Mineral Resource Information System for Field Lab in the Osage Mineral Reservation Estate (open access)

Mineral Resource Information System for Field Lab in the Osage Mineral Reservation Estate

The Osage Mineral Reservation Estate is located in Osage County, Oklahoma. Minerals on the Estate are owned by members of the Osage Tribe who are shareholders in the Estate. The Estate is administered by the Osage Agency, Branch of Minerals, operated by the U.S. Bureau of Indian Affairs (BIA). Oil, natural gas, casinghead gas, and other minerals (sand, gravel, limestone, and dolomite) are exploited by lessors. Operators may obtain from the Branch of Minerals and the Osage Mineral Estate Tribal Council leases to explore and exploit oil, gas, oil and gas, and other minerals on the Estate. Operators pay a royalty on all minerals exploited and sold from the Estate. A mineral Resource Information system was developed for this project to evaluate the remaining hydrocarbon resources located on the Estate. Databases on Microsoft Excel spreadsheets of operators, leases, and production were designed for use in conjunction with an evaluation spreadsheet for estimating the remaining hydrocarbons on the Estate.

Oil and Gas Bonds: Bonding Requirements and BLM Expenditures to Reclaim Orphaned Wells (open access)

Oil and Gas Bonds: Bonding Requirements and BLM Expenditures to Reclaim Orphaned Wells

A letter report issued by the Government Accountability Office with an abstract that begins "The Federal Land Policy and Management Act of 1976 directs the Department of the Interior (Interior) to manage lands for multiple uses while also taking any action to prevent "unnecessary or undue degradation" of the land. To do this, Interior's Bureau of Land Management (BLM), among other things, requires oil and gas operators to reclaim the land they disturb and post a bond to help ensure they do so. Despite these requirements, not all operators perform reclamation. If the bond is not sufficient to cover well plugging and surface reclamation and there are no responsible or liable parties, the well is considered "orphaned," and BLM uses federal dollars to fund reclamation. The 12 western states where most oil and gas production occurs and other Interior agencies also require bonds to ensure reclamation. GAO was asked to (1) determine the number, value, and coverage of bonds held by BLM for oil and gas operations; (2) determine the amount that BLM has paid to reclaim orphaned wells over the past 20 years and the number of orphaned wells BLM has identified but has not yet reclaimed; and (3) …

Plan for Management of Mineral Assess on Native Tribal Lands and for Formation of a Fully Integrated Natural Gas and Oil Exploration and Production Company (open access)

Plan for Management of Mineral Assess on Native Tribal Lands and for Formation of a Fully Integrated Natural Gas and Oil Exploration and Production Company

This report describes a plan for Native American tribes to assume responsibility for and operation of tribal mineral resources using the Osage Tribe as an example. Under this plan, the tribal council select and employ a qualified Director to assume responsibility for management of their mineral reservations. The procurement process should begin with an application for contracting to the Bureau of Indian Affairs. Under this plan, the Director will develop strategies to increase income by money management and increasing exploitation of natural gas, oil, and other minerals.

Establishment of an Industry-Driven Consortium Focused on Improving the Production Performance of Domestic Stripper Wells Quarterly Report (open access)

Establishment of an Industry-Driven Consortium Focused on Improving the Production Performance of Domestic Stripper Wells Quarterly Report

The Pennsylvania State University, under contract to the U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL), will establish, promote, and manage a national industry-driven Stripper Well Consortium (SWC) that will be focused on improving the production performance of domestic petroleum and/or natural gas stripper wells. The consortium creates a partnership with the U.S. petroleum and natural gas industries and trade associations, state funding agencies, academia, and the National Energy Technology Laboratory. This report serves as the eighth quarterly technical progress report for the SWC. Key activities for this reporting period include: (1) issuing subcontracts, (2) SWC membership class expansion, (3) planning SWC technology transfer meetings, and (4) extending selected 2001 project periods of performance. In addition, a literature search that focuses on the use of lasers, microwaves, and acoustics for potential stripper well applications continued.

Reservoir characteristics in Uinta basin gas wells. Final report, September 1, 1978-January 31, 1980 (open access)

Reservoir characteristics in Uinta basin gas wells. Final report, September 1, 1978-January 31, 1980

Volumes of 29 lenticular tight gas sandstone reservoirs in the Uinta Basin, Utah have been approximated from long-term pressure buildups on 6 wells. Average reservoir volume was interpreted to be about 240,000 ft/sup 3/ per ft of net pay. Outcrop reservoir geometry studies indicate an average reservoir volume (without any reservoir interconnection assumed) of about 30% less than the average based upon production analysis. Therefore, some reservoir interconnection may exist. Results of this study are consistent with the Knutson lenticular reservoir model in which average reservoir width is 22 times the gross sand thickness, length is 10 times the width, and reservoir interconnection is a function of the sand fraction in the productive interval. Apparent reservoir permeabilities, assuming radial flow, range from .009 to .052 millidarcies and actual sandstone matrix permeabilities are interpreted to range from .06 to .21 millidarcies. Fracture half lengths are interpreted to be about 0.1 ft/bbl of fluid with an average proppant load of 1.2 to 1.7 lb/gal at injection rates of 18 to 24 BPM and injection pressures of 2,500 to 4,600 psi for each 100 ft of gross sand in the fracced interval.
