This report focuses on the growth in U.S. oil and natural gas production driven primarily by tight oil formations and shale gas formations. It also reviews selected federal environmental regulatory and research initiatives related to unconventional oil and gas extraction, including the Bureau of Land Management (BLM) proposed hydraulic fracturing rule and EPA actions.

This report is an evaluation of arguments for and against percentage depletion, complete with relevant data and empirical analysis.

This report covers carbon capture and sequestration (CCS), but not other types of carbon sequestration activities whereby CO2 is removed from the atmosphere and stored in vegetation, soils, or oceans. The House passed the bill on August 2, 2001, and the Senate approved its version April 25, 2002. Several energy tax issues are addressed in these bills: 1) tax incentives to increase the supply of oil and gas, and the demand for coal; 2) energy tax issues relating to energy conservation and energy efficiency; 3) energy tax issues relating to alternative fuels; 4) selected issues relating to electricity restructuring; and 5) expiring energy tax provisions.

On April 11, 2003, the House passed comprehensive energy legislation, H.R. 6 (247-175).Action on comprehensive energy legislation is in progress in the Senate. The Senate Energy and Natural Resources Committee began markup of a comprehensive energy bill on April 7, 2003, agreeing by week’s end to provisions regarding hydrogen, hydroelectric relicensing, nuclear and renewable energy. On April 11, 2003, Chairman Domenici pulled a controversial section on climate change from the bill and indicated it would be addressed later.
