Operational Contract Support: Management and Oversight Improvements Needed in Afghanistan (open access)

Operational Contract Support: Management and Oversight Improvements Needed in Afghanistan

A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Defense (DOD) has taken steps to enhance its existing training program for contracting officer’s representatives (CORs), but the required training does not fully prepare them to perform their contract oversight duties in contingency areas such as Afghanistan. DOD requires that CORs be qualified by training and experience commensurate with the responsibilities to be delegated to them. DOD took several actions to enhance its training program, such as developing a CORs training course with a focus on contingency operations. However, GAO found that CORs are not prepared to oversee contracts because the required training does not include specifics on how to complete written statements of work and how to operate in Afghanistan’s unique contracting environment. For example, DOD contracting personnel told GAO about opening delays and additional expenses related to the construction of a dining facility, which was originally constructed without a kitchen because it was not included in the original statement of work. In some cases, contract-specific training was not provided at all. In addition, not all oversight personnel such as commanders and senior leaders receive training to perform contract oversight and management …

Oral History Interview with Al D'Agostino, April 19, 2012

The National Museum of the Pacific War presents an oral interview with Al D’Agostino. D’Agostino joined the Merchant Marine in 1945 and received training in Brooklyn. Upon completion, he was assigned to the SS Monterey where he worked as a butcher. His first trip to the Pacific was transporting European troops, who were unhappy about the looming invasion of Japan. The war ended while the Monterey was in transit, and the soldiers returning home were a much happier bunch. Even more joyful was the reunion of families when the Monterey picked up war brides and their babies from all over the Pacific and brought them back to the States. He transferred to a Liberty ship that brought German war criminals back to the States from South America, although he believes that the majority of the passengers were actually concentration camp survivors. D’Agostino was discharged but was drafted again during the Korean War and served as a radio relay operator atop a mountain in dangerous and harsh winter conditions. When he was discharged a second time, he applied his kitchen experience and attended Cornell’s hotel school. D’Agostino became the director of food service for Trans World Airlines. Before retiring, he moved …

Multifamily Ventilation Retrofit Strategies (open access)

Multifamily Ventilation Retrofit Strategies

In multifamily buildings, central ventilation systems often have poor performance, overventilating some portions of the building (causing excess energy use), while simultaneously underventilating other portions (causing diminished indoor air quality). BSC and Innova Services Corporation performed a series of field tests at a mid-rise test building undergoing a major energy audit and retrofit, which included ventilation system upgrades.

Leveraging Limited Scope for Maximum Benefit in Occupied Renovation of Uninsulated Cold Climate Multifamily Housing

This project examines a large-scale renovation project within a 500 unit, 1960's era subsidized urban housing community. This research focuses on the airflow control and window replacement measures implemented as part of the renovations to the low-rise apartment buildings. The window replacement reduced the nominal conductive loss of the apartment enclosure by approximately 15%; air sealing measures reduced measured air leakage by approximately 40% on average.

Achieving Very High Efficiency and Net Zero Energy in an Existing Home in a Hot-Humid Climate: Long-Term Utility and Monitoring Data (Revised)

This study summarizes the first six months of detailed data collected on a single family home that experienced a series of retrofits targeting reductions in energy use. The project was designed to develop data on how envelope modifications and renewable measures can result in considerable energy reductions and potentially net zero energy for an existing home. Originally published in February 2012, this revised version of the report contains further research conducted on the Parker residence. Key updates include one full year of additional data, an analysis of cooling performance of the mini-split heat pump, an evaluation of room-to-room temperature distribution, and an evaluation of plug-in automobile charging performance, electricity consumption, and load shape.

Strategy Guideline: High Performance Residential Lighting

The Strategy Guideline: High Performance Residential Lighting has been developed to provide a tool for the understanding and application of high performance lighting in the home. The high performance lighting strategies featured in this guide are drawn from recent advances in commercial lighting for application to typical spaces found in residential buildings. This guide offers strategies to greatly reduce lighting energy use through the application of high quality fluorescent and light emitting diode (LED) technologies. It is important to note that these strategies not only save energy in the home but also serve to satisfy the homeowner's expectations for high quality lighting.

The Use of Conjugate Reinforcement in Autism Treatment Programs: a Demonstration and Discussion (open access)

The Use of Conjugate Reinforcement in Autism Treatment Programs: a Demonstration and Discussion

The effect of a reinforcer on behavior is largely determined by the schedule in which it is implemented. One type of reinforcement schedule that has not been explored extensively is conjugate reinforcement. Previous researchers have used conjugate schedules to evaluate a reinforcer's effects on behavior and as an assessment tool. However, none have explored how to effectively engineer conjugate schedules in applied settings. The current study explores the effectiveness of conjugate reinforcement implemented by several interventionists across a variety of responses, reinforcers, and in a wide range of participants with autism. The results indicated that delivering social, audio/visual, and tangible stimuli in a conjugate schedule resulted in increased durations of various target responses (e.g. social skills, motor skills) and non-targeted measures (e.g., approach, social bids, speed) across participants. Considerations regarding reinforcer and response selection in implementing conjugate schedules in applied settings are provided.
