The 9/11 Commission Report: Final Report of the National Commission on Terrorist Attacks Upon the United States

The official Government edition of the Final Report of the National Commission on Terrorist Attacks Upon the United States (also known as the 9-11 Commission, an independent, bipartisan commission created by congressional legislation and the signature of President George W. Bush in late 2002), provides a full and complete account of the circumstances surrounding the September 11, 2001 terrorist attacks, including preparedness for and the immediate response to the attacks. Provides recommendations designed to guard against future attacks.

14th Workshop on Crystalline Silicon Solar Cells & Modules: Materials and Processes; Extended Abstracts and Papers (open access)

14th Workshop on Crystalline Silicon Solar Cells & Modules: Materials and Processes; Extended Abstracts and Papers

The 14th Workshop will provide a forum for an informal exchange of technical and scientific information between international researchers in the photovoltaic and relevant non-photovoltaic fields. It will offer an excellent opportunity for researchers in private industry and at universities to prioritize mutual needs for future collaborative research. The workshop is intended to address the fundamental properties of PV silicon, new solar cell designs, advanced solar cell processing techniques, and cell-related module issues. A combination of oral presentations by invited speakers, poster sessions, and discussion sessions will review recent advances in crystal growth, new cell designs, new processes and process characterization techniques, cell fabrication approaches suitable for future manufacturing demands, and solar cell encapsulation. This year's theme, ''Crystalline Si Solar Cells: Leapfrogging the Barriers,'' reflects the continued success of crystalline Si PV in overcoming technological barriers to improve solar cell performance and lower the cost of Si PV. The workshop will consist of presentations by invited speakers, followed by discussion sessions. In addition, there will be two poster sessions presenting the latest research and development results. Some presentations will address recent technologies in the microelectronics field that may have a direct bearing on PV. The sessions will include: Advances in …

2004 Initial Assessments of Closure for the S-SX Tank Farm: Numerical Simulations (open access)

2004 Initial Assessments of Closure for the S-SX Tank Farm: Numerical Simulations

In support of CH2M HILL Hanford Group, Inc.'s (CHG) preparation of a Field Investigative Report (FIR) for the closure of the Hanford Site Single-Shell Tank (SST) Waste Management Area (WMA) tank farms, a set of numerical simulations of flow and solute transport was executed to investigate different potential contaminant source scenarios that may pose long-term risks to groundwater from the closure of the S-SX Tank Farm. This report documents the simulation of 7 cases (plus two verification) involving two-dimensional cross sections through the S Tank Farm (Tanks S-101, S102, and S-103) and the simulation of one case involving three-dimensional domain of the S Tank Farm. Using a unit release scenario at Tank S-103, three different types of leaks were simulated. These simulations assessed the effect of leaks during retrieval as well as residual wastes and ancillary equipment after closure. Two transported solutes were considered: uranium-238 (U-238) and technetium-99 (Tc 99). To evaluate the effect of sorption on contaminant transport, six different sorption coefficients were simulated for U 238. Overall, simulations results for the S Tank Farm showed that only a small fraction (< 0.4%) of the U-238 with sorption coefficients  0.6 mL/g migrated from the vadose zone in all …

Advanced nuclear energy analysis technology. (open access)

Advanced nuclear energy analysis technology.

A two-year effort focused on applying ASCI technology developed for the analysis of weapons systems to the state-of-the-art accident analysis of a nuclear reactor system was proposed. The Sandia SIERRA parallel computing platform for ASCI codes includes high-fidelity thermal, fluids, and structural codes whose coupling through SIERRA can be specifically tailored to the particular problem at hand to analyze complex multiphysics problems. Presently, however, the suite lacks several physics modules unique to the analysis of nuclear reactors. The NRC MELCOR code, not presently part of SIERRA, was developed to analyze severe accidents in present-technology reactor systems. We attempted to: (1) evaluate the SIERRA code suite for its current applicability to the analysis of next generation nuclear reactors, and the feasibility of implementing MELCOR models into the SIERRA suite, (2) examine the possibility of augmenting ASCI codes or alternatives by coupling to the MELCOR code, or portions thereof, to address physics particular to nuclear reactor issues, especially those facing next generation reactor designs, and (3) apply the coupled code set to a demonstration problem involving a nuclear reactor system. We were successful in completing the first two in sufficient detail to determine that an extensive demonstration problem was not feasible at …

Advanced Signal Analysis for Forensic Applications of Ground Penetrating Radar (open access)

Advanced Signal Analysis for Forensic Applications of Ground Penetrating Radar

Ground penetrating radar (GPR) systems have traditionally been used to image subsurface objects. The main focus of this paper is to evaluate an advanced signal analysis technique. Instead of compiling spatial data for the analysis, this technique conducts object recognition procedures based on spectral statistics. The identification feature of an object type is formed from the training vectors by a singular-value decomposition procedure. To illustrate its capability, this procedure is applied to experimental data and compared to the performance of the neural-network approach.
