Compendium of Regulatory Requirements Governing Underground Injection of Drilling Wastes

This report provides a comprehensive compendium of the regulatory requirements governing the injection processes used for disposing of drilling wastes; in particular, for a process referred to in this report as slurry injection. The report consists of a narrative discussion of the regulatory requirements and practices for each of the oil- and gas-producing states, a table summarizing the types of injection processes authorized in each state, and an appendix that contains the text of many of the relevant state regulations and policies.

Eruptive and Geomorphic Processes at the Lathrop Wells Scoria Cone

The {approx}80 ka Lathrop Wells volcano (southern Nevada, U.S.A.) preserves evidence for a range of explosive processes and emplacement mechanisms of pyroclastic deposits and lava fields in a small-volume basaltic center. Early cone building by Strombolian bursts was accompanied by development of a fan-like lava field reaching {approx}800 m distance from the cone, built upon a gently sloping surface. Lava flows carried rafts of cone deposits, which provide indirect evidence for cone facies in lieu of direct exposures in the active quarry. Subsequent activity was of a violent Strombolian nature, with many episodes of sustained eruption columns up to a few km in height. These deposited layers of scoria lapilli and ash in different directions depending upon wind direction at the time of a given episode, reaching up to {approx}20 km from the vent, and also produced the bulk of the scoria cone. Lava effusion migrated from south to north around the eastern base of the cone as accumulation of lavas successively reversed the topography at the base of the cone. Late lavas were emplaced during violent Strombolian activity and continued for some time after explosive eruptions had waned. Hyperspectral Mineral Mapping in Support of Geothermal Exploration: Examples from Long Valley Caldera, CA and Dixie Valley, NV, USA

Growing interest and exploration dollars within the geothermal sector have paved the way for increasingly sophisticated suites of geophysical and geochemical tools and methodologies. The efforts to characterize and assess known geothermal fields and find new, previously unknown resources has been aided by the advent of higher spatial resolution airborne geophysics (e.g. aeromagnetics), development of new seismic processing techniques, and the genesis of modern multi-dimensional fluid flow and structural modeling algorithms, just to name a few. One of the newest techniques on the scene, is hyperspectral imaging. Really an optical analytical geochemical tool, hyperspectral imagers (or imaging spectrometers as they are also called), are generally flown at medium to high altitudes aboard mid-sized aircraft and much in the same way more familiar geophysics are flown. The hyperspectral data records a continuous spatial record of the earth's surface, as well as measuring a continuous spectral record of reflected sunlight or emitted thermal radiation. This high fidelity, uninterrupted spatial and spectral record allows for accurate material distribution mapping and quantitative identification at the pixel to sub-pixel level. The results of this program could prove valuable in the exploitation of those potentially recoverable gas reserves in low permeability reservoirs as identified in the National Gas Survey by the Federal Power Commission. The overall goal of this project is to assess the economic feasibility of CO{sub 2} flooding the naturally fractured Spraberry Trend Area in West Texas. This objective is being accomplished by conducting research in four areas: (1) extensive characterization of the reservoirs, (2) experimental studies of crude oil/brine/rock (COBR) interactions in the reservoirs, (3) reservoir performance analysis, and, (4) experimental investigations on CO2 gravity drainage in Spraberry whole cores. This report provides results of the third year of the five-year project for each of the four areas including a status report of field activities leading up to injection of CO2.

The injection and storage of anthropogenic CO{sub 2} in deep geologic formations is a potentially feasible strategy to reduce CO{sub 2} emissions and atmospheric concentrations. While the purpose of geologic carbon storage is to trap CO{sub 2} underground, CO{sub 2} could migrate away from the storage site into the shallow subsurface and atmosphere if permeable pathways such as well bores or faults are present. Large-magnitude releases of CO{sub 2} have occurred naturally from geologic reservoirs in numerous volcanic, geothermal, and sedimentary basin settings. Carbon dioxide and natural gas have also been released from geologic CO{sub 2} reservoirs and natural gas storage facilities, respectively, due to influences such as well defects and injection/withdrawal processes. These systems serve as natural and industrial analogues for the potential release of CO{sub 2} from geologic storage reservoirs and provide important information about the key features, events, and processes (FEPs) that are associated with releases, as well as the health, safety, and environmental consequences of releases and mitigation efforts that can be applied. We describe a range of natural releases of CO{sub 2} and industrial releases of CO{sub 2} and natural gas in the context of these characteristics. The Arab oil embargo of 1973 focused national attention on energy problems. A national focus on development of energy sources alternative to consumption of hydrocarbons led to the initiation of research studies of reservoir engineering of geothermal systems, funded by the National Science Foundation. At that time it appeared that only two significant reservoir engineering studies of geothermal reservoirs had been completed. Many meetings concerning development of geothermal resources were held from 1973 through the date of the first Stanford Geothermal Reservoir Engineering workshop December 15-17, 1975. These meetings were similar in that many reports dealt with the objectives of planned research projects rather than with results. The first reservoir engineering workshop held under the Stanford Geothermal Program was singular in that for the first time most participants were reporting on progress inactive research programs rather than on work planned. This was true for both laboratory experimental studies and for field experiments in producing geothermal systems. The Proceedings of the December 1975 workshop (SGP-TR-12) is a remarkable document in that results of both field operations and laboratory studies were freely presented and exchanged by all participants. The overall goal of the project was to bridge the gap between our knowledge of small-scale geochemical reaction rates and reaction rates meaningful for modeling transport at core scales. The working hypothesis was that reaction rates, determined from laboratory measurements based upon reactions typically conducted in well mixed batch reactors using pulverized reactive media may be significantly changed in in situ porous media flow due to rock microstructure heterogeneity. Specifically we hypothesized that, generally, reactive mineral surfaces are not uniformly accessible to reactive fluids due to the random deposition of mineral grains and to the variation in flow rates within a pore network. Expected bulk reaction rates would therefore have to be correctly up-scaled to reflect such heterogeneity. The specific objective was to develop a computational tool that integrates existing measurement capabilities with pore-scale network models of fluid flow and reactive transport. The existing measurement capabilities to be integrated consisted of (a) pore space morphology, (b) rock mineralogy, and (c) geochemical reaction rates. Vadose Zone Remediation of CO2 Leakage from Geologic CO2 Storage Sites

In the unlikely event that CO2 leakage from deep geologic CO2 sequestration sites reaches the vadose zone, remediation measures for removing the CO2 gas plume may have to be undertaken. Carbon dioxide leakage plumes are similar in many ways to volatile organic compound (VOC) vapor plumes, and the same remediation approaches are applicable. We present here numerical simulation results of passive and active remediation strategies for CO2 leakage plumes in the vadose zone. The starting time for the remediation scenarios is assumed to be after a steady-state CO2 leakage plume is established in the vadose zone, and the source of this plume has been cut off. We consider first passive remediation, both with and without barometric pumping. Next, we consider active methods involving extraction wells in both vertical and horizontal configurations. To compare the effectiveness of the various remediation strategies, we define a half-life of the CO2 plume as a convenient measure of the CO2 removal rate. For CO2 removal by passive remediation approaches such as barometric pumping, thicker vadose zones generally require longer remediation times. Neptunium Transport Behavior in the Vicinity of Underground Nuclear Tests at the Nevada Test Site

We used short lived {sup 239}Np as a yield tracer and state of the art magnetic sector ICP-MS to measure ultra low levels of {sup 237}Np in a number of 'hot wells' at the Nevada National Security Site (NNSS), formerly known as the Nevada Test Site (NTS). The results indicate that {sup 237}Np concentrations at the Almendro, Cambric, Dalhart, Cheshire and Chancellor sites, are in the range of 3 x 10{sup -5} to 7 x 10{sup -2} pCi/L and well below the MCL for alpha emitting radionuclides (15 pCi/L) (EPA, 2009). Thus, while Np transport is believed to occur at the NNSS, activities are expected to be well below the regulatory limits for alpha-emitting radionuclides. We also compared {sup 237}Np concentration data to other radionuclides, including tritium, {sup 14}C, {sup 36}Cl, {sup 99}Tc, {sup 129}I, and plutonium, to evaluate the relative {sup 237}Np transport behavior. Based on isotope ratios relative to published unclassified Radiologic Source Terms (Bowen et al., 1999) and taking into consideration radionuclide distribution between melt glass, rubble and groundwater (IAEA, 1998), {sup 237}Np appears to be substantially less mobile than tritium and other non-sorbing radionuclides, as expected. Evaluation of Background Mercury Concentrations in the SRS Groundwater System

Mercury analyses associated with the A-01 Outfall have highlighted the importance of developing an understanding of mercury in the Savannah River Site groundwater system and associated surface water streams. This activity is critical based upon the fact that the EPA Ambient Water Quality Criteria (AWQC) for this constituent is 0.012mg/L, a level that is well below conventional detection limits of 0.1 to 0.2 mg/L. A first step in this process is obtained by utilizing the existing investment in groundwater mercury concentrations (20,242 records) maintained in the SRS geographical information management system (GIMS) database. Careful use of these data provides a technically defensible initial estimate for total recoverable mercury in background and contaminated SRS wells.

Geothermal Energy Development

The Nation has embarked on an aggressive program to develop its indigenous resources of geothermal energy. For more than a decade, geothermal energy has been heralded as one of the more promising forms of energy alternate to oil and gas for electric power generation, but during the last fifteen years, the total capacity in the U.S. has reached 502 MWe, about half the size of a single modern nuclear power plant. And yet, the United States, especially its western and Gulf coast states, is believed to possess a vast resource base of geothermal heat at depths up to 3 to 10 km. Many estimates of these potential resources suitable for the production of electric power have been published and they range over a spectrum of more than a factor of 100. This variation suggests that the potential is essentially unknown. Table 1 gives a range of published forecasts for the year 1985 and the equivalent potential in number of 1000 Mwe power plants and in oil consumption in millions of barrels per day. In view of the estimated construction of about 200 to 250 nuclear power reactors by 1985-90, the pessimistic forecasts clearly show that the contribution of geothermal energy …

Although production of U/sub 3/O/sub 8/ declined only slightly in 1980, New Mexico's share of domestic production has declined from 48% in 1976 to 35% in 1980. Production projections indicate a continued decline in 1981 and lower production until at least 1984. New Mexico has 41% of total domestic reserves producible in the $50-per-lb cost category. In keeping with the anticipated steady depletion of reserves, production of crude oil in New Mexico was 69.9 million bls, a 6.3% decline in production from 1979. Condensate production of 5.4 million bbls in 1980, however, represented an increase of 7% from 1979 production. Although natural gas production was the lowest since 1970 and declined by 2.6% from 1979 production, 1980 was the 15th year that production exceeded 1 trillion cu ft. Despite declines in production, the valuation of oil and gas production has increased significantly with oil sales doubling from the previous year and gas sales increasing by $409 million because of higher prices. Reserves have been estimated to be 959 million bbls of crude oil and 17.667 trillion cu ft of natural gas. Production of 19.5 million short tons of coal in 1980 represented a 33% increase over 1979 production and an …

The Interstate Oil and Gas Compact Commission (IOGCC) engaged in numerous projects outlined under the scope of work discussed in the United States Department of Energy (DOE) grant number DE-FG26-01BC15336 awarded to the IOGCC. Numerous projects were completed that were extremely valuable to state oil and gas agencies as a result of work performed utilizing resources provided by the grant. There are numerous areas in which state agencies still need assistance. This additional assistance will need to be addressed under another grant because funding resources have been exhausted under The scope of work objectives for the eight projects covered under this grant is as follows: (1) Improve uniformity within state oil and gas data management efforts. (2) Conduct environmental compliance workshops and related educational projects on natural gas and oil exploration and production. (3) Improve regulatory efficiency through partnering opportunities provided by the Appalachian Illinois Basin Directors. (4) Promote the development and implementation of risk-based environmental regulation at the state level through an expertise-sharing program that brings stakeholders together to develop guidelines and models to meet regulatory challenges. Present status and future prospects for nonelectrical uses of geothermal resources

This report, which is part of a study initiated by the NATO Committee on the Challenges of Modern Society (CCMS), describes the current status of nonelectrical uses of geothermal resources. Such resources are defined as geothermal fluids between the temperatures of 50 and 160/sup 0/C. Current and potential uses of these resources including residential and commercial, agricultural and industrial applications are described. Also discussed are exploration and drilling; extraction and distribution; environmental impact; and economic and regulatory problems. Applications in a number of countries are described. Among the report's conclusions are: (1) Geothermal resources are widely distributed throughout the world. (2) The extraction of these resources presents no serious technical problems. (3) A wide variety of economically viable applications for these resources currently exists. (4) Current nonelectrical applications have a favorable economic structure compared with those of other energy sources. (5) Disposal of spent fluids has a significant ecological impact. Reinjection appears to be the most likely alternative. (6) The legal and institutional framework surrounding these applications needs both clarification and simplification.

Temporal changes in noble gas compositions within the Aidlinsector ofThe Geysers geothermal system

The use of nonreactive isotopic tracers coupled to a full thermal-hydrological reservoir simulation allows for an improved method of investigating how reservoir fluids contained within matrix and fractures contribute over time to fluids produced from geothermal systems. A combined field and modeling study has been initiated to evaluate the effects of injection, production, and fracture-matrix interaction on produced noble gas contents and isotopic ratios. Gas samples collected periodically from the Aidlin steam field at The Geysers, California, between 1997 and 2006 have been analyzed for their noble gas compositions, and reveal systematic shifts in abundance and isotopic ratios over time. Because of the low concentrations of helium dissolved in the injection waters, the injectate itself has little impact on the helium isotopic composition of the reservoir fluids over time. However, the injection process may lead to fracturing of reservoir rocks and an increase in diffusion-controlled variations in noble gas compositions, related to gases derived from fluids within the rock matrix.

The results from Annex XIII of the Cooperative Agreement between the United States Department of Energy (DOE) and the Ministry of Energy and Mines of the Republic of Venezuela (MEMV) have been documented and published with many researchers involved. Integrate comprehensive research programs in the area of Microbial Enhanced Oil Recovery (MEOR) ranged from feasibility laboratory studies to full-scale multi-well field pilots. The objective, to cooperate in a technical exchange of ideas and information was fully met throughout the life of the Annex. Information has been exchanged between the two countries through published reports and technical meetings between experts in both country's research communities. The meetings occurred every two years in locations coincident with the International MEOR conferences & workshops sponsored by DOE (June 1990, University of Oklahoma, September 1992, Brookhaven, September 1995, National Institute of Petroleum and Energy Research). Reports and publications produced during these years are listed in Appendix B. Several Annex managers have guided the exchange through the years. They included Luis Vierma, Jose Luis Zirritt, representing MEMV and E. B. Nuckols, Edith Allison, and Rhonda Lindsey, representing the U.S. DOE. Annual Site Environmental Report: 2005

This report provides information about environmental programs during 2005 at the Stanford Linear Accelerator Center (SLAC). Seasonal activities that span calendar years are also included. Production of an annual site environmental report (ASER) is a requirement established by the United States Department of Energy (DOE) for all management and operating (M&O) contractors throughout the DOE complex. SLAC is a federally-funded research and development center with Stanford University as the M&O contractor. SLAC effectively applied environmental management in meeting the site's integrated safety and environmental management system (ISEMS) goals. For normal daily activities, all SLAC managers and supervisors are responsible for ensuring that proper procedures are followed so that: (1) Worker safety and health are protected; (2) The environment is protected; and (3) Compliance is ensured. Throughout 2005, SLAC focused on these activities through the SLAC management systems (described in Chapter 3). These systems were also the way SLAC approached implementing ''greening of the government'' initiatives such as Executive Order 13148. The management systems at SLAC are effective, supporting compliance with all relevant statutory and regulatory requirements. STOMP Subsurface Transport Over Multiple Phases: STOMP-CO2 and STOMP-CO2e Guide: Version 1.0

This STOMP (Subsurface Transport Over Multiple Phases) guide document describes the theory, use, and application of the STOMP-CO2 and STOMP-CO2e operational modes. These operational modes of the STOMP simulator are configured to solve problems involving the sequestration of CO2 in geologic saline reservoirs. STOMP-CO2 is the isothermal version and STOMP-CO2e is the nonisothermal version. These core operational modes solve the governing conservation equations for component flow and transport through geologic media; where, the STOMP-CO2 components are water, CO2 and salt and the STOMP-CO2e operational mode also includes an energy conservation equation. Geochemistry can be included in the problem solution via the ECKEChem (Equilibrium-Conservation-Kinetic-Equation Chemistry) module, and geomechanics via the EPRMech (Elastic-Plastic-Rock Mechanics) module. This addendum is designed to provide the new user with a full guide for the core capabilities of the STOMP-CO2 and -CO2e simulators, and to provide the experienced user with a quick reference on implementing features. Several benchmark problems are provided in this addendum, which serve as starting points for developing inputs for more complex problems and as demonstrations of the simulator’s capabilities.

The U.S. Interagency Geothermal Coordinating Council was a multi-agency group charged with identifying and reducing barriers to geothermal energy development in the U.S. Many of the issues covered related to regulations for and progress in the leasing of Federal lands in the West for power development. The IGCC reports are important sources of historical information. Table 5 here shows competitive leasing of federal lands for geothermal uses, by state, for 1974-1976, and annually for 1977 through 1983. By the end of FY 1983, 972,492 acres were under competitive lease. Bonus bids collected from these sales totaled more than $77 million. (DJE 2005)
