The Pennsylvania State University, under contract to the U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL), will establish, promote, and manage a national industry-driven Stripper Well Consortium (SWC) that will be focused on improving the production performance of domestic petroleum and/or natural gas stripper wells. The consortium creates a partnership with the U.S. petroleum and natural gas industries and trade associations, state funding agencies, academia, and the National Energy Technology Laboratory. This report serves as the eighth quarterly technical progress report for the SWC. Key activities for this reporting period include: (1) issuing subcontracts, (2) SWC membership class expansion, (3) planning SWC technology transfer meetings, and (4) extending selected 2001 project periods of performance. In addition, a literature search that focuses on the use of lasers, microwaves, and acoustics for potential stripper well applications continued.

In the first three years of the Fee Tool Project, an immense amount of data on the Delaware Basin has been accumulated. Data on geology, structure, production, regional information such as gravity as well as local data, such as well logs. This data, organized and cataloged into several online databases, is available for the Expert System and users as needed and as appropriate in analyzing production potential.

InGaN based light emitting devices demonstrate excellent luminescence properties and have great potential in lighting applications. Though these devices are already being produced on an industrial scale, the nature of their radiative transition is still not well understood. In particular, the role of the huge (>1MV/cm), built-in electric field in these transitions is still under debate. The luminescence characteristics of InGaN quantum well structures were investigated as a function of excitation power, temperature, and biaxial strain, with an intent of discerning the effects of the electric field and inhomogeneous indium distribution in the QW on the radiative transition. It was found that the luminescence energy did not scale only with the indium concentration but that the QW thickness must also be taken into account. The thickness affects the transition energy due to quantum confinement and carrier separation across a potential drop in the QW. The luminescence peak width was shown to increase with increased indium fraction, due to increased indium inhomogeneity. The carrier lifetime increased exponentially with QW thickness and luminescence wavelength, due to increased carrier separation. Omnibus energy legislation (H.R. 4) that is now in conference would expand energy tax incentives significantly. The House passed the bill on August 2, 2001, and the Senate approved its version April 25, 2002. Several energy tax issues are addressed in these bills: 1) tax incentives to increase the supply of oil and gas, and the demand for coal; 2) energy tax issues relating to energy conservation and energy efficiency; 3) energy tax issues relating to alternative fuels; 4) selected issues relating to electricity restructuring; and 5) expiring energy tax provisions.

Geological, geophysical, and engineering-geological research conducted at the 'Yeniseisky' site obtained data on climatic, geomorphologic, geological conditions, structure and properties of composing rock, and conditions of underground water recharge and discharge. These results provide sufficient information to make an estimate of the suitability of locating a radioactive waste (R W) underground isolation facility at the Nizhnekansky granitoid massif

The underlying theme of this thesis is the use of polymeric materials in bioapplications. Chapters 2-5 either develop a fundamental understanding of current materials used for bioapplications or establish protocols and procedures used in characterizing and synthesizing novel materials. In chapters 6 and 7 these principles and procedures are applied to the development of materials to be used for gene therapy and drug delivery. Chapter one is an introduction to the ideas that will be necessary to understand the subsequent chapters, as well as a literature review of these topics.
