Energy Tax Policy

Omnibus energy legislation (H.R. 4) that is now in conference would expand energy tax incentives significantly. The House passed the bill on August 2, 2001, and the Senate approved its version April 25, 2002. Several energy tax issues are addressed in these bills: 1) tax incentives to increase the supply of oil and gas, and the demand for coal; 2) energy tax issues relating to energy conservation and energy efficiency; 3) energy tax issues relating to alternative fuels; 4) selected issues relating to electricity restructuring; and 5) expiring energy tax provisions.

Energy Policy Act of 2002: Summary of S.1766 as Introduced

The Energy Policy Act of 2002 (S. 1766) was introduced by Senate Majority Leader Daschle on December 5, 2001, and placed on the Senate Calendar for floor action. The bill is expected to be the primary vehicle for Senate debate on national energy policy. S. 1766 would further the trend of the past two decades towards competitive electric markets. Subtitle B of Title II of S. 1766 would repeal the Public Utility Holding Company Act of 1935 (PUHCA), which makes certain multi-state utility holding companies subject to regulation by the Securities and Exchange Commission (SEC). Title II, Subtitle C of the bill would prospectively repeal Section 210 of the Public Utility Regulatory Policies Act of 1978 (PURPA), which requires utilities to purchase electricity from certain small power producers and cogenerators of industrial heat and power.

The bid by the China National Offshore Oil Corporation (CNOOC) to acquire the U.S. energy company Unocal for $18.5 billion raised many issues with U.S. policymakers. Shown here is a photograph of the front of the Thompson House (later the "Cunningham House"), a two-story, Queen Anne-style home located at 215 NE 2nd Street in Mineral Wells, Texas, just north of the Baker Hotel. Architectural elements include decorative woodwork around the eaves in the gable ends and across the front porch, and cutaway bays on the left of the photograph. A truncated tower serves in place of the full tower that is characteristic of Queen Anne styles.
