Mars Ascent Propulsion Trades with Trajectory Analysis
Optimized trajectories to a 500 km circular orbit are calculated for vehicles having a 100 kg Mars launch mass. Staging trades, thrust optimization, and the importance of vehicle shape for drag are all taken into consideration. The high acceleration of solid rockets requires a steep trajectory for drag avoidance, followed by a relatively large circularization burn, appropriate for a second stage. Liquid thrust reduces drag, resulting in less steep trajectories which have small circularization burns. Liquid propulsion requires less total {Delta}v, and offers options for multiple stages or just one. Graphs of payload mass versus stage propellant fractions are compared for liquid and solid propulsion.

Seismic Evaluation of Hydrocarbon Saturation in Deep-Water Reservoirs
During this last quarter of the ''Seismic Evaluation of Hydrocarbon Saturation in Deep-Water Reservoirs'' project (Grant/Cooperative Agreement DE-FC26-02NT15342), we have moved forward on several fronts, including data acquisition as well as analysis and application. During this quarter we have: (1) Completed our site selection (finally); (2) Measured fluid effects in Troika deep water sand sample; (3) Applied the result to Ursa ''fizz gas'' zone; (4) Compared thin layer property averaging on AVO response; (5) Developed target oriented NMO stretch correction; (6) Examined thin bed effects on A-B crossplots; and (7) Begun incorporating outcrop descriptive models in seismic forward models. Several factors can contribute to limit our ability to extract accurate hydrocarbon saturations in deep water environments. Rock and fluid properties are one factor, since, for example, hydrocarbon properties will be considerably different with great depths (high pressure) when compared to shallow properties. Significant over pressure, on the other hand will make the rocks behave as if they were shallower. In addition to the physical properties, the scale and tuning will alter our hydrocarbon indicators. Ground Test Facility for Propulsion and Power Modes of Nuclear Engine Operation
Existing DOE Ground Test Facilities have not been used to support nuclear propulsion testing since the Rover/NERVA programs of the 1960's. Unlike the Rover/NERVA programs, DOE Ground Test facilities for space exploration enabling nuclear technologies can no longer be vented to the open atmosphere. The optimal selection of DOE facilities and accompanying modifications for confinement and treatment of exhaust gases will permit the safe testing of NASA Nuclear Propulsion and Power devices involving variable size and source nuclear engines for NASA Jupiter Icy Moon Orbiter (JIMO) and Commercial Space Exploration Missions with minimal cost, schedule and environmental impact. NASA site selection criteria and testing requirements are presented.

The interview includes Briscoe's personal experiences about education at Texas A&M University and South Texas School of Law, joining NASA, working in flight control operations and communications support on the Apollo program, and problem-solving on Skylab missions. Briscoe also speaks about the Skylab "wet workshop," the monotony inherit in Skylab work-shift schedules and efforts to break it, and Skylab's contributions to space exploration.

NASA: Issues for Authorization, Appropriations, and Oversight in the 114th Congress
Spaceflight fascinates and inspires many Americans, but in a time of constrained federal budgets, it must compete with a multitude of other national priorities. As the 114th Congress conducts oversight and considers authorization and appropriations legislation for the National Aeronautics and Space Administration (NASA), an overarching question will be how NASA should move forward within budget constraints. This report discusses a number of issues that arise within the framework of that question. This report begins with some context: a brief survey of NASA’s organization and programs, a summary of recent NASA authorization legislation, and an overview of NASA’s budget.
