NASA: Implementing a Knowledge-Based Acquisition Framework Could Lead to Better Investment Decisions and Project Outcomes

A letter report issued by the Government Accountability Office with an abstract that begins "The National Aeronautics and Space Administration (NASA) plans to spend over $100 billion on capabilities and technologies to achieve the initial goals of the President's 2004 Vision for Space Exploration. In the past, NASA has had difficulty meeting cost, schedule, and performance objectives for some of its projects because it failed to adequately define project requirements and quantify resources. NASA will be further challenged by a constrained federal budget and a shrinking experienced NASA workforce. To help face these challenges and manage projects with greater efficiency and accountability, NASA recently updated its program and project management policy and is developing an agencywide systems engineering policy. GAO has issued a series of reports on the importance of obtaining critical information and knowledge at key junctures in major system acquisitions to help meet cost and schedule objectives. This report (1) evaluates whether NASA's policy supports a knowledge-based acquisition approach and (2) describes how NASA centers are implementing the agency's acquisition policies and guidance."

Earth Sciences Division Research Summaries 2006-2007

Research in earth and atmospheric sciences has become increasingly important in light of the energy, climate change, and other environmental issues facing the United States and the world. The development of new energy resources other than fossil hydrocarbons, the safe disposal of nuclear waste and greenhouse gases, and a detailed understanding of the climatic consequences of our energy choices are all critical to meeting energy needs while ensuring environmental safety. The cleanup of underground contamination and the preservation and management of water supplies continue to provide challenges, as they will for generations into the future. To address the critical energy and environmental issues requires continuing advances in our knowledge of Earth systems and our ability to translate that knowledge into new technologies. The fundamental Earth science research common to energy and environmental issues largely involves the physics, chemistry, and biology of fluids in and on the Earth. To manage Earth fluids requires the ability to understand their properties and behavior at the most fundamental molecular level, as well as prediction, characterization, imaging, and manipulation of those fluids and their behavior in real Earth reservoirs. China's Space Program: Options for U.S.-China Cooperation

China has a determined, yet still modest, program of civilian space activities planned for the next decade. The potential for U.S.-China cooperation in space -- an issue of interest to Congress -- has become more controversial since the January 2007 Chinese anti-satellite test. Some argue that Chinese capabilities now threaten U.S. space assets in low earth orbit. Others stress the need to expand dialogue with China. This report outlines recent activities and future plans in China's civilian space sector. It also discusses benefits and trade-offs of possible U.S.-China collaboration in space, as well as several options to improve space relations, including information exchange, policy dialogue, and joint activities.

This report discusses the nature and scope of the Chinese space program. The People's Republic of China launched its first astronaut, or "taikonaut," Lt. Col. Yang Liwei, on October 15, 2003 Beijing time (October 16 Eastern Daylight Time). China thus became only the third country, after Russia and the United States, able to launch humans into orbit. Lt. Col. Yang landed on October 16 Beijing time (October 15 EDT) after making 14 orbits (21 hours and 23 minutes).
