Measurements of isotope effects in the photoionization of N2 and implications for Titan's atmosphere

Isotope effects in the non-dissociative photoionization of molecular nitrogen (N2 + h nu -> N2+ + e-) may play a role in determining the relative abundances of isotopic species containing nitrogen in interstellar clouds and planetary atmospheres but have not been previously measured. Measurements of the photoionization efficiency spectra of 14N2, 15N14N, and 15N2 from 15.5 to 18.9 eV (65.6-80.0 nm) using the Advanced Light Source at Lawrence Berkeley National Laboratory show large differences in peak energies and intensities, with the ratio of the energy-dependent photoionization cross-sections, sigma(14N2)/sigma(15N14N), ranging from 0.4 to 3.5. Convolving the cross-sections with the solar flux and integrating over the energies measured, the ratios of photoionization rate coefficients are J(15N14N)/J(14N2)=1.00+-0.02 and J(15N2)/J(14N2)=1.00+-0.02, suggesting that isotopic fractionation between N2 and N2+ should be small under such conditions. In contrast, in a one-dimensional model of Titan's atmosphere, isotopic self-shielding of 14N2 leads to values of J(15N14N)/J(14N2) as large as ~;;1.17, larger than under optically thin conditions but still much smaller than values as high as ~;;29 predicted for N2 photodissociation. Since modeled photodissociation isotope effects overpredict the HC15N/HC14N ratio in Titan's atmosphere, and since both N atoms and N2+ ions may ultimately lead to the formation of HCN, …

FutureGen Project Report

This report summarizes the comprehensive siting, permitting, engineering, design, and costing activities completed by the FutureGen Industrial Alliance, the Department of Energy, and associated supporting subcontractors to develop a first of a kind near zero emissions integrated gasification combined cycle power plant and carbon capture and storage project (IGCC-CCS). With the goal to design, build, and reliably operate the first IGCC-CCS facility, FutureGen would have been the lowest emitting pulverized coal power plant in the world, while providing a timely and relevant basis for coal combustion power plants deploying carbon capture in the future. The content of this report summarizes key findings and results of applicable project evaluations; modeling, design, and engineering assessments; cost estimate reports; and schedule and risk mitigation from initiation of the FutureGen project through final flow sheet analyses including capital and operating reports completed under DOE award DE-FE0000587. This project report necessarily builds upon previously completed siting, design, and development work executed under DOE award DE-FC26- 06NT4207 which included the siting process; environmental permitting, compliance, and mitigation under the National Environmental Policy Act; and development of conceptual and design basis documentation for the FutureGen plant. In its 'Carbon Sequestration Technology Roadmap and Program Plan 2007' the U.S. Department of Energy (DOE)'s Office of Fossil Energy National Energy Technology Laboratory (NETL) identified as a major objective extended field tests to fully characterize potential carbon dioxide (CO{sub 2}) storage sites and to demonstrate the long-term storage of sequestered carbon (p. 5). Among the challenges in this area are 'improved understanding of CO{sub 2} flow and trapping within the reservoir and the development and deployment of technologies such as simulation models and monitoring systems' (p. 20). The University of Wyoming (UW), following consultations with the NETL, the Wyoming State Geological Survey, and the Governor's office, identified potential for geologic sequestration of impure carbon dioxide (CO{sub 2}) in deep reservoirs of the Moxa Arch. The Moxa Arch is a 120-mile long north-south trending anticline plunging beneath the Wyoming Thrust Belt on the north and bounded on the south by the Uinta Mountains. Several oil and gas fields along the Moxa Arch contain accumulations of natural CO{sub 2}. The largest of these is the La Barge Platform, which encompasses approximately 800 square miles. A letter report issued by the Government Accountability Office with an abstract that begins "This is GAO's eighth annual assessment of selected Department of Defense (DOD) weapon programs. The report examines how well DOD is planning and executing its weapon acquisition programs, an area that has been on GAO's high-risk list since 1990. This year's report is in response to the mandate in the joint explanatory statement to the DOD Appropriations Act, 2009. The report includes (1) observations on DOD's efforts to manage its portfolio of major defense acquisition programs; (2) an assessment of the knowledge attained by key junctures in the acquisition process for a subset of 42 weapon programs from the 2009 portfolio; (3) data on other factors that can affect program execution; and (4) examples of how DOD is implementing recent acquisition reforms. To conduct the assessment, GAO analyzed data on the composition of DOD's portfolio of major defense acquisition programs. GAO did not analyze the cost and schedule performance of the portfolio because DOD did not issue timely or complete Selected Acquisition Reports for the second consecutive presidential transition. A letter report issued by the Government Accountability Office with an abstract that begins "The American Recovery and Reinvestment Act of 2009 (Recovery Act) has provided about $6 billion in grants for three Department of Housing and Urban Development (HUD) programs that fund housing or community development. As of March 31, 2010, HUD's Capital Fund awarded nearly $3 billion in grants to 3,134 public housing agencies, the Community Development Block Grant-Recovery (CDBG-R) awarded about $1 billion to 1,167 recipients, and the Tax Credit Assistance Program (TCAP) awarded $2.25 billion to 52 state housing finance agencies. The act requires recipients to report specific information on fund use. Recipients began reporting in October 2009. This information is publicly available on Recovery.gov, the official Recovery Act Web site. As requested, for these three HUD programs, the report (1) examines what information recipients are required to report as a part of their descriptions of funded projects, and (2) assesses the extent to which descriptions of a representative sample of 219 grants in Recovery.gov are transparent in providing a basic understanding of grant activities and expected outcomes. GAO reviewed requirements for reporting in the act and Office of Management and Budget (OMB) and HUD guidance."
