A Comparative Study of Mexican American and Anglo Dropouts in a Large Metropolitan School District in Texas

The problem of this study has been an investigation and comparison of the school dropout rates of Mexican American and Anglo Students and their reasons for leaving school in a large metropolitan school district in Texas. The specific purposes were (1) to ascertain the dropout rates of Mexican American and Anglo students within similar socioeconomic status and to compare these rates; (2) to compare the reasons for dropping out of school given by Mexican American and Anglo students; and (3) to delineate the implications for the school district's instructional program and its operation. Based on an analysis of the findings of this study, the following conclusions were formulated: (1) the school district studied is not meeting the needs of Mexican American students, particularly Mexican American females; (2) it can be expected that Mexican American female students are more likely to drop out than are Anglo females; and (3) Mexican American and Anglo dropouts do not believe that there is anyone on the school staff in whom they can confide their decision to drop out.

The Effects of an Achievement Motivation Program on the Self-Concepts of Selected Ninth-Grade Students Representing Three Ethnic Groups

The problem with which this investigation was concerned was that of determining the effects that an achievement motivation program had on changing the self-concepts and academic achievement among ninth-grade students in a triethnically mixed junior high school. The subjects for this study were ninth-grade students from a large southwestern city. The experimental program was conducted in a junior high school composed of Anglo, Mexican-American, and Negro students of approximately 30 per cent, 40 per cent, and 30 per cent ratios, respectively. The comparison school was an adjoining area with approximately the same ethnic mixture. In measuring changes in self-concept, the Piers-Harris Children's Self-Concept Scale was used. Teacher-assigned grades converted to numerical equivalents were used in measuring changes in academic achievement. All hypotheses were tested at the .05 level of confidence by using two by three analysis of covariance. All data were entered on computer cards, using computer services of North Texas State University.

The Process Used to Select High School Principals in the Large-City School Districts of the Nation

The problem of this study was to examine the selection process used in the appointment of high school principals in the forty-eight large-city school districts of the nation. The purposes of this study were (1) to examine how principals of high schools in large-city districts are selected, and (2) to determine the criteria considered important in the selection process. In order to conduct this investigation a questionnaire was developed. The questionnaire was validated by a twelve-member panel composed of eleven public school administrators and a former United States Commissioner of Education. Significant findings which tend to be supported by the data are: 1. Human relations skills were considered as being most important in selecting principals. 2. Superintendents placed little value on the personal traits of candidates. 3. Instructional skills ranked third in importance. 4. The selection process depended heavily on biographical data and the use of the interview. 5. Teaching experience and a master's degree are essential. 6. Assistant superintendents are involved in the selection process more often than any other group, but superintendents are most influential in the selection process. 7. A Study of Procedures and Methods Elementary School Principals in Texas Utilized to Implement the State-Supported Kindergarten Program

The problem with which this investigation is concerned is that of determining the procedures and methods elementary school principals in Texas utilized to implement the state-supported kindergarten program. A questionnaire was developed and content validity established by five authorities in the field of early childhood education. The questionnaire was forwarded to 100 randomly selected elementary school principals in Texas, and 94 percent returned the completed form. This study has a twofold purpose. The first is to describe the most frequently used procedures to implement the state-supported kindergarten program. The second is to identify those procedures used that are not educationally beneficial to young children to assist in statewide planning.

A Model Curriculum for High School Metallurgy

The problem of this study is the development of a model curriculum for high school metallurgy students. The study was made at the Skyline Career Development Center of the Dallas Independent School District, Dallas, Texas. The study has three purposes. In addition to providing a model curriculum for high school metallurgy students, a second purpose is to describe the developmental processes by which the curriculum was derived. The third purpose is the evaluation of the basis of the content of the model curriculum. It was found that of the 76 concept-relationships stated, 64 were true as originally written according to the established rating criteria. It was also found that 64 of the 76 concept relationships stated were appropriate for understanding by high school students, although the two lists of 64 concepts were not identical. The unapproved concept statements were deleted or rewritten according to the established criteria. Only one of the 33 skills listed received a low rating. It was further found from a report of the metallurgy instructor that the 21 high school students in the metallurgy program had attempted a cumulative total of 374 of the 33 behavioral objectives in the curriculum and had accomplished a total of …

Authoritarianism and Selected Trait Patterns of School Administrators: Seventeen Case Studies

This study was concerned with analyzing selected Texas school administrators in an attempt to locate intrapersonal patterns of (1) values, (2) leadership traits, (3) personality traits, (4) critical thinking ability, (5) perception, and authoritarianism. A second aspect was correlating these profiles with each other. The study had a threefold purpose. The first was to perform a detailed analysis of school administrators to determine selected intrapersonal patterns. The second was to determine possible relationships between these selected profiles. The third was to generate plausible hypotheses for testing the intrapersonal patterns found and for determining the magnitude of any existing relationships. The case studies revealed the uniqueness of each participant in this study. With the possible exception of one individual, certain weaknesses were evident in each of the participants. Canonical correlation and the Pearson correlation of D matrices determined that a relationship existed between many of the profiles. Eight hypotheses were presented at the close of the study as guides for additional research. The results of this study indicated that further research was justified in these particular areas. A Comparison of Two Models for Training Personnel for Teaching the Moderately and Severely Retarded

The problem of this study is the effect of two training models on personnel who teach moderately and severely retarded children. The subjects of this study were sixty-two staff members who work with the moderately and severely retarded pupils in two large metropolitan school systems. Eighteen teachers, eighteen aides, and twenty-six volunteers participated in the study. Two observation instruments administered by trained observers were used as pre- and post-tests to measure the trainees' competencies in applying operant conditioning techniques in both group and one-to-one instructional situations. The purposes of this study were (1) to compare the effectiveness of an experiential model and a didactic model in preparing personnel to deliver cues and reinforcers when working with moderately and severely retarded children; (2) to compare the costs of equipment and supervisory personnel; and (3) to examine the relationship between the trainees' effectiveness of delivering cues and reinforcers to a group of moderately and severely retarded youngsters and the on-task behavior of those students. A Comparative Study of Policies and Procedures Used for Selection of School Board Members

This study compares present policies and procedures for selection of school board members in districts of The Council of Great City Schools with those advocated by board members, professional educators, and representatives of lay organizations. To determine present selection policies for school board members, a questionnaire was sent to the business manager of each participating district. Replies were received from twenty-one of the districts and presented in tables including number and percentage of respondents for each item. To determine opinions of board members, professional educators, and members of lay organizations, a thirty-five-item questionnaire was mailed to 190 board members, 22 school superintendents, 19 college professors, 19 PTA representatives, 22 NAACP representatives, and 11 chamber of commerce representatives. After a return of 200 usable questionnaires, data were presented in separate tables including number of respondents and percentage of respondents. Using the contingency coefficient technique for statistical analysis, null hypotheses were formulated to test relationships between the opinion of respondent groups and selection policies and procedures actually in use. This study surveys a sample of second-, fourth-, and sixth-grade teachers' proficiencies in three areas of standardized achievement test information—knowledge of standardized test terminology, interpretation of standardized tests, and application of standardized test results in program planning. A comparison is also made of teacher knowledge of standardized tests and public school administrators' expectations of teachers' skills. The purposes of the study were to determine elementary teachers' knowledge of standardized achievement test terminology, interpretation and application of test score information. This determination was made across the three variables, grade level taught, highest degree earned, and the number of years teaching experience.

Impact of Funding Changes on Selected Education Service Centers Considerations for Programming and Staffing for Continued Effectiveness in Equlizaing Educational Opportunities

The purpose of this study was three-fold: 1. To determine the amount and direction of changes in sources of funding for the Regional Education Service Centers from 1979 to 1984. 2. To determine the percent of change in programming expenditures of the Regional Education Service Centers from 1979 to 1984. 3. To rate the changes in quality of programming as perceived by the superintendents of the local school districts receiving services from 1979 to 1984. A review of the literature and a brief history of the Regional Education Service Centers of Texas were followed by tabular and narrative descriptions of the findings. Deflated data, to account for inflation, were derived by applying Bureau of Labor statistics formulas to dollar amounts supplied by the Regional Education Service Centers. Each of the five Education Service Centers included in the study experienced a decrease in total funds, due chiefly to a cut in federal and state support. Although local contributions increased in four out of five of the Regions during the five-year period, the net result to the Centers was a decrease in funding ranging from 23.2 percent to 51.8 percent. Management Stress: A Correlational Study of Pragmatic Factors Relating to Educational Administrators

This study provided administrators in a large southern metropolitan public school district an opportunity to participate in a stress-related research study. The questionnaire contained such stress-related probe areas as spiritual beliefs, preferred and imposed (perceived) orders of major-life emphasis areas, professional environment, personal-social environment, and probes into the ethical positions held by the administrators. The professional environment section contained subsets of internal (on-the-job) probes, external (political) probes, as well as personal (incentive) probes.The personal-social environment section was sub-divided into five Maslow hierarchy-of-need related probes such as physiological needs, safety-security needs, social needs, esteem needs, and self-fulfillment needs. The final section of the instrument sampled the administrators' responses to probes concerning their concepts of God, their concepts of the Bible arid their positions on eight ethical statements.

Perceptions of Texas Public School Teachers and Principals Regarding Recommendations for Educational Reform

The problem of this study was the perceptions of Texas public school teachers and principals regarding recommendations for educational reform made in April, 1983, by the National Commission on Excellence in Education. Purposes included determining those perceptions and investigating differences between them, differences among teachers1 perceptions, and differences among principals' perceptions relative to specific categories of recommendations and specific biographic variables. A random sample of 460 teachers and 180 principals, stratified equally among the state's twenty education regions, was selected from the population of public school teachers and principals on computer at the Texas Education Agency, Austin, Texas. The actual number of respondents included 224 teachers and 91 principals, or 49 percent and 51 percent respectively. The instrument used was an attitude scale developed by the investigator. The thirty-nine original recommendations made by the Commission were converted into 118 specific recommendations, more precise and easier to read according to a jury of experts. An. analysis of variance was calculated for hypotheses one, two, five, and six, and t values were calculated for hypotheses three and four. A positive approach to discipline can be expected to have a significant positive impact on students' opinions of school. 2. A positive approach to discipline can be expected to have a significant positive impact on teachers' opinions of school. 3. A positive approach to discipline can be expected to have a significant positive effect on school atmosphere as evidenced by fewer discipline cases and increased student involvement. 4. A positive approach to discipline will result in increased teacher participation in areas such as sponsorship of student clubs, mini-courses and other extracurricular activities. 5. A Study of the Effects of Three Texas School Finance Bills and Title I of the Elementary and Secondary Education Act of 1965 on Fiscal Equity in Operating Revenue

The purpose of this study was to compare per pupil receipts for operation in most school districts in Texas based on the changes in State funding provided for by three major finance bills and to analyze the effects of federal monies provided by Title I of the Elementary and Secondary Education Act of 1965 to determine the degree of equity in the State's school finance structure. The population consisted of 973 public school districts reporting all data for 1974-75, 1976-77, and 1977-78. The districts were grouped into ten wealth deciles based on School Tax Assessment Practices Board assessed property value per student in average daily attendance. A weighted mean value for each decile for each category and year of funding was computed. Correlation coefficients were computed to provide an index of relationship between the categories of dollars available per pupil for operations. Coefficients of variation were determined to express the magnitude of variation relative to the average value for each additive category for each decile.

This study sought to determine the effectiveness of an instructional program for developing creative thinking, a positive self-concept, and leadership among intellectually and academically gifted elementary students in grades four, five, and six. The purposes of the study were to determine the effect of experimental treatment on test scores measuring creativity, self-concept, and leadership; to compare the performance of the moderately intellectually gifted with that of the highly intellectually gifted; to determine whether boys or girls benefited more from instruction; and to determine whether fourth-, fifth-, or sixth-grade students achieved greater test gains after experimental treatment.

The problem with which this investigation was concerned was that of gaining a better understanding of factors which promote public school teachers' job satisfaction and the determination of the degree of impact of two specific organizational factors upon such job satisfaction. The two organizational factors are those of involvement in the decision-making process of the school district and the locus of control construct. This study had two purposes. The first was to determine if the direct involvement of classroom teachers in the decision-making process of a public school district affected their perceptions of job satisfaction. The second was to determine the relationship of locus of control on job satisfaction when teachers were directly involved in the decision-making process of a public school district.

A Study of Educational Reform Legislation, Extracurricular Activities, and No-Pass, No-Play in Texas House Bill 72

The problem of the study was to ascertain the perceptions of high school personnel and students regarding the effectiveness and implementation of the educational reforms and the No-Pass, No-Play section in Texas House Bill 72 and compare them to changes in reported student academic performances. Questionnaires were mailed to a stratified random sample of fifteen high schools in Texas. Six persons were asked to respond at each school. The sample consisted of ninety participants. In addition, each school provided forty student grade profiles, twenty from 1984 and twenty from 1986. The instrument, "Questionnaire on Texas Educational Reform Legislation, Extracurricular Activities and No-Pass, No-Play," had eighteen questions. Questions one and two provided demographic data for the study. Questions three through eighteen assessed the perceptions of high school personnel and students regarding educational reforms and the "No-Pass, No-Play" rules. Hypotheses one through four used chi-square Tests of Independence to determine the significance among variables. Hypothesis five used a t value to measure the comparison of the grade-point averages from 1984 and 1986. The Effect of the Multiple Talent Approach to Teaching on the Creative Thinking Performance of Elementary Students

The purposes of this study were to ascertain the relationship between the treatment and creativity post-test gains with independent variables of sex, grade, group, and Comprehensive Tests of Basic Skills total battery scores. Major conclusions include the following. 1. Girls appear to benefit more than boys from the Multiple Talent Approach to Teaching. 2. Fifth grade students appear to benefit more than third grade students from the Multiple Talent Approach to Teaching. 3. The creativity test score gains favoring the experimental students seem to justify the conclusion that it is potentially possible to enhance creative thinking through a teaching process.
