Joint Architecture Standard (JAS) Reliable Data Delivery Protocol (RDDP) specification.

The Joint Architecture Standard (JAS) program at Sandia National Laboratories requires the use of a reliable data delivery protocol over SpaceWire. The National Aeronautics and Space Administration at the Goddard Spaceflight Center in Greenbelt, Maryland, developed and specified a reliable protocol for its Geostationary Operational Environment Satellite known as GOES-R Reliable Data Delivery Protocol (GRDDP). The JAS program implemented and tested GRDDP and then suggested a number of modifications to the original specification to meet its program specific requirements. This document details the full RDDP specification as modified for JAS. The JAS Reliable Data Delivery Protocol uses the lower-level SpaceWire data link layer to provide reliable packet delivery services to one or more higher-level host application processes. This document specifies the functional requirements for JRDDP but does not specify the interfaces to the lower- or higher-level processes, which may be implementation-dependent.

Crystal fields, disorder, and antiferromagnetic short-range order in (Yb{sub 0.24}Sn{sub 0.76})Ru

We report extensive measurements on a new compound (Yb{sub 0.24}Sn{sub 0.76})Ru that crystallizes in the cubic CsCl structure. Valence band photoemission and L{sub 3} x-ray absorption show no divalent component in the 4f configuration of Yb. Inelastic neutron scattering (INS) indicates that the eight-fold degenerate J-multiplet of Yb{sup 3+} is split by the crystalline electric field (CEF) into a Γ{sub 7} doublet ground state and a Γ{sub 8} quartet at an excitation energy 20 meV. The magnetic susceptibility can be fit very well by this CEF scheme under the assumption that a Γ{sub 6} excited state resides at 32 meV; however, the Γ{sub 8}/Γ{sub 6} transition expected at 12 meV was not observed in the INS. The resistivity follows a Bloch-Grüneisen law shunted by a parallel resistor, as is typical of systems subject to phonon scattering with no apparent magnetic scattering. All of these properties can be understood as representing simple local moment behavior of the trivalent Yb ion. At 1 K, there is a peak in specific heat that is too broad to represent a magnetic phase transition, consistent with absence of magnetic reflections in neutron diffraction. Fielding the magnetically applied pressure-shear technique on the Z accelerator (completion report for MRT 4519).

The recently developed Magnetically Applied Pressure-Shear (MAPS) experimental technique to measure material shear strength at high pressures on magneto-hydrodynamic (MHD) drive pulsed power platforms was fielded on August 16, 2013 on shot Z2544 utilizing hardware set A0283A. Several technical and engineering challenges were overcome in the process leading to the attempt to measure the dynamic strength of NNSA Ta at 50 GPa. The MAPS technique relies on the ability to apply an external magnetic field properly aligned and time correlated with the MHD pulse. The load design had to be modified to accommodate the external field coils and additional support was required to manage stresses from the pulsed magnets. Further, this represents the first time transverse velocity interferometry has been applied to diagnose a shot at Z. All subsystems performed well with only minor issues related to the new feed design which can be easily addressed by modifying the current pulse shape. Despite the success of each new component, the experiment failed to measure strength in the samples due to spallation failure, most likely in the diamond anvils. Order and disorder in the local and long-range structure of the spin-glass pyrochlore, Tb{sub 2}Mo{sub 2}O{sub 7}

To understand the origin of the spin-glass state in molybdate pyrochlores, the structure of Tb{sub 2}Mo{sub 2}O{sub 7} is investigated using two techniques: the long-range lattice structure was measured using neutron powder diffraction (NPD), and local structure information was obtained from the extended x-ray absorption fine structure (EXAFS) technique. While the long-range structure appears generally well ordered, enhanced mean-squared site displacements on the O(1) site and the lack of temperature dependence of the strongly anisotropic displacement parameters for both the Mo and O(1) sites indicate some disorder exists. Likewise, the local structure measurements indicate some Mo-Mo and Tb-O(1) nearest-neighbor disorder exists, similar to that found in the related spin-glass pyrochlore, Y{sub 2}Mo{sub 2}O{sub 7}. Although the freezing temperature in Tb{sub 2}Mo{sub 2}O{sub 7}, 25 K, is slightly higher than in Y{sub 2}Mo{sub 2}O{sub 7}, 22 K, the degree of local pair distance disorder is actually less in Tb{sub 2}Mo{sub 2}O{sub 7}. This apparent contradiction is considered in light of the interactions involved in the freezing process.

SELECTION OF SURPLUS PLUTONIUM MATERIALS FOR DISPOSITION TO WIPP

The U.S. Department of Energy (DOE) is preparing a Surplus Plutonium Disposition (SPD) Supplemental Environmental Impact Statement (SEIS). Included in the evaluation are up to 6 metric tons (MT) of plutonium in the form of impure oxides and metals for which a disposition plan has not been decided, among options that include preparation as feed for the Mixed Oxide Fuel Fabrication Facility; disposing to high-level waste through the Savannah River Site (SRS) HB Line and H Canyon; can-in-canister disposal using the SRS Defense Waste Processing Facility; and preparation for disposal at the Waste Isolation Pilot Plant (WIPP). DOE and SRS have identified at least 0.5 MT of plutonium that, because of high levels of chemical and isotopic impurities, is impractical for disposition by methods other than the WIPP pathway. Characteristics of these items and the disposition strategy are discussed.

RHIC Performance During the FY10 200 GeV Au+Au Heavy Ion Run

Since the last successful RHIC Au+Au run in 2007 (Run-7), the RHIC experiments have made numerous detector improvements and upgrades. In order to benefit from the enhanced detector capabilities and to increase the yield of rare events in the acquired heavy ion data a significant increase in luminosity is essential. In Run-7 RHIC achieved an average store luminosity of <L> = 12 x 10{sup 26} cm{sup -2} s{sup -1} by operating with 103 bunches (out of 111 possible), and by squeezing to {beta}* = 0.85 m. This year, Run-10, we achieved <L> = 20 x 10{sup 26} cm{sup -2} s{sup -1}, which put us an order of magnitude above the RHIC design luminosity. To reach these luminosity levels we decreased {beta}* to 0.75 m, operated with 111 bunches per ring, and reduced longitudinal and transverse emittances by means of bunched-beam stochastic cooling. In addition we introduced a lattice to suppress intra-beam scattering (IBS) in both RHIC rings, upgraded the RF control system, and separated transition crossing times in the two rings. We present an overview of the changes and the results of Run-10 performance.

RHIC Performance for FY2011 Au+Au Heavy Ion Run

Following the Fiscal Year (FY) 2010 (Run-10) Relativistic Heavy Ion Collider (RHIC) Au+Au run, RHIC experiment upgrades sought to improve detector capabilities. In turn, accelerator improvements were made to improve the luminosity available to the experiments for this run (Run-11). These improvements included: a redesign of the stochastic cooling systems for improved reliability; a relocation of 'common' RF cavities to alleviate intensity limits due to beam loading; and an improved usage of feedback systems to control orbit, tune and coupling during energy ramps as well as while colliding at top energy. We present an overview of changes to the Collider and review the performance of the collider with respect to instantaneous and integrated luminosity goals. At the conclusion of the FY 2011 polarized proton run, preparations for heavy ion run proceeded on April 18, with Au+Au collisions continuing through June 28. Our standard operations at 100 GeV/nucleon beam energy was bracketed by two shorter periods of collisions at lower energies (9.8 and 13.5 GeV/nucleon), continuing a previously established program of low and medium energy runs. Table 1 summarizes our history of heavy ion operations at RHIC.

During the second half of Run-9, the Relativisitc Heavy Ion Collider (RHIC) provided polarized proton collisions at two interaction points. The spin orientation of both beams at these collision points was controlled by helical spin rotators, and physics data were taken with different orientations of the beam polarization. Recent developments and improvements will be presented, as well as luminosity and polarization performance achieved during Run-9.
