Glass Composition Constraint Recommendations for Use in Life-Cycle Mission Modeling

The component concentration limits that most influence the predicted Hanford life-cycle HLW glass volume by HTWOS were re-evaluated. It was assumed that additional research and development work in glass formulation and melter testing would be performed to improve the understanding of component effects on the processability and product quality of these HLW glasses. Recommendations were made to better estimate the potential component concentration limits that could be applied today while technology development is underway to best estimate the volume of HLW glass that will eventually be produced at Hanford. The limits for concentrations of P2O5, Bi2O3, and SO3 were evaluated along with the constraint used to avoid nepheline formation in glass. Recommended concentration limits were made based on the current HLW glass property models being used by HTWOS (Vienna et al. 2009). These revised limits are: 1) The current ND should be augmented by the OB limit of OB ≤ 0.575 so that either the normalized silica (NSi) is less that the 62% limit or the OB is below the 0.575 limit. 2) The mass fraction of P2O5 limit should be revised to allow for up to 4.5 wt%, depending on CaO concentrations. 3) A Bi2O3 concentration limit of 7 …

Impact of HLW Glass Crystallinity on the PCT Response

Optimizing glass formulation for vitrifying waste is based on computing a glass composition that would meet processability and acceptability constraints imposed on glass properties and composition while maximizing system efficiency. The process currently employed allows for estimation of all limiting glass properties except for the normalized element releases (ri, where i = B, Na, or Li) by the product consistency test (PCT) from glasses subjected to canister centerline cooling (CCC). This report documents a suggested approach to include this key glass property in numerical glass optimization. It shows that acceptable predictions of rB and rNa from CCC glasses can be obtained provided that sufficiently accurate compositions and concentrations of the crystalline phases in CCC glass are known.

A mission to Honduras invited by the Government of Honduras and sponsored by the Organization of American States addressed the generation of employment in various areas of interest to the country. The mission was made up of experts from numerous countries and international agencies. In the energy sector, the mission recommended consolidating the sector under a coordinating body; carrying out projects to promote reforestation, tree farms, and rational forest utilization; encouraging industrial energy conservation; developing alternative energy sources; and promoting rural electrification and expansion of the electrical grid. In the mining sector, the mission supported promotion and technical assistance for small gold-leaching and placer operations, the national mineral inventory, detailed exploration of promising sites, and the development of a mining school. 13 refs., 7 tabs.

Development of a Hydrodynamic and Transport model of Bellingham Bay in Support of Nearshore Habitat Restoration

In this study, a hydrodynamic model based on the unstructured-grid finite volume coastal ocean model (FVCOM) was developed for Bellingham Bay, Washington. The model simulates water surface elevation, velocity, temperature, and salinity in a three-dimensional domain that covers the entire Bellingham Bay and adjacent water bodies, including Lummi Bay, Samish Bay, Padilla Bay, and Rosario Strait. The model was developed using Pacific Northwest National Laboratory’s high-resolution Puget Sound and Northwest Straits circulation and transport model. A sub-model grid for Bellingham Bay and adjacent coastal waters was extracted from the Puget Sound model and refined in Bellingham Bay using bathymetric light detection and ranging (LIDAR) and river channel cross-section data. The model uses tides, river inflows, and meteorological inputs to predict water surface elevations, currents, salinity, and temperature. A tidal open boundary condition was specified using standard National Oceanic and Atmospheric Administration (NOAA) predictions. Temperature and salinity open boundary conditions were specified based on observed data. Meteorological forcing (wind, solar radiation, and net surface heat flux) was obtained from NOAA real observations and National Center for Environmental Prediction North American Regional Analysis outputs. CEPA is a collaborative international consortium that brings together higher education institutions with governmental agencies, research laboratories, and private sector entities. CEPA's mission is to strengthen the technical, professional, and educational environmental infrastructure in the United States and Latin America. The CEPA program includes curriculum development, student exchange, faculty development, and creation of educational materials, joint research, and other cooperative activities. CEPA's goals are accomplished by actively working with Hispanic-serving institutions of higher education in the United States, in collaboration with institutions of higher education in Latin America and other Consortium members to deliver competitive environmental programs.

Activities with Argentina. Spring 1999. A U.S. Department of Energy Cooperative Program with the National Atomic Energy Commission of the Argentine Republic

In 1989, the US Department of Energy (DOE) responded to the need to redirect resources from weapons production to environmental restoration and waste management by establishing the Office of Environmental Management (EM) and delegated to this office the responsibility of cleaning up the US nuclear weapons complex. Now in its eight year, EM`s mission has three central facets: (1) to assess, remediate, and monitor contaminated sites and facilities; (2) to store, treat, and dispose of waste from past and current operations; and (3) to develop and implement innovative technologies for environmental cleanup. To this end, EM has established domestic and international cooperative technology development programs, including one with the Republic of Argentina. Cooperating with Argentine scientific institutes and industries meets US cleanup objectives by: (1) identifying and accessing Argentine EM-related technologies, thereby leveraging investments and providing cost-savings; (2) improving access to technical information, scientific expertise, and technologies applicable to EM needs; and (3) fostering the development of innovative environmental technologies by increasing US private sector opportunities in Argentina in EM-related areas.

Prognostic Analysis of the Tactical Quiet Generator

The U.S. Army needs prognostic analysis of mission-critical equipment to enable condition-based maintenance before failure. ORNL has developed and patented prognostic technology that quantifies condition change from noisy, multi-channel, time-serial data. This report describes an initial application of ORNL's prognostic technology to the Army's Tactical Quiet Generator (TQG), which is designed to operate continuously at 10 kW. Less-than-full power operation causes unburned fuel to accumulate on internal components, thereby degrading operation and eventually leading to failure. The first objective of this work was identification of easily-acquired, process-indicative data. Two types of appropriate data were identified, namely output-electrical current and voltage, plus tri-axial acceleration (vibration). The second objective of this work was data quality analysis to avoid the garbage-in-garbage-out syndrome. Quality analysis identified more than 10% of the current data as having consecutive values that are constant, or that saturate at an extreme value. Consequently, the electrical data were not analyzed further. The third objective was condition-change analysis to indicate operational stress under non-ideal operation and machine degradation in proportion to the operational stress. Application of ORNL's novel phase-space dissimilarity measures to the vibration power quantified the rising operational stress in direct proportion to the less-than-full-load power. Iron Phosphate Glass as an Alternative Waste-Form for Hanford LAW

Although the current baseline Hanford flowsheet for immobilizing low-activity waste (LAW) assumes borosilicate-based glass, opportunities exist to improve or change this baseline to reduce the current schedule and cost requirements of accomplishing the mission of site cleanup. Development of an alternative glass-forming system can lead to this goal of cost and schedule reduction through enhanced waste loading and higher plant throughput. The purpose of this project is to investigate the iron-phosphate glass system as an alternative for immobilizing Hanford LAW. Previous studies on the iron phosphate glass systems and their potential advantages for immobilizing Hanford LAW have been reviewed and technical uncertainties and data required before implementing this technology have been presented. A team of researchers and engineers from the MO-SCI Corporation, the Pacific Northwest National Laboratory, the Savannah River Technology Center, and the University of Missouri at Rolla has performed a series of tests to address some of the open questions about the potential use of iron phosphate glass for immobilizing Hanford LAW. The results of this team effort are summarized along with recommendations regarding the further laboratory study needs. Additional longer-term testing requirements for implementing the iron phosphate glass-based immobilization process at Hanford are also presented.

Science historian James Burke is well known for his stories about how technological innovations are intertwined and embedded in the culture of the time, for example, how the steam engine led to safety matches, imitation diamonds, and the landing on the moon.1 A lesson commonly drawn from his stories is that the path of science and technology (S&T) is nonlinear and unpredictable. Viewed another way, the lesson is that the solution to one problem can lead to solutions to other problems that are not obviously linked in advance, i.e., there is a ripple effect. The motto for Sandia's approach to research and development (R&D) is 'Science with the mission in mind.' In our view, our missions contain the problems that inspire our R&D, and the resulting solutions almost always have multiple benefits. As discussed below, Sandia's Laboratory Directed Research and Development (LDRD) Program is structured to bring problems relevant to our missions to the attention of researchers. LDRD projects are then selected on the basis of their programmatic merit as well as their technical merit. For normal daily activities, SLAC managers and supervisors are responsible for ensuring that policies and procedures are understood and followed so that: (1) Worker safety and health are protected; (2) The environment is protected; and (3) Compliance is ensured. Throughout 2010, SLAC continued to improve its management systems. Development of a Hydrodynamic Model of Puget Sound and Northwest Straits

The hydrodynamic model used in this study is the Finite Volume Coastal Ocean Model (FVCOM) developed by the University of Massachusetts at Dartmouth. The unstructured grid and finite volume framework, as well as the capability of wetting/drying simulation and baroclinic simulation, makes FVCOM a good fit to the modeling needs for nearshore restoration in Puget Sound. The model domain covers the entire Puget Sound, Strait of Juan de Fuca, San Juan Passages, and Georgia Strait at the United States-Canada Border. The model is driven by tide, freshwater discharge, and surface wind. Preliminary model validation was conducted for tides at various locations in the straits and Puget Sound using National Oceanic and Atmospheric Administration (NOAA) tide data. The hydrodynamic model was successfully linked to the NOAA oil spill model General NOAA Operational Modeling Environment model (GNOME) to predict particle trajectories at various locations in Puget Sound. Model results demonstrated that the Puget Sound GNOME model is a useful tool to obtain first-hand information for emergency response such as oil spill and fish migration pathways.

Assessment of full power turbine trip start-up test for C. Trillo 1 with RELAP5/MOD2. International Agreement Report

C. Trillo I has developed a model of the plant with RELAP5/MOD2/36.04. This model will be validated against a selected set of start-up tests. One of the transients selected to that aim is the turbine trip, which presents very specific characteristics that make it significantly different from the same transient in other PWRs of different design, the main difference being that the reactor is not tripped: a reduction in primary power is carried out instead. Pre-test calculations were done of the Turbine Trip Test and compared against the actual test. Minor problems in the first model, specially in the Control and Limitation Systems, were identified and post-test calculations had been carried out. The results show a good agreement with data for all the compared variables.

Puerto Rico State Briefing Book for low-level radioactive waste management

The Puerto Rico State Briefing Book is one of a series of state briefing books on low-level radioactive waste management practices. It has been prepared to assist state and federal agency officials in planning for safe low-level radioactive waste disposal. The report contains a profile of low-level radioactive waste generators in Puerto Rico. The profile is the result of a survey of NRC licensees in Puerto Rico. The briefing book also contains a comprehensive assessment of low-level radioactive waste management issues and concerns as defined by all major interested parties including industry, government, the media, and interest groups. The assessment was developed through personal communications with representatives of interested parties, and through a review of media sources. Lastly, the briefing book provides demographic and socioeconomic data and a discussion of relevant government agencies and activities, all of which may impact waste management practices in Puerto Rico.

Initial source and site characterization studies for the U. C. San Diego campus

The basic approach of the Campus Laboratory Collaboration (CLC) project is to combine the substantial expertise that exists within the University of California (UC) system in geology, seismology, geotechnical engineering, and structural engineering to evaluate the effects of large earthquakes on UC facilities. These estimates draw upon recent advances in hazard assessment, seismic wave propagation modeling in rocks and soils, dynamic soil testing, and structural dynamics. The UC campuses currently chosen for applications of our integrated methodology are Riverside, San Diego, and Santa Barbara. The basic procedure is first to identify possible earthquake source regions and local campus site conditions that may affect estimates of strong ground motion. Combined geological , geophysical, and geotechnical studies are conducted to characterize each campus with specific focus on the location of particular target buildings of special interest to the campus administrators. The project will then drill and log deep boreholes next to the target structure, to provide direct in-situ measurements of subsurface material properties and to install uphole and downhole 3-component seismic sensors capable of recording both weak and strong motions. Welcome to the ''Proceedings'' of the third in a series of agent simulation conferences cosponsored by Argonne National Laboratory and The University of Chicago. The theme of this year's conference, ''Social Agents: Ecology, Exchange and Evolution'', was selected to foster the exchange of ideas on some of the most important social processes addressed by agent simulation models, namely: (1) The translation of ecology and ecological constraints into social dynamics; (2) The role of exchange processes, including the peer dependencies they create; and (3) The dynamics by which, and the attractor states toward which, social processes evolve. As stated in the ''Call for Papers'', throughout the social sciences, the simulation of social agents has emerged as an innovative and powerful research methodology. The promise of this approach, however, is accompanied by many challenges. First, modeling complexity in agents, environments, and interactions is non-trivial, and these representations must be explored and assessed systematically. Second, strategies used to represent complexities are differentially applicable to any particular problem space. Finally, to achieve sufficient generality, the design and experimentation inherent in agent simulation must be coupled with social and behavioral theory.
