Review of arsenic removal technologies for contaminated groundwaters.

This review was compiled to summarize the technologies currently being investigated to remove arsenic from drinking waters, with a special focus on developing and third-world countries where the problem is exacerbated by flooding and depressed economic conditions. The reason for compiling this report is to provide background material and a description of competing technologies currently described in the literature for arsenic removal. Based on the sophistication and applicability of current technologies, Argonne National Laboratory may develop an improved method based on magnetic particle technology. Magnetic particle sorbents may afford improved reaction rates, facilitate particle-water separation, and offer reusability. Developing countries like Vietnam and Bangladesh cannot afford expensive, large-scale treatments to remove arsenic from drinking waters to acceptable limits (from 50 ppb to 10 ppb, depending on the country). Low-cost, effective technologies that can be readily available at the household or community level are needed to solve the present crisis. Appropriate technologies should meet certain criteria, including the following: The treatment must be applicable over a wide range of arsenic concentrations; It should be easy to use without running water or electricity; and The materials for the treatment should be cheap and readily available, and/or suitable for reuse. Energy Tax Policy

President Bush has issued a comprehensive energy policy initiative, which includes limited energy tax measures; the Administration has criticized such measures as being inconsistent with its free market philosophy. Several of the issues that drove energy policy and energy tax policy during the 106th Congress are extant: 1) tax incentives to increase the supply of oil and gas; 2) energy tax issues relating to energy conservation and energy efficiency; 3) energy tax issues relating to alternative fuels; 4) energy taxes/subsidies and residential energy costs; and 5) issues relating to electricity restructuring. In addition, there are certain energy tax provisions that are either expiring or are time-sensitive that the 107th Congress may choose to take action on.

Waste Tank Heel Chemical Cleaning Summary

At the Savannah River Site in Aiken, South Carolina, there are approximately 40 million gallons of legacy High Level Waste stored in large capacity sub-surface tanks. Twelve of these tanks are single-containment, non-conforming tanks with leaks. These tanks were built in the 1950s. Some of these tanks contain sludge heels and are being considered for near-term removal efforts and vitrification. Currently, only mechanical methods (i.e., pumps) are used to remove the sludge waste with varying degrees of success. To provide for additional levels of removal, chemically-aided techniques are being considered. The objective of the was to collect and evaluate information available on chemical-based methods for removing residual solids from the Site's waste tanks. As part of this study, the team was requested to develop recommendations for chemical treatments to remove residual heels (primarily sludge). Ideally, one agent alone would be efficient at dissolving all residual tank heels and yet satisfy all safety and process concerns. No such chemical cleaning agent was found. The cleaning agents identified from the literature, included oxalic acid, a mixture of oxalic acid and citric acid, a combination of oxalic acid with hydrogen peroxide, nitric acid, formic acid, and organics. When conducting investigations of the executive branch, congressional committees and Members of Congress generally receive the information required for legislative needs. If agencies fail to cooperate or the President invokes executive privilege, Congress can turn to a number of legislative powers that are likely to compel compliance. The two techniques described in this report are the issuance of subpoenas and the holding of executive officials in contempt. These techniques usually lead to an accommodation that meets the needs of both branches. Litigation is used at times, but federal judges generally encourage congressional and executive parties to settle their differences out of court. The specific examples in this report explain how information disputes arise and how they are resolved.

Vadose Zone Transport Field Study: FY 2002 Status Report

This work reported here is part of the U. S. Department of Energy’s Science and Technology Initiative to develop improved conceptual models of flow and transport in the vadose zone, particularly for the Hanford Site, Washington. The National Academy of Sciences has identified significant knowledge gaps in conceptual model development as one reason for discovery of subsurface contamination in unexpected places. Inadequate conceptualizations limits, not only the understanding of long-term fate and transport, but also the selection and design of remediation technologies. Current conceptual models are limited partly because they do not account for the random heterogeneity that occurs under the extremes of very nonlinear flow behavior typical of the Hanford vadose zone. A major improvement in conceptual modeling of the Hanford vadose zone includes a better understanding and description of soil anisotropy, a property that appears to control much of the subsurface flow and transport in layered sediments at the Hanford Site.
