Department of the Interior: Status of Achieving Key Outcomes and Addressing Major Management Challenges

A letter report issued by the General Accounting Office with an abstract that begins "This report reviews the Department of the Interior's fiscal year 2000 performance report and fiscal year 2002 performance report plan required by the Government Performance and Results Act. Specifically, GAO discusses Interior's progress in achieving the following four outcomes: (1) maintaining the health of federally managed land, water, and renewable resources; (2) ensuring visitors' satisfaction with the availability, accessibility, diversity, and quality of national parks; (3) meeting the federal government's responsibility to preserve and protect Indian trust lands and resources; and (4) ensuring the safe and environmentally sound development of mineral resources. GAO could not judge the agency's progress in promoting the health of federally managed land, water, and renewable resources because the goals Interior has reported do not foster a broad or departmentwide approach to measuring progress. Although the Park Service's strategies for continuing to meet and exceed its visitor satisfaction and visitor education goals appear clear and reasonable, the agency's fiscal year 2002 performance plan lacks information on the strategic human capital management strategies to achieve this outcome. Dispersion of Metals from Abandoned Mines and their Effects on Biota in the Methow River, Okanogan County, Washington : Annual Report 3/15/00-3/14/01.

The University of Washington, College of Forest Resources and the Center for Streamside Studies in Seattle, Washington, is being funded by the Bonneville Power Administration to conduct a three-year research project to measure the watershed scale response of stream habitat to abandoned mine waste, the dispersion of metals, and their effects on biota in the Methow River basin. The purpose of this project is to determine if there are processes and pathways that result in the dispersion of metals from their source at abandoned mines to biological receptors in the Methow River. The objectives of this study are the following: (1) Assess ecological risk due to metal contamination from mines near the Methow; (2) Measure impact of metals from mines on groundwater and sediments in Methow River; (3) Measure response of organisms in the Methow River to excess metals in the sediments of the Methow River; (4) Recommend restoration guidelines and biological goals that target identified pathways and processes of metal pollution affecting salmon habitat in the Methow basin; and (5) Submit peer review journal publications. Programmatic Need for a Zero Emission Steam Technology (ZEST) Research Facility

Lawrence Livermore National Laboratory (LLNL) is proposing to construct an on-site research facility for a novel electric power generation system that exploits clean-burning fossil fuels. This system, termed Zero Emission Steam Technology (ZEST), offers unique economic and environmental benefits, including: (1) Highly efficient power generation using the most advanced combustion and turbine technologies. (2) Ability to burn a range of fossil fuels, including natural gas, synthetic gas from coal (''coal syngas''), and coal-bed methane. (3) No oxides of nitrogen generated that would contribute to air pollution. (4) No greenhouse gases emitted. (5) Secure geologic sequestration of the carbon dioxide (CO{sub 2}) combustion product. (6) Use of the CO{sub 2} combustion product to enhance oil recovery in mature fields. The proposed research facility will provide a necessary step toward commercialization of ZEST. Despite the technology's promise, it will not be implemented by the U.S. electric power industry unless an agency such as DOE takes on the task of demonstrating its scientific and economic viability. The U.S. electric power industry typically requires 50,000 hours of operational data--nearly six years of continuous duty--before investing in a major new technology. Waste Characteristics of the Former S-3 Ponds and Outline of Uranium Chemistry Relevant to NABIR Field Research Center Studies

The Environmental Sciences Division at Oak Ridge National Laboratory (ORNL) was awarded the first Naturaland Accelerated Bioremediation Research (NABIR) Program, Field Research Center (FRC) based upon the recommendation of a review panel following a competitive peer-reviewed proposal process. The contaminated FRC site at ORNL is centered on groundwater plumes that originate from the former S-3 Waste Disposal Ponds located at the Y-12 Plant and the Y-12 Bone Yard/Bum Yard. Proposals for individual science research projects at the FRC were submitted in the spring of 2000 in response to a solicitation issued by the Department of Energy (DOE). Proposals selected for funding began work in Fiscal Year 2001 (October 1, 2000). The FRC staff have initiated several characterization efforts intended to support, inform, and educate individual FRC investigators, NABIR principal investigators (PIs), and the broader community of the specific conditions, opportunities, and challenges of this site. These efforts include both physical site characterization as well as numerical simulation (modeling) studies. The U.S. Department of Energy (DOE) is considering the possible recommendation of a site at Yucca Mountain, Nevada, for development as a geologic repository for the disposal of high-level radioactive waste and spent nuclear fuel. To facilitate public review and comment, in May 2001 the DOE released the Yucca Mountain Science and Engineering Report (S&ER) (DOE 2001 [DIRS 153849]), which presents technical information supporting the consideration of the possible site recommendation. The report summarizes the results of more than 20 years of scientific and engineering studies. A decision to recommend the site has not been made: the DOE has provided the S&ER and its supporting documents as an aid to the public in formulating comments on the possible recommendation. When the S&ER (DOE 2001 [DIRS 153849]) was released, the DOE acknowledged that technical and scientific analyses of the site were ongoing. Therefore, the DOE noted in the Federal Register Notice accompanying the report (66 FR 23 013 [DIRS 155009], p. 2) that additional technical information would be released before the dates, locations, and times for public hearings on the possible recommendation were announced. This report covers progress made at Oak Ridge National Laboratory (ORNL) on research and development projects that contribute to the advancement of fossil energy technologies. Projects on the ORNL Fossil Energy Program are supported by the U.S. Department of Energy (DOE) Office of Fossil Energy, the DOE National Energy Technology Laboratory (NETL), the DOE Fossil Energy Clean Coal Technology (CCT) Program, the DOE National Petroleum Technology Office, and the DOE Fossil Energy Office of Strategic Petroleum Reserve (SPR). The ORNL Fossil Energy Program research and development activities cover the areas of coal, clean coal technology, gas, petroleum, and support to the SPR. An important part of the Fossil Energy Program is technical management of all activities on the DOE Fossil Energy Advanced Research (AR) Materials Program. The AR Materials Program involves research at other DOE and government laboratories, at universities, and at industrial organizations.
