1991 Environmental Monitoring Report Sandia National Laboratories, Albuquerque, New Mexico
This 1991 report contains monitoring data from routine radiological and nonradiological environmental surveillance activities. Summaries of significant environmental compliance programs in progress such as National Environmental Policy Act (NEPA) documentation, environmental permits, environmental restoration (ER), and various waste management programs for Sandia National Laboratories in Albuquerque (SNL, Albuquerque) are included. The maximum offsite dose impact was calculated to be 1.3 {times} 10{sup {minus}3} mrem. The total population within a 50-mile radius of SNL, Albuquerque, received a collective dose of 0.53 person-rem during 1991 from SNL, Albuquerque, operations. As in the previous year, the 1991 operations at SNL, Albuquerque, had no discernible impact on the general public or on the environment.

1992 Columbia River Salmon Flow Measures Options Analysis/EIS.
This Options Analysis/Environmental Impact Statement (OA/EIS) identifies, presents effects of, and evaluates the potential options for changing instream flow levels in efforts to increase salmon populations in the lower Columbia and Snake rivers. The potential actions would be implemented during 1992 to benefit juvenile and adult salmon during migration through eight run-of-river reservoirs. The Corps of Engineers (Corps) prepared this document in cooperation with the Bonneville Power Administration and the Bureau of Reclamation. The US Fish and Wildlife Service (FSWS) is a participating agency. The text and appendices of the document describe the characteristics of 10 Federal projects and one private water development project in the Columbia River drainage basin. Present and potential operation of these projects and their effects on the salmon that spawn and rear in the Columbia and Snake River System are presented. The life history, status, and response of Pacific salmon to current environmental conditions are described.

Advanced Coal Conversion Process Demonstration Project
Western Energy Company (WECO) was selected by the Department of Energy (DOE) to demonstrate the Advanced Coal Conversion Process (ACCP) which upgrades low rank coals into high Btu, low sulfur, synthetic bituminous coal. As specified in the Corporate Agreement, RSCP is required to develop an Environmental Monitoring Plan (EMP) which describes in detail the environmental monitoring activities to be performed during the project execution. The purpose of the EMP is to: (1) identify monitoring activities that will be undertaken to show compliance to applicable regulations, (2) confirm the specific environmental impacts predicted in the National Environmental Policy Act documentation, and (3) establish an information base of the assessment of the environmental performance of the technology demonstrated by the project. The EMP specifies the streams to be monitored (e.g. gaseous, aqueous, and solid waste), the parameters to be measured (e.g. temperature, pressure, flow rate), and the species to be analyzed (e.g. sulfur compounds, nitrogen compounds, trace elements) as well as human health and safety exposure levels. Air toxics from heavy oil production and consumption
This report assesses the potential impact of recent Federal and state regulations for airborne toxic substances on the production and consumption of heavy fuel oils. Emissions of nickel from heavy oil production in California are considered in some detail, in conjunction with California state regulations for toxic emissions. Although the use of thermal energy from heavy crude oils could in theory be impacted by toxic air pollution regulations, recent trends towards the use of natural gas for the required extraction energy appear to provide substantial relief, in addition to reducing emissions of criteria air pollutants. However, the consumption of residual fuel oils containing toxic metals could result in higher population exposures to these substances and their attendant risks may be worthy of more detailed analysis.
