Addressing Medicare Hospital Readmissions

This report highlights the issue of one-fifth of medicare patients in 2005 being readmitted to a hospital within thirty days time. These readmissions put a strain on the budget, the majority of which it is estimated may be avoidable. The report notes that Medicare as a program is working on moving around those difficulties, without reducing the quality of care.

Genocide Convention

The Convention on the Prevention and Punishment of the Crime of Genocide has been a matter of pending business before the Senate since its transmittal to that body in 1949. On May 21, 1985, the Senate Foreign Relations Committee recommended that the Senate give its advice and consent to ratification of the Convention subject to eight conditions: two reservations, five understandings, and one declaration. This report examines the differing opinions on whether and under what conditions the Senate should approve ratification of the Genocide Convention.

Emergency Communications: Broadband and the Future of 911

Today's 911 system is built on an infrastructure of analog technology that does not support many of the features that most Americans expect to be part of an emergency response. Efforts to splice newer, digital technologies onto this aging infrastructure have created points of failure where a call can be dropped or misdirected, sometimes with tragic consequences. Callers to 911, however, generally assume that the newer technologies they are using to place a call are matched by the same level of technology at the 911 call centers, known as Public Safety Answering Points (PSAPs). This report discusses possible paths toward the modernization of the 911 infrastructure.

Congressional Intervention in the Administrative Process: Legal and Ethical Considerations

This report briefly examines the currently applicable legal and ethical considerations and standards that mark the limits of interventions by Members of Congress. It reviews the judicial development and application of standards for determining whether congressional pressure or influence will be deemed to have tainted an agency proceeding. It concludes that the courts, in balancing Congress's performance of its constitutional and statutory obligations to oversee the actions of agency officials against the rights of parties before agencies, have shown a decided predilection for protecting the congressional prerogatives.
