Completion Report for Wells ER-20-8 and ER-20-8#2 Corrective Action Units 101 and 102: Central and Western Pahute Mesa

Wells ER-20-8 and ER-20-8#2 were drilled for the U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office in support of the Nevada Environmental Restoration Project at the Nevada National Security Site (formerly Nevada Test Site), Nye County, Nevada. The holes were drilled in July and August 2009, as part of the Pahute Mesa Phase II drilling program. The primary purpose of these wells was to provide detailed hydrogeologic information in the Tertiary volcanic section that will help address uncertainties within the Pahute Mesa–Oasis Valley hydrostratigraphic framework model. They may also be used as long-term monitoring wells.

Radioactive Demonstrations of Fluidized Bed Steam Reforming as a Supplementary Treatment for Hanford's Low Activity Waste and Secondary Wastes

The U.S. Department of Energy's Office of River Protection (ORP) is responsible for the retrieval, treatment, immobilization, and disposal of Hanford's tank waste. Currently there are approximately 56 million gallons of highly radioactive mixed wastes awaiting treatment. A key aspect of the River Protection Project (RPP) cleanup mission is to construct and operate the Waste Treatment and Immobilization Plant (WTP). The WTP will separate the tank waste into high-level and low-activity waste (LAW) fractions, both of which will subsequently be vitrified. The projected throughput capacity of the WTP LAW Vitrification Facility is insufficient to complete the RPP mission in the time frame required by the Hanford Federal Facility Agreement and Consent Order, also known as the Tri-Party Agreement (TPA), i.e. December 31, 2047. Therefore, Supplemental Treatment is required both to meet the TPA treatment requirements as well as to more cost effectively complete the tank waste treatment mission. The Supplemental Treatment chosen will immobilize that portion of the retrieved LAW that is not sent to the WTP's LAW Vitrification facility into a solidified waste form. Southwest Regional Partnership on Carbon Sequestration Phase II

The Southwest Regional Partnership (SWP) on Carbon Sequestration designed and deployed a medium-scale field pilot test of geologic carbon dioxide (CO2) sequestration in the Aneth oil field. Greater Aneth oil field, Utah's largest oil producer, was discovered in 1956 and has produced over 455 million barrels of oil (72 million m3). Located in the Paradox Basin of southeastern Utah, Greater Aneth is a stratigraphic trap producing from the Pennsylvanian Paradox Formation. Because it represents an archetype oil field of the western U.S., Greater Aneth was selected as one of three geologic pilots to demonstrate combined enhanced oil recovery (EOR) and CO2 sequestration under the auspices of the SWP on Carbon Sequestration, sponsored by the U.S. Department of Energy. The pilot demonstration focuced on the western portion of the Aneth Unit as this area of the field was converted from waterflood production to CO2 EOR starting in late 2007. The Aneth Unit is in the northwestern part of the field and has produced 149 million barrels (24 million m3) of the estimated 450 million barrels (71.5 million m3) of the original oil in place - a 33% recovery rate. Oil and Gas Bonds: BLM Needs a Comprehensive Strategy to Better Manage Potential Oil and Gas Well Liability

A letter report issued by the Government Accountability Office with an abstract that begins "The number of oil and gas wells on leased federal land has increased dramatically. To help manage the environmental impacts of these wells, the Department of the Interior's (Interior) Bureau of Land Management (BLM) requires oil and gas operators to reclaim disturbed land in a manner it prescribes. To help ensure operators reclaim leased land, BLM requires them to provide a bond before beginning drilling operations. BLM refers to oil and gas wells and leased land that will require reclamation as potential liabilities because BLM may have to pay for reclamation if the operators fail to do so. GAO was asked to determine (1) BLM's policies for managing potential federal oil and gas well liability, (2) the extent to which BLM has implemented these policies, and (3) the challenges, if any, BLM faces in managing potential oil and gas well liability. GAO analyzed agency data on bonding and wells and interviewed BLM officials. We surveyed all 48 BLM field offices with an oil and gas program, and received 33 responses covering these offices."

Multi-Scale Mass Transfer Processes Controlling Natural Attenuation and Engineered Remediation: An IFRC Focused on Hanford’s 300 Area Uranium Plume January 2010 to January 2011

The Integrated Field Research Challenge (IFRC) at the Hanford Site 300 Area uranium (U) plume addresses multi-scale mass transfer processes in a complex subsurface hydrogeologic setting where groundwater and riverwater interact. A series of forefront science questions on reactive mass transfer focus research. These questions relate to the effect of spatial heterogeneities; the importance of scale; coupled interactions between biogeochemical, hydrologic, and mass transfer processes; and measurements and approaches needed to characterize and model a mass-transfer dominated system. The project was initiated in February 2007, with CY 2007, CY 2008, and CY 2009 progress summarized in preceding reports. A project peer review was held in March 2010, and the IFRC project has responded to all suggestions and recommendations made in consequence by reviewers and SBR/DOE. These responses have included the development of “Modeling” and “Well-Field Mitigation” plans that are now posted on the Hanford IFRC web-site. The site has 35 instrumented wells, and an extensive monitoring system. Policy Analysis of Produced Water Issues Associated With in-Situ Thermal Technologies

Commercial scale oil shale and oil sands development will require water, the amount of which will depend on the technologies adopted and the scale of development that occurs. Water in oil shale and oil sands country is already in scarce supply, and because of the arid nature of the region and limitations on water consumption imposed by interstate compacts and the Endangered Species Act, the State of Utah normally does not issue new water rights in oil shale or oil sands rich areas. Prospective oil shale and oil sands developers that do not already hold adequate water rights can acquire water rights from willing sellers, but large and secure water supplies may be difficult and expensive to acquire, driving oil shale and oil sands developers to seek alternative sources of supply. Produced water is one such potential source of supply. When oil and gas are developed, operators often encounter ground water that must be removed and disposed of to facilitate hydrocarbon extraction.
