Transient Grating in a Knbo{Sub 3}/Ktao{Sub 3} Superlattice

Time-resolved degenerate-four-wave-mixing (DFWM) techniques have been used to characterize the nonlinear optical response of a KNbO{sub 3}/KTaO{sub 3} superlattice grown by pulsed laser deposition on a 1 mm thick, (001)-oriented KTaO{sub 3} substrate. With a 30 psec pulsed laser, the difference in the nonlinear optical response between bulk KTaO{sub 3} and the superlattice was measured. Results indicate that a significant contribution to the response signal is due to the KNbO{sub 3} superlattice. The {chi}{sup (3)} value was estimated to have increased by 2 orders of magnitude compared to the bulk crystal.

Seventh international conference on time-resolved vibrational spectroscopy

The International Conference on Time-Resolved Vibrational Spectroscopy (TRVS) is widely recognized as the major international forum for the discussion of advances in this rapidly growing field. The 1995 conference was the seventh in a series that began at Lake Placid, New York, 1982. Santa Fe, New Mexico, was the site of the Seventh International Conference on Time-Resolved Vibrational Spectroscopy, held from June 11 to 16, 1995. TRVS-7 was attended by 157 participants from 16 countries and 85 institutions, and research ranging across the full breadth of the field of time-resolved vibrational spectroscopy was presented. Advances in both experimental capabilities for time-resolved vibrational measurements and in theoretical descriptions of time-resolved vibrational methods continue to occur, and several sessions of the conference were devoted to discussion of these advances and the associated new directions in TRVS. Continuing the interdisciplinary tradition of the TRVS meetings, applications of time-resolved vibrational methods to problems in physics, biology, materials science, and chemistry comprised a large portion of the papers presented at the conference.

Biomass power for rural development. Technical progress report, May 1, 1996--December 31, 1996

Developing commercial energy crops for power generation by the year 2000 is the focus of the DOE/USDA sponsored Biomass Power for Rural Development project. The New York based Salix Consortium project is a multi-partner endeavor, implemented in three stages. Phase-I, Final Design and Project Development, will conclude with the preparation of construction and/or operating permits, feedstock production plans, and contracts ready for signature. Field trials of willow (Salix) have been initiated at several locations in New York (Tully, Lockport, King Ferry, La Facette, Massena, and Himrod) and co-firing tests are underway at Greenidge Station (NYSEG). Phase-II of the project will focus on scale-up of willow crop acreage, construction of co-firing facilities at Dunkirk Station (NMPC), and final modifications for Greenidge Station. There will be testing of the energy crop as part of the gasification trials expected to occur at BED`s McNeill power station and potentially at one of GPU`s facilities. Phase-III will represent full-scale commercialization of the energy crop and power generation on a sustainable basis. Willow has been selected as the energy crop of choice for many reasons. Carbon dioxide, hydrographic, and chemical data obtained during the Thomas Washington Cruise TUNES-3 in the equatorial Pacific Ocean (WOCE Section P16C)

This data documentation discusses the procedures and methods used to obtain total carbon dioxide (TCO{sub 2}), total alkalinity (TALK), hydrographic, and chemical data during the Research Vessel Thomas Washington Expedition TUNES-3 in the Equatorial Pacific Ocean (Section P16C). Conducted as a part of the World Ocean Circulation Experiment (WOCE), the cruise began in Papeete, Tahiti, on August 31, 1991, and finished in Honolulu, Hawaii, on October 1, 1991. WOCE Meridional Section P16C along 150{degree}W and between 18{degree}S and 19{degree}N was completed during the 31-day expedition. All 105 hydrographic and 8 large-volume stations were completed to the full water column depth. Station spacing was 30 nautical miles (nm), except between 3{degree}N and 3{degree}S where it was 10 nm. Twenty-five bio-optics stations were sampled for the Joint Global Ocean Flux Study, and at 21 stations carbon dioxide measurements were provided for the US Department of Energy`s CO{sub 2} program. Hydrographic and chemical measurements made along WOCE Section P16C included pressure, temperature, salinity, and oxygen measured by conductivity, temperature, and depth sensor; and bottle salinity, oxygen, phosphate, nitrate, nitrite, silicate, chlorofluorocarbon (CFC)-11, CFC-12, TCO{sub 2}, and TALK. In addition, potential temperatures were calculated from the measured variables.

Measurements of induced radioactivity in some LDEF samples

Twenty-six stainless steel trunnion samples, five aluminum end support retainer plate samples, two aluminum keel plate samples, and two titanium clips were analyzed. The shielded high-purity germanium detectors used had efficiencies of 33%, 54%, and 80% at 1332 keV. Detector efficiencies as a function of energy and corrections for self-absorption in the samples were determined with calibrated sources and unactivated control samples. Several measurements were made on most samples. In the trunnion samples, {sup 54}Mn and {sup 57}Co were seen and limits were obtained for other isotopes. The results agree well with 1-dimensional activation calculations for an anisotropic trapped proton model. In the aluminum and titanium samples, {sup 22}Na was seen. Under the sponsorship of the Department of Energy, Office of Utility Technologies, the Energy Storage System Analysis and Development Department at Sandia National Laboratories (SNL) conducted a cost analysis of energy storage systems for electric utility applications. The scope of the study included the analysis of costs for existing and planned battery, SMES, and flywheel energy storage systems. The analysis also identified the potential for cost reduction of key components.

Sunrayce 1995. Technical report

From June 20-29, 1995, more than a thousand college and university students from across North America tested their solar cars and strategies against the environment in Sunrayce 95. The 1,250-mile race, from Indiana to Colorado, is the third in a series of collegiate solar-car races across the United States. The tradition began in 1990 with the GM Sunrayce USA from Florida to Michigan. In 1993, the tradition continued as 34 solar cars raced more than 1,100 miles from Texas to Minnesota in Sunrayce 93. The U.S. Department of Energy, General Motors Corporation, and other organizations teamed together in a unique partnership between government and industry to sponsor Sunrayce 95. Their goal was to make learning exciting and relevant to today`s concerns and to demonstrate that brain power is more important than horsepower.

Concerning effects of low-beta region fringe fields and multipole error distribution on dynamics in LHC.

Effects of fringe fields in separation dipoles D1/D2 and low-{beta} quadrupoles Q1-Q3 of LHC interaction regions in collision optics are investigated by means of stepwise ray-tracing in terms of aberrations, beam envelopes and other detunings. Effects of the longitudinal distribution of b{sub 10} error coefficient are next investigated in a similar way for assessment and comparison.

Diversity employment and recruitment sources

Effective human resources management has been identified as one of four critical success factors in the Department of Energy Strategic Plan. The Plan states relative to this factor: ``The Department seeks greater alignment of resources with agency priorities and increased diversification of the workforce, including gender, ethnicity, age, and skills. This diversification will bring new thinking and perspectives that heretofore have not had a voice in departmental decision-making.`` This Guide has been developed as a key tool to assist Department of Energy management and administrative staff in achieving Goal 2 of this critical success factor, which is to ``Ensure a diverse and talented workforce.`` There are numerous sources from which to recruit minorities, women and persons with disabilities. Applying creativity and proactive effort, using traditional and non-traditional approaches, and reaching out to various professional, academic and social communities will increase the reservoir of qualified candidates from which to make selections. Handbook for preparation of Individual Procurement Action Report

The Procurement and Assistance Data System (PADS) provides a mechanism for collecting, assembling, organizing, and presenting acquisition and assistance data for the Department of Energy (DOE). This handbook and associated documents establish a uniform system to report acquisition/assistance data to PADS for the collection, processing, and dissemination of official statistical data on the Department`s acquisition and assistance actions. The data provides, based on information available at the time of request, a basis for any recurring and special reports to the senior procurement executive, Congress, General Accounting Office (GAO), Federal executive agencies, Office of management and Budget (OMB), and the general public. It provides information for measuring and assessing the extent to which small business firms and small disadvantages business enterprises are sharing in DOE placement, and for other acquisition and assistance policy and management control purposes. The Handbook for the Preparation of the Individual Procurement Action Report (IPAR) has been designed in two sections; Procurement and Financial Assistance to support the individual forms.

DOE/HACU connections: The Hispanic Serving Institutions FEDIX/MOLIS program. Final report

The Hispanic Association of Colleges and Universities (HACU) was funded by the Department of Energy (DOE) to strengthen and expand the participation of Hispanic Serving Institutions (HSIs) in the FEDIX and MOLIS database systems begun in February of 1994. The project was a collaborative effort with Federal Information, Inc. (now named RAMS-FIE, Inc.), which maintains the FEDIX/MOLIS databases. The original purpose of the DOE/HACU Connections project was to expand the participation of HSIs in the MOLIS database, to train HSI faculty and staff on FEDIX and MOLIS, and to increase the use of the FEDIX database by HSIs. The expanded participation of HSIs provided their faculty, administrators, and students the opportunity to learn about the wide variety of DOE and other participating federal agencies research, contract, grant, and educational programs information available on FEDIX. Similarly, the expanded participation of HSIs provided DOE and other participating federal agencies with greater information regarding HSI research and training capabilities and interests. A key outcome of this DOE/HACU effort was the impact of the training provided to the HSI faculty and administrators. Bibliography of work on the heterogeneous photocatalytic removal of hazardous compounds from water and air: Update Number 1 to June, 1995

This report is an update of a bibliography, published in May, 1994, of research performed on the photocatalytic oxidation of organic or inorganic compounds in air or water and on the photocatalytic reduction of metal-containing ions in water. The general focus of the research is on removing hazardous contaminants from air water to meet environmental or health regulations. The processes covered are based on the application of heterogeneous photocatalysts. The current state-of-the-art in catalysts are forms of titanium dioxide or modifications of titanium dioxide, but work on other heterogeneous catalysts is also included in this compilation. This update contains 574 references, most published between January, 1993 and June, 1995, but some references are from earlier work that were not included in the previous report. A new section has been added which gives information about companies that are active in providing products based on photocatalytic processes or that can provide pilot, demonstration, or commercial-scale water- or air-treatment systems. Key words, assigned by the author of this report, have been included with the citations in the listing of the bibliography.

U.S. Department of Energy student research participation programs. Underrepresented minorities in U.S. Department of Energy student research participation programs

The purpose of this study was to identify those particular aspects of US Department of Energy (DOE) research participation programs for undergraduate and graduate students that are most associated with attracting and benefiting underrepresented minority students and encouraging them to pursue careers in science, engineering, and technology. A survey of selected former underrepresented minority participants, focus group analysis, and critical incident analysis serve as the data sources for this report. Data collected from underrepresented minority participants indicate that concerns expressed and suggestions made for conducting student research programs at DOE contractor facilities are not remarkably different from those made by all participants involved in such student research participation programs. With the exception of specific suggestions regarding recruitment, the findings summarized in this report can be interpreted to apply to all student research participants in DOE national laboratories. Clearly defined assignments, a close mentor-student association, good communication, and an opportunity to interact with other participants and staff are those characteristics that enhance any educational program and have positive impacts on career development.
