The US Environmental Protection Agency (EPA) is developing effluent limitations guidelines to govern discharges of cuttings from wells drilled using synthetic-based muds. To support this rulemaking, Argonne National Laboratory was asked by EPA and the US Department of Energy (DOE) to collect current information about those onshore commercial disposal facilities that are permitted to receive offshore drilling wastes. Argonne contacted state officials in Louisiana, Texas, California and Alaska to obtain this information. The findings, collected during October and November 1999, are presented by state.

DOE Order 5400.1, General Environmental Protection Program Requirements (DOE, 1990a), requires each DOE facility to prepare an EMP. This document is prepared for WIPP in accordance with the guidance contained in DOE Order 5400.1; DOE Order 5400.5, Radiation Protection of the Public and Environment (DOE, 1990b); Environmental Regulatory Guide for Radiological Effluent Monitoring and Environmental Surveillance (DOE/EH-0173T; DOE, 1991); and the Title 10 Code of Federal Regulations (CFR) 834, Radiation Protection of the Public and Environment (Draft). Many sections of DOE Order 5400.1 have been replaced by DOE Order 231.1 (DOE, 1995), which is the driver for the Annual Site Environmental Report (ASER) and the guidance source for preparing many environmental program documents. The WIPP project is operated by Westinghouse Electric Company, Waste Isolation Division (WID), for the DOE. This plan defines the extent and scope of the WIPP's effluent and environmental monitoring programs during the facility's operational life and also discusses the WIPP's quality assurance/quality control (QA/QC) program as it relates to environmental monitoring. On July 28-29, 1999, the Federal Energy Technology Center (FETC) and the WMAC Foundation co-sponsored the Appalachian Rivers II Conference in Morgantown, West Virginia. This meeting brought together over 100 manufacturers, researchers, academicians, government agency representatives, watershed stewards, and administrators to examine technologies related to watershed assessment, monitoring, and restoration. Sessions included presentations and panel discussions concerning watershed analysis and modeling, decision-making considerations, and emerging technologies. The final session examined remediation and mitigation technologies to expedite the preservation of watershed ecosystems.
