Developing commercial energy crops for power generation by the year 2000 is the focus of the DOE/USDA sponsored Biomass Power for Rural Development project. The New York based Salix Consortium project is a multi-partner endeavor, implemented in three stages. Phase-I, Final Design and Project Development, will conclude with the preparation of construction and/or operating permits, feedstock production plans, and contracts ready for signature. Field trials of willow (Salix) have been initiated at several locations in New York (Tully, Lockport, King Ferry, La Facette, Massena, and Himrod) and co-firing tests are underway at Greenidge Station (NYSEG). Phase-II of the project will focus on scale-up of willow crop acreage, construction of co-firing facilities at Dunkirk Station (NMPC), and final modifications for Greenidge Station. There will be testing of the energy crop as part of the gasification trials expected to occur at BED`s McNeill power station and potentially at one of GPU`s facilities. Phase-III will represent full-scale commercialization of the energy crop and power generation on a sustainable basis. Willow has been selected as the energy crop of choice for many reasons. Carbon dioxide, hydrographic, and chemical data obtained during the Thomas Washington Cruise TUNES-3 in the equatorial Pacific Ocean (WOCE Section P16C)

This data documentation discusses the procedures and methods used to obtain total carbon dioxide (TCO{sub 2}), total alkalinity (TALK), hydrographic, and chemical data during the Research Vessel Thomas Washington Expedition TUNES-3 in the Equatorial Pacific Ocean (Section P16C). Conducted as a part of the World Ocean Circulation Experiment (WOCE), the cruise began in Papeete, Tahiti, on August 31, 1991, and finished in Honolulu, Hawaii, on October 1, 1991. WOCE Meridional Section P16C along 150{degree}W and between 18{degree}S and 19{degree}N was completed during the 31-day expedition. All 105 hydrographic and 8 large-volume stations were completed to the full water column depth. Station spacing was 30 nautical miles (nm), except between 3{degree}N and 3{degree}S where it was 10 nm. Twenty-five bio-optics stations were sampled for the Joint Global Ocean Flux Study, and at 21 stations carbon dioxide measurements were provided for the US Department of Energy`s CO{sub 2} program. Hydrographic and chemical measurements made along WOCE Section P16C included pressure, temperature, salinity, and oxygen measured by conductivity, temperature, and depth sensor; and bottle salinity, oxygen, phosphate, nitrate, nitrite, silicate, chlorofluorocarbon (CFC)-11, CFC-12, TCO{sub 2}, and TALK. In addition, potential temperatures were calculated from the measured variables.

Sunrayce 1995. Technical report

From June 20-29, 1995, more than a thousand college and university students from across North America tested their solar cars and strategies against the environment in Sunrayce 95. The 1,250-mile race, from Indiana to Colorado, is the third in a series of collegiate solar-car races across the United States. The tradition began in 1990 with the GM Sunrayce USA from Florida to Michigan. In 1993, the tradition continued as 34 solar cars raced more than 1,100 miles from Texas to Minnesota in Sunrayce 93. The U.S. Department of Energy, General Motors Corporation, and other organizations teamed together in a unique partnership between government and industry to sponsor Sunrayce 95. Their goal was to make learning exciting and relevant to today`s concerns and to demonstrate that brain power is more important than horsepower.

Handbook for preparation of Individual Procurement Action Report

The Procurement and Assistance Data System (PADS) provides a mechanism for collecting, assembling, organizing, and presenting acquisition and assistance data for the Department of Energy (DOE). This handbook and associated documents establish a uniform system to report acquisition/assistance data to PADS for the collection, processing, and dissemination of official statistical data on the Department`s acquisition and assistance actions. The data provides, based on information available at the time of request, a basis for any recurring and special reports to the senior procurement executive, Congress, General Accounting Office (GAO), Federal executive agencies, Office of management and Budget (OMB), and the general public. It provides information for measuring and assessing the extent to which small business firms and small disadvantages business enterprises are sharing in DOE placement, and for other acquisition and assistance policy and management control purposes. The Handbook for the Preparation of the Individual Procurement Action Report (IPAR) has been designed in two sections; Procurement and Financial Assistance to support the individual forms.

U.S. Department of Energy student research participation programs. Underrepresented minorities in U.S. Department of Energy student research participation programs

The purpose of this study was to identify those particular aspects of US Department of Energy (DOE) research participation programs for undergraduate and graduate students that are most associated with attracting and benefiting underrepresented minority students and encouraging them to pursue careers in science, engineering, and technology. A survey of selected former underrepresented minority participants, focus group analysis, and critical incident analysis serve as the data sources for this report. Data collected from underrepresented minority participants indicate that concerns expressed and suggestions made for conducting student research programs at DOE contractor facilities are not remarkably different from those made by all participants involved in such student research participation programs. With the exception of specific suggestions regarding recruitment, the findings summarized in this report can be interpreted to apply to all student research participants in DOE national laboratories. Clearly defined assignments, a close mentor-student association, good communication, and an opportunity to interact with other participants and staff are those characteristics that enhance any educational program and have positive impacts on career development.

The North Atlantic Ocean is characterized by an intense meridional circulation cell carrying near-surface waters of tropical and subtropical origin northward and deep waters of arctic and subarctic origin southward. The related {open_quotes}overturning{close_quotes} is driven by the sinking of water masses at high latitudes. The overturning rate and thus the intensity of the meridional transports of mass, heat, and salt, is an important control parameter for the modeling of the ocean`s role in climate. The Research Vessel (R/V) Meteor Cruise 18/1 was one in a series of cruises in the North Atlantic that started in March 1991 and continued until 1995. This data documentation discusses the procedures and methods used to measure total carbon dioxide (TCO{sub 2}) and total alkalinity (TALK) at hydrographic stations, as well as underway partial pressure of CO{sub 2} (pCO{sub 2}) measured during the RIV Meteor Cruise 18/1 in the North Atlantic Ocean (Section A1E). Conducted as part of the World Ocean Circulation Experiment (WOCE) and the German North Atlantic Overturning Rate Determination expedition, the cruise began in Reykjavik, Iceland, on September 2, 1991, and ended after 24 days at sea in Hamburg, Germany, on September 25, 1991. This Report summarizes the waste generation and pollution prevention activities of the major operational sites in the Department of Energy (DOE). We are witnessing progress in waste reduction from routine operations that are the focus of Department-wide reduction goals set by the Secretary on May 3,1996. The goals require that by the end of 1999, we reduce, recycle, reuse, and otherwise avoid waste generation to achieve a 50 percent reduction over 1993 levels. This Report provides the first measure of our progress in waste reduction and recycling against our 1993 waste generation baseline. While we see progress in reducing waste from our normal operations, we must begin to focus attention on waste generated by cleanup and facilities stabilization activities that are the major functions of the Office of Environmental Management. Reducing the generation of waste is one of the seven principles that I have established for the Office of Environmental Management Ten Year Plan. As part of our vision to complete a major portion of the environmental cleanup at DOE sites over the next ten years, we must utilize the potential of the pollution prevention program to reduce the cost of our cleanup program.
