The objective of this project is to develop an improved ultra-lightweight cement using ultra-lightweight hollow glass spheres (ULHS). Work reported herein addresses tasks performed in the fourth quarter as well as the other three quarters of the past year. The subjects that were covered in previous reports and that are also discussed in this report include: Analysis of field laboratory data of active cement applications from three oil-well service companies; Preliminary findings from a literature review focusing on problems associated with ultra-lightweight cements; Summary of pertinent information from Russian ultra-lightweight cement literature review; and Comparison of compressive strengths of ULHS systems using ultrasonic and crush methods Results reported from the fourth quarter include laboratory testing of ULHS systems along with other lightweight cement systems--foamed and sodium silicate slurries. These comparison studies were completed for two different densities (10.0 and 11.5 lb/gal) and three different field application scenarios. Additional testing included the mechanical properties of ULHS systems and other lightweight systems. Studies were also performed to examine the effect that circulation by centrifugal pump during mixing has on breakage of ULHS.

The purpose of this report is to identify the potential for on-site power generation in the U.S. industrial sector with emphasis on nine industrial groups called the ''Industries of the Future'' (IOFs) by the U.S. Department of Energy (DOE). Through its Office of Industrial Technologies (OIT), the DOE has teamed with the IOFs to develop collaborative strategies for improving productivity, global competitiveness, energy usage and environmental performance. Total purchases for electricity and steam for the IOFs are in excess of $27 billion annually. Energy-related costs are very significant for these industries. The nine industrial groups are (1) Agriculture (SIC 1); (2) Forest products; (3) Lumber and wood products (SIC 24); (4) Paper and allied products (SIC 26); (5) Mining (SIC 11, 12, 14); (6) Glass (SIC 32); (7) Petroleum (SIC 29); (8) Chemicals (SIC 28); and (9) Metals (SIC 33): Steel, Aluminum, and Metal casting. Although not currently part of the IOF program, the food industry is included in this report because of its close relationship to the agricultural industry and its success with on-site power generation. Published mechanical and thermal properties data on a variety of materials was gathered, with focus on materials that have potential with respect to developing wear resistant and damage tolerant composite for mining industry applications. Preliminary core materials of interest include but are not limited to: Diamond, Tungsten Carbide and Cemented Tungsten Carbides, Carbides of Boron, Silicon, Titanium and Aluminum, Diboride of Titanium and Aluminum, Nitrides of Aluminum, Silicon, Titanium, and Boron, Aluminum Oxide, Tungsten, Titanium, Iron, Cobalt and Metal Alloys. Preliminary boundary materials of interest include but are not limited to: W metal, WC-Co, W-Co, WFeNi, and Mo metal and alloys. Several FM test coupons were fabricated with various compositions using the above listed materials. These coupons were consolidated to varying degrees by uniaxial hot pressing, then cut and ground to expose the FM cell structure. One promising system, WC-Co core and WFeNi boundary, was consolidated to 97% of theoretical density, and demonstrates excellent hardness. Data on standard mechanical tests was gathered, and tests will begin on the consolidated test coupons during the upcoming reporting period. The Hanford Site 200 Area Effluent Treatment Facility (ETF) processes contaminated liquids derived from Hanford Site facilities. The clean water generated by these processes is occasionally enriched in tritium, and is discharged to the 200 Area State Approved Land Disposal Site (SALDS). Groundwater monitoring for tritium and other constituents is required by the state-issued permit at 22 wells surrounding the facility. During FY 2001, tritium activities in the SALDS proximal well 699-48-77A increased (maximum 670,000 pCi/L) as a result of the resumption of tritium disposal in September 2000, following a 16-month hiatus in significant tritium discharges. Well 699-48-77C, where tritium results reached a maximum value of 980,000 pCi/L, is reflecting the result of the delayed penetration of effluent deeper into the aquifer from 1999 SALDS tritium discharges. Speculation in FY 2000 (Barnett 2000b) that tritium may have reached two wells due south of the facility is probably premature. FY 2001 results indicate no departures from historical levels of tritium in these wells.

Correspondence issued by the General Accounting Office with an abstract that begins "This report provides information on oil and gas activities in the National Wildlife Refuge System. GAO focuses on (1) how many units produced or had oil or gas activities on their lands in 2000, (2) why these activities took place in these units, (3) the number of these units for which the federal government owned the oil and gas mineral rights, (4) resources available to these units to manage oil and gas activities, and (5) the effects of the National Wildlife Refuge System Administration Act of 1966 on leases for oil and gas activities."

For more than 50 years, the U.S. created a vast network of more than 113 facilities for research, development, and testing of nuclear materials. As a result of these activities, subsurface contamination has been identified at over 7,000 discrete sites across the U.S. Department of Energy (DOE) complex. With the end of the Cold War threat, the DOE has shifted its emphasis to remediation, decommissioning, and decontamination of the immense volumes of contaminated groundwater, sediments, and structures at its sites. DOE is currently responsible for remediating 1.7 trillion gallons of contaminated groundwater, an amount equal to approximately four times the daily U.S. water consumption, and 40 million cubic meters of contaminated soil, enough to fill approximately 17 professional sports stadiums. It is estimated that more than 60% of DOE facilities have groundwater contaminated with metals or radionuclides. The only contaminant that appears more often than metal and radionuclide contaminants in groundwater is chlorinated hydrocarbons. More than 50% of all soil and sediments at DOE facilities are contaminated with metal and radionuclides, the contaminants found with the highest frequency in soil at all DOE waste sites.
