New vision solar system exploration missions study: Analysis of the use of biomodal space nuclear power systems to support outer solar system exploration missions. Final report

This report presents the results of an analysis of the capability of nuclear bimodal systems to perform outer solar system exploration missions. Missions of interest include orbiter mission s to Mars, Jupiter, Saturn, Uranus, Neptune, and Pluto. An initial technology baseline consisting of a NEBA 10 kWe, 1000 N thrust, 850 s, 1500 kg bimodal system was selected, and its performance examined against a data base for trajectories to outer solar system planetary destinations to select optimal direct and gravity assisted trajectories for study. A conceptual design for a common bimodal spacecraft capable of performing missions to all the planetary destinations was developed and made the basis of end to end mission designs for orbiter missions to Jupiter, Saturn, and Neptune. Concepts for microspacecraft capable of probing Jupiter`s atmosphere and exploring Titan were also developed. All mission designs considered use the Atlas 2AS for launch. NASA: Progress Made on Strategic Human Capital Management, but Future Program Challenges Remain

A letter report issued by the Government Accountability Office with an abstract that begins "The National Aeronautics and Space Administration (NASA) is engaged in efforts to replace the Space Shuttle with the next generation of human space flight systems and implement the President's space exploration policy. To do this, NASA must recruit, develop, and retain certain critical skills in its workforce, guided by its strategic human capital management plan. GAO was asked to examine the extent to which NASA (1) has aligned its human capital planning framework with its strategic mission and programmatic goals and (2) is recruiting, developing, and retaining critically skilled personnel, given future workforce needs. To address these objectives, GAO reviewed NASA's policies, planning, and implementation documents; reviewed budget documents and performance and accountability reports; and interviewed cognizant agency officials. To assess NASA's efforts to recruit, develop, and retain critically skilled personnel, we analyzed demographics data, and critical skills information; NASA's policy, procedures and guidance for recruiting and hiring; and implementation of information systems programs, and processes that support human capital management and planning. We are not making any recommendations in this report."

Information Technology: Agencies Need to Improve the Implementation and Use of Earned Value Techniques to Help Manage Major System Acquisitions

A letter report issued by the Government Accountability Office with an abstract that begins "In fiscal year 2009, the federal government planned to spend about $71 billion on information technology (IT) investments. To more effectively manage such investments, in 2005 the Office of Management and Budget (OMB) directed agencies to implement earned value management (EVM). EVM is a project management approach that, if implemented appropriately, provides objective reports of project status, produces early warning signs of impending schedule delays and cost overruns, and provides unbiased estimates of anticipated costs at completion. GAO was asked to assess selected agencies' EVM policies, determine whether they are adequately using earned value techniques to manage key system acquisitions, and eval- uate selected investments' earned value data to determine their cost and schedule performances. To do so, GAO compared agency policies with best practices, performed case studies, and reviewed documenta- tion from eight agencies and 16 major investments with the highest levels of IT development-related spending in fiscal year 2009."

James Webb Space Telescope: Project Meeting Commitments but Current Technical, Cost, and Schedule Challenges Could Affect Continued Progress

A letter report issued by the Government Accountability Office with an abstract that begins "The James Webb Space Telescope (JWST) project is generally executing to its September 2011 revised cost and schedule baseline; however, several challenges remain that could affect continued progress. The National Aeronautics and Space Administration (NASA) has requested funding that is in line with the rebaseline and the project is maintaining 14 months of schedule reserve prior to its launch date. Performance data from the prime contractor indicate that generally work is being accomplished on schedule and at the cost expected; however, monthly performance declined in fiscal year 2013. Project officials have maintained and enhanced project oversight by, for example, continuing quarterly NASA and contractor management meetings and instituting a tool to update cost estimates for internal efforts. Program officials, however, are not planning to perform an updated integrated cost/schedule risk analysis, as GAO recommended in 2012, stating that the project performs monthly integrated risk analyses they believe are adequate. Updating the more comprehensive analysis with a more refined schedule and current risks, however, would provide management and stakeholders with better information to gauge progress."

Establishment of an Industry-Driven Consortium Focused on Improving the Production Performance of Domestic Stripper Wells Quarterly Report

The Pennsylvania State University, under contract to the U.S. Department of Energy, National Energy Technology Laboratory will establish, promote, and manage a national industry-driven Stripper Well Consortium (SWC) that will be focused on improving the production performance of domestic petroleum and/or natural gas stripper wells. The consortium creates a partnership with the U.S. petroleum and natural gas industries and trade associations, state funding agencies, academia, and the National Energy Technology Laboratory. This report serves as the ninth quarterly technical progress report for the SWC. Key activities for this reporting period include: (1) organizing and hosting two fall technology transfer meetings, (2) SWC membership class expansion, and (3) planning the SWC 2003 Spring meeting. In addition, a literature search that focuses on the use of lasers, microwaves, and acoustics for potential stripper well applications continued.
