This report identifies recess appointments made by President George W. Bush from the time he took office on January 20, 2001, through October 31, 2008. Basic descriptive statistics regarding these appointments are also provided.

The history of child labor in America is long and unsavory. It dates back to the founding of the United States. Traditionally, most children, except for the privileged few, has always worked - either for their parents or for an outside employer. Through the years, however, child labor practices have changed. This report details the history of child labor in American, the Child Labor Under the Fair Labor Standards Act, the re-emergence of the child labor issue in the late 20th century, and child labor initiatives in the 108th,109th, and 110th Congresses.

Today's 911 system is built on an infrastructure of analog technology that does not support many of the features that most Americans expect are part of an emergency response. Recognizing the importance of providing effective 911 service, Congress has passed three major bills supporting improvements in the handling of 911 emergency calls. This report includes a detailed overview of the 911 system, as well as related legislation and policies currently in consideration by Congress.

In the United States, the general rule, which derives from common law, is that each side in a legal proceeding pays for its own attorney. There are many exceptions, however, in which federal courts, and occasionally federal agencies, may order the losing party to pay the attorneys' fees of the prevailing party. There are roughly two hundred statutory exceptions, which were generally enacted to encourage private litigation to implement public policy.

This report seeks to shed light on whether Senate processing of lower court nominations, particularly to the courts of appeals, has tended over recent decades to slow down in presidential election years. The report begins by reviewing recent debate, and historical events dating back to 1980, concerning whether the Senate and its Judiciary Committee customarily observe a practice referred to as the "Thurmond rule."
