Ranking of Texas reservoirs for application of carbon dioxide miscible displacement
Of the 431 reservoirs screened, 211 projected revenue that exceeded cost, ie, were profitable. Only the top 154 reservoirs, however, showed a profit greater than 30%. The top 10 reservoirs predicted a profit of at least 80%. Six of the top ten were Gulf Coast sandstones. The reservoirs are representative of the most productive discoveries in Texas; they account for about 72% of the recorded 52 billion barrels oil production in the State. Preliminary evaluation in this study implied that potential production from CO{sub 2}-EOR could be as much as 4 billion barrels. In order to enhance the chances of achieving this, DOE should consider a targeted outreach program to the specific independent operators controlling the leases. Development of ownership/technical potential maps and an outreach program should be initiated to aid this identification.

National Ignition Facility project acquisition plan
The purpose of this National Ignition Facility Acquisition Plan is to describe the overall procurement strategy planned for the National Ignition Facility (NIF) Project. The scope of the plan describes the procurement activities and acquisition strategy for the following phases of the NIF Project, each of which receives either plant and capital equipment (PACE) or other project cost (OPC) funds: Title 1 and 2 design and Title 3 engineering (PACE); Optics manufacturing facilitization and pilot production (OPC); Convention facility construction (PACE); Procurement, installation, and acceptance testing of equipment (PACE); and Start-up (OPC). Activities that are part of the base Inertial Confinement Fusion (ICF) Program are not included in this plan. The University of California (UC), operating Lawrence Livermore National Laboratory (LLNL) and Los Alamos National Laboratory, and Lockheed-Martin, which operates Sandia National Laboratory (SNL) and the University of Rochester Laboratory for Laser Energetics (UR-LLE), will conduct the acquisition of needed products and services in support of their assigned responsibilities within the NIF Project structure in accordance with their prime contracts with the Department of Energy (DOE). LLNL, designated as the lead Laboratory, will have responsibility for all procurements required for construction, installation, activation, and startup of the NIF.

Maintenance and operations contractor plan for transition to the project Hanford management contract (PHMC)
This plan has been developed by Westinghouse Hanford Company (WHC), and its subcontractors ICF Kaiser Hanford (ICF KH) and BCS Richland, Inc. (BCSR), at the direction of the US Department of Energy (DOE), Richland Operations Office (RL). WHC and its subcontractors are hereafter referred to as the Maintenance and Operations (M and O) Contractor. The plan identifies actions involving the M and O Contractor that are critical to (1) prepare for a smooth transition to the Project Hanford Management Contractor (PHMC), and (2) support and assist the PHMC and RL in achieving transition as planned, with no or minimal impact to ongoing baseline activities. The plan is structured around two primary phases. The first is the pre-award phase, which started in mid-February 1996 and is currently scheduled to be completed on June 1, 1996, at which time the contract is currently planned to be awarded. The second is the follow-on four-month post-award phase from June 1, 1996, until October 1, 1996. Considering the magnitude and complexity of the scope of work being transitioned, completion in four months will require significant effort by all parties. Sodium/sulfur battery engineering for stationary energy storage. Final report
The use of modular systems to distribute power using batteries to store off-peak energy and a state of the art power inverter is envisioned to offer important national benefits. A 4-year, cost- shared contract was performed to design and develop a modular, 300kVA/300-kWh system for utility and customer applications. Called Nas-P{sub AC}, this system uses advanced sodium/sulfur batteries and requires only about 20% of the space of a lead-acid-based system with a smaller energy content. Ten, 300-VDC, 40-kWh sodium/sulfur battery packs are accommodated behind a power conversion system envelope with integrated digital control. The resulting design facilities transportation, site selection, and deployment because the system is quiet and non-polluting, and can be located in proximity to the load. This report contains a detailed description of the design and supporting hardware development performed under this contract.

Erosion and deposition on the Pajarito Plateau, New Mexico, and implications for geomorphic responses to late Quaternary climatic changes
The Pajarito Plateau of northern New Mexico contains a rich and diverse record of late Quaternary landscape changes in a variety of geomorphic settings that include gently-sloping mesa tops, steep canyon walls, and canyon bottoms. A broad range of investigations during the past decade, motivated by environmental and seismic hazard concerns, have resulted in examination of the characteristics, stratigraphy, and age of sediments and soils at numerous locations throughout the Plateau. Geochronologic control is provided by >140 radiocarbon dates supplemented by soil characterization and tephrochronology. In this paper we first summarize some of the results of recent and ongoing work on late Quaternary deposits on the Pajarito Plateau, illustrating both the complexity of the geomorphic record and some common elements that have been observed in multiple locations. We then use these observations, in combination with other work in the Southwest, to make some inferences about the local geomorphic response to regional climatic changes. Because the geomorphic and paleoclimatic records are fragmentary, and because the relations between large scale climate changes and local variations in precipitation, vegetation, and geomorphic processes are not fully understood, many uncertainties exist concerning the response of the local landscape to past climatic fluctuations. The South Carolina DOE/EPSCoR Graduate Traineeship Program is currently supporting 20 graduate students through Clemson University, the Medical University of South Carolina, and the University of South Carolina. Research areas include lithium batteries, analytical chemistry, supercritical fluid extraction, multiphase flow remediation, estrogenic contaminants, robotic inspection systems, transuranics and beta emitters, organic waste disposal, fiber optic sensors, sediment computer modeling, groundwater geochemistry, effect of CO{sub 2} on plant/insect interactions, molecular structure of organophosphorus compounds, environmental geology, bioremediation, and stratigraphic modeling. Literature review of environmental qualification of safety-related electric cables: Literature analysis and appendices. Volume 2
In support of the US NRC Environmental Qualification (EQ) Research Program, a literature review was performed to identify past relevant work that could be used to help fully or partially resolve issues of interest related to the qualification of low-voltage electric cable. A summary of the literature reviewed is documented in Volume 1 of this report. In this, Volume 2 of the report, dossiers are presented which document the issues selected for investigation in this program, along with recommendations for future work to resolve the issues, when necessary. The dossiers are based on an analysis of the literature reviewed, as well as expert opinions. This analysis includes a critical review of the information available from past and ongoing work in thirteen specific areas related to EQ. The analysis for each area focuses on one or more questions which must be answered to consider a particular issue resolved. Results of the analysis are presented, along with recommendations for future work. The analysis is documented in the form of a dossier for each of the areas analyzed.
