP evaluation of X-8001 alloy aluminum components fabricated from cast blanks

This test is designed to accomplish two primary objectives: (1) to attempt to verify ex-reactor corrosion data which indicated improved corrosion resistance of cast blank X-8001 alloy material compared with wrought blank, and (2) to attempt to verify the resistance to groove pitting type of corrosion attack previously observed on M-388 components. Ex-reactor tests of cast blank M-388 alloy in autoclaves using water as the corrosive media up to 360 C, and in flow loops up to 120 C have indicated that the corrosion resistance of the cast blank material is equivalent to, and probably superior to the corrosion resistance of wrought blank material. Metallographic examination of this material indicated a more uniform nickel dispersion in the aluminum as a probable explanation of this performance. The sporadic occurrence of severe groove pitting has seriously challenged the use of X-8001 nickel aluminum alloy as a fuel element cladding material. Although the actual cause of the groove pitting has not been determined, non-uniform dispersion of the nickel in the alloy is suspected. The cause of the non-uniform nickel dispersion or segregation has been located and virtually eliminated by removal of additional aluminum (scalping) from the ingots prior to fabrication of the components.

The storage and handling of J-slugs

The nuclear safety specifications (1) for handling J-slugs have previously been reviewed. These specifications provided information for the storage of loaded 100-hole shipping containers and loaded 66-hole wood cart pallets in certain arrays. Storage of J-slugs in J-Material Crates conforming to Drawing No. H-3-6217 had not been reviewed for the previous specifications. It has become desirable to provide specifications for J-slug storage in these crates as well as make additions to the present specifications on the storage of these enriched slugs in shipping containers and pallets. The results of this study pertaining to arrays of J-slugs in shipping containers and pallets will be incorporated as an addition to the present specifications for handling J-slugs.
