Proceedings of the seminar on leak before break in reactor piping and vessels

The objective of the seminar was to present the current state of the art in Leak-Before-Break (LBB) methodology development, validation, and application in an international forum. With particular emphasis on industrial applications and regulatory policies, the seminar provided an opportunity to compare approaches, experiences, and codifications developed by different countries. The seminar was organized into four topic areas: status of LBB applications; technical issues in LBB methodology; complementary requirements (leak detection and inspection); LBB assessment and margins. As a result of this seminar, an improved understanding of LBB gained through sharing of different viewpoints from different countries, permits consideration of: simplified pipe support design and possible elimination of loss-of-coolant-accident (LOCA) mechanical consequences for specific cases; defense-in-depth type of applications without support modifications; support of safety cases for plants designed without the LOCA hypothesis. In support of these activities, better estimates of the limits to the LBB approach should follow, as well as an improvement in codifying methodologies. Final Long-Term Management and Storage of Elemental Mercury Environmental Impact Statement Volume1

Pursuant to the Mercury Export Ban Act of 2008 (P.L. 110-414), DOE was directed to designate a facility or facilities for the long-term management and storage of elemental mercury generated within the United States. Therefore, DOE has analyzed the storage of up to 10,000 metric tons (11,000 tons) of elemental mercury in a facility(ies) constructed and operated in accordance with the Solid Waste Disposal Act, as amended by the Resource Conservation and Recovery Act (74 FR 31723).DOE prepared this Final Mercury Storage EIS in accordance with the National Environmental Policy Act of 1969 (NEPA), as amended (42 U.S.C. 4321 et seq.), the Council on Environmental Quality (CEQ) implementing regulations (40 CFR 1500–1508), and DOE’s NEPA implementing procedures (10 CFR 1021) to evaluate reasonable alternatives for a facility(ies) for the long-term management and storage of elemental mercury. Quarterly report of RCRA groundwater monitoring data for period October 1, 1993--December 31, 1993

Hanford Site interim-status groundwater monitoring projects are conducted as either background, indicator parameter evaluation, or groundwater quality assessment monitoring programs as defined in the Resource Conservation and Recovery Act of 1976 (RCRA); and Interim Status Standards for Owners and Operators of Hazardous Waste Treatment, Storage, and Disposal Facilities, as amended (40 Code of Federal Regulations [CFR] 265). Compliance with the 40 CFR 265 regulations is required by the Washington Administrative Code (WAC) 173-303. This report contains data from Hanford Site groundwater monitoring projects. Westinghouse Hanford Company (WHC) manages the RCRA groundwater monitoring projects for federal facilities on the Hanford Site. Project management, specifying data needs, performing quality control (QC) oversight, managing data, and preparing project sampling schedules are all parts of this responsibility. Pacific Northwest Laboratory (PNL) administers the contract for analytical services and provides groundwater sampling services to WHC for the RCRA groundwater monitoring program. This quarterly report contains data received between November 20 and February 25, 1994, which are the cutoff dates for this reporting period. This report may contain not only data from the October through December quarter but also data from earlier sampling events that were not previously reported.

Many of the issues identified are of a long-standing nature and would continue to exist, in spite of the particular energy projection used. SCALE: A modular code system for performing Standardized Computer Analyses for Licensing Evaluation. Volume 1, Part 2: Control modules S1--H1; Revision 5

SCALE--a modular code system for Standardized Computer Analyses Licensing Evaluation--has been developed by Oak Ridge National Laboratory at the request of the US Nuclear Regulatory Commission. The SCALE system utilizes well-established computer codes and methods within standard analysis sequences that (1) allow an input format designed for the occasional user and/or novice, (2) automated the data processing and coupling between modules, and (3) provide accurate and reliable results. System development has been directed at problem-dependent cross-section processing and analysis of criticality safety, shielding, heat transfer, and depletion/decay problems. Since the initial release of SCALE in 1980, the code system has been heavily used for evaluation of nuclear fuel facility and package designs. This revision documents Version 4.3 of the system.

Proposed modifications to the Lower Mokelumne River Project, California: FERC Project No. 2916-004. Final environmental impact statement

This final environmental impact statement (FEIS) has been prepared for the Federal Energy Regulatory Commission (Commission) to consider modifications to the existing Lower Mokelumne River Project (LMRP) (FERC Project No. 2916-004) in California. Chinook salmon and steelhead trout populations in the lower Mokelumne River have experienced recent declines and fish kills associated, in part, with discharges from Camanche Dam. The California Department of Fish and Game and the California Sportfishing Protection Alliance have asked the Commission to investigate and correct these problems. A wide range of different mitigation actions has been proposed by parties participating in the scoping of this proceeding, and staff has evaluated these proposed actions in this assessment. The staff is recommending a combination of flow and non-flow modifications to the existing license, including new minimum flow and minimum pool elevation requirements at Camanche Reservoir, ramping rates on dam releases, interim attraction and out-migrant spike flows, instream habitat improvements, and a series of studies and monitoring to determine feasible means for solving off-site fish passage problems.

This document contains Appendix E: Toxicity Information and Uncertainty Analysis, description of methods, from the combined Remedial Investigation/Feasibility Study Report for the Clinch River/Poplar Crack (CR/PC) Operable Unit (OU). The CR/PC OU is located in Anderson and Roane Counties, Tennessee and consists of the Clinch River and several of its embayments in Melton Hill and Watts Bar Reservoirs. These waters have received hazardous substances released over a period of 50 years from the US Department of Energy`s Oak Ridge Reservation (ORR), a National Priority List site established under the Comprehensive Environmental Response, Compensation, and Liability Act. A remedial investigation has been conducted to determine the current nature and extent of any contamination and to assess the resulting risk to human health and the environment. The feasibility study evaluates remedial action alternatives to identify any that are feasible for implementation and that would effectively reduce risk. Historical studies had indicated that current problems would likely include {sup 137}Cs in sediment of the Clinch River, mercury in sediment and fish of Poplar Creek and PCBs and pesticides in fish from throughout the OU. Peak releases of mercury and {sup 137}Cs occurred over 35 years ago, and current releases are low. Past releases …

1992 Columbia River Salmon Flow Measures Options Analysis/EIS.

This Options Analysis/Environmental Impact Statement (OA/EIS) identifies, presents effects of, and evaluates the potential options for changing instream flow levels in efforts to increase salmon populations in the lower Columbia and Snake rivers. The potential actions would be implemented during 1992 to benefit juvenile and adult salmon during migration through eight run-of-river reservoirs. The Corps of Engineers (Corps) prepared this document in cooperation with the Bonneville Power Administration and the Bureau of Reclamation. The US Fish and Wildlife Service (FSWS) is a participating agency. The text and appendices of the document describe the characteristics of 10 Federal projects and one private water development project in the Columbia River drainage basin. Present and potential operation of these projects and their effects on the salmon that spawn and rear in the Columbia and Snake River System are presented. The life history, status, and response of Pacific salmon to current environmental conditions are described.
