The Pacific Northwest National Laboratory (PNNL) hosted its third annual Summer Research Institute in Interfacial and Condensed Phase Chemical Physics from May through September 2006. During this period, twenty PNNL scientists hosted twenty-seven scientists from twenty-five different universities. Of the twenty-seven participants, one was a graduating senior; twenty-one were graduate students; one was a postdoctoral fellow; and four were university faculty members.

Achieving the Security, Environmental, and Economic Potential of Bioenergy

A group of business, government, environmental and academic leaders convened in a dialogue by the Aspen Institute proposed a series of actions to promote the widespread commercialization of both corn and cellulosic ethanol to improve energy security, the environment, and the economy. Co-chaired by Booz Allen Hamilton Vice President and former CIA Director R. James Woolsey and former Congressman Tom Ewing (R. IL), they developed a series of recommendations involving improved crop yields, processing of biomass into ethanol, manufacture of more cars that can burn either ethanol or gasoline, and the provision of ethanol pumps at more filling stations. Their report, "A High Growth Strategy for Ethanol, includes a discussion of the potential of ethanol, the group's recommendations, and a series of discussion papers commissioned for the dialogue.

Acoustic Energy: An Innovative Technology for Stimulating Oil Wells

The objective of this investigation was to demonstrate the effectiveness of sonication in reducing the viscosity of heavy crude oils. Sonication is the use of acoustic or sound energy to produce physical and/or chemical changes in materials, usually fluids. The goal of the first project phase was to demonstrate a proof of concept for the project objective. Batch tests of three commercially available, single-weight oils (30-, 90-, and 120-wt) were performed in the laboratory. Several observations and conclusions were made from this series of experiments. These include the following: (1) In general, the lower the acoustic frequency, the greater the efficiency in reducing the viscosity of the oils; (2) Sonication treatment of the three oils resulted in reductions in viscosity that ranged from a low of 31% to a high of 75%; and (3) The results of the first phase of the project successfully demonstrated that sonication could reduce the viscosity of oils of differing viscosity. The goal of the second project phase was to demonstrate the ability of sonication to reduce the viscosity of three crude oils ranging from a light crude to a heavy crude. Adsorption of Carbon Tetrachloride to Sediments from the UP-1 Operable Unit

In 2004, Fluor Hanford, Inc. (FHI) drilled several groundwater wells within the 200-UP-1 operable unit to monitor plumes that have been the focus of past remediation activities. Thirteen cores taken from three wells (C4298, C4299, and C4300) were sent to Pacific Northwest National Laboratory for characterization and quantification of contaminant retardation. These cores were 4-inches in diameter by 6-inches in length and were taken from depths near the unconfined aquifer surface (water table) to locations approximately 150 to 180 ft below the water table. Prior to this work, no 200-UP-1 site-specific adsorption data (i.e., values of distribution coefficient [Kd ]) were available for the sediments or key contaminants present in the 200-UP-1 operable unit groundwater plume. Site-specific sorption data for carbon tetrachloride (CCl4) was obtained with the <2 mm size fractions of uncontaminated 200-UP-1 sediments taken from two of these boreholes (C4299 and C4300) and distribution coefficients determined. Each fraction exhibited bimodal CCl4 adsorption isotherms over the concentration range (15 – 2500 g L-1) for total CCl4 in solution. Sorption of CCl4 was linear over the concentration ranges of 15 to 400 g L-1 and 400 to 2500 g L-1. The Kd values measured for the three 200-UP-1 sediments exhibited …

Advancing the Science of Natural and Enhanced Attenuation for Chlorinated Solvents

This report summarizes the results of a three-year program that addressed key scientific and technical aspects related to natural and enhanced attenuation of chlorinated organics. The results from this coordinated three-year program support a variety of technical and regulatory advancements. Scientists, regulators, engineers, end-users and stakeholders participated in the program, which was supported by the U.S. Department of Energy (DOE) and the Interstate Technology and Regulatory Council (ITRC). The overarching objective of the effort was to examine environmental remedies that are based on natural processes--remedies such as Monitored Natural Attenuation (MNA) or Enhanced Attenuation (EA). A key result of the recent effort was the general affirmation of the approaches and guidance in the original U.S. Environmental Protection Agency (EPA) chlorinated solvent MNA protocols and directives from 1998 and 1999, respectively. The research program did identify several specific opportunities for advances based on: (1) mass balance as the central framework for attenuation based remedies, (2) scientific advancements and achievements during the past ten years, (3) regulatory and policy development and real-world experience using MNA, and (4) exploration of various ideas for integrating attenuation remedies into a systematic set of ''combined remedies'' for contaminated sites. In early 2005, the President appointed a tax reform advisory panel to formulate tax reform proposals. The report of the President’s Advisory Panel on Tax Reform, issued in November 2005, recommended two reform plans to consider: 1) a revised income tax, referred to as the simplified income tax (SIT); and 2) a consumption tax coupled with a tax on financial income, referred to as the growth and investment tax (GIT). Alaska North Slope Tundra Travel Model and Validation Study

The Alaska Department of Natural Resources (DNR), Division of Mining, Land, and Water manages cross-country travel, typically associated with hydrocarbon exploration and development, on Alaska's arctic North Slope. This project is intended to provide natural resource managers with objective, quantitative data to assist decision making regarding opening of the tundra to cross-country travel. DNR designed standardized, controlled field trials, with baseline data, to investigate the relationships present between winter exploration vehicle treatments and the independent variables of ground hardness, snow depth, and snow slab thickness, as they relate to the dependent variables of active layer depth, soil moisture, and photosynthetically active radiation (a proxy for plant disturbance). Changes in the dependent variables were used as indicators of tundra disturbance. Two main tundra community types were studied: Coastal Plain (wet graminoid/moist sedge shrub) and Foothills (tussock). DNR constructed four models to address physical soil properties: two models for each main community type, one predicting change in depth of active layer and a second predicting change in soil moisture. DNR also investigated the limited potential management utility in using soil temperature, the amount of photosynthetically active radiation (PAR) absorbed by plants, and changes in microphotography as tools for the identification of disturbance …

Alaska Oil and Gas Exploration, Development, and Permitting Project

This is the final technical report for Project 15446, covering the grant period of October 2002 through March 2006. This project connects three parts of the oil exploration, development, and permitting process to form the foundation for an advanced information technology infrastructure to better support resource development and resource conservation. Alaska has nearly one-quarter of the nation's supply of crude oil, at least five billion barrels of proven reserves. The American Association of Petroleum Geologists report that the 1995 National Assessment identified the North Slope as having 7.4 billion barrels of technically recoverable oil and over 63 trillion cubic feet of natural gas. From these reserves, Alaska produces roughly one-fifth of the nation's daily crude oil production, or approximately one million barrels per day from over 1,800 active wells. The broad goal of this grant is to increase domestic production from Alaska's known producing fields through the implementation of preferred upstream management practices. (PUMP).
