Reactivity in the South Spoils and Hillside Dump at the Midnite Mine

The Midnite Mine is an inactive open-pit uranium mine located on the Spokane Indian Reservation in Washington State. Drill samples from two large waste rock dumps on the site, known as South Spoils and Hillside Dump, were collected with a Becker hammer drill and evaluated to determine potential of the rock to generate acid mine drainage (AMD). Waste rock at this mine contains both pyrite and uranium, and AMD effects are more complicated on this site than most in that uranium is soluble in both acidic and neutral aqueous solutions. Although AMD protocols identified 26% of the South Spoils samples as potentially acid, under 7% of the spoil samples were actually producing acid. Considerable calcite exists in the South Spoils, and weathering feldspars further contribute to acid neutralization. The Hillside Dump has low concentrations of pyrite and calcite that acid-base accounting protocols would predict to be non-acidic. Accumulation of sulfate in rocks with concentrations of less than 0.3% S causes some of those normally non-acid producing rocks to produce acid in the Hillside Dump.

Thermoacoustic natural gas liquefier

This is the final report of a two-year, Laboratory-Directed Research and Development (LDRD) project at the Los Alamos National Laboratory (LANL). This project sought to develop a natural-gas-powered natural-gas liquefier that has absolutely no moving parts and requires no electrical power. It should have high efficiency, remarkable reliability, and low cost. The thermoacoustic natural-gas liquefier (TANGL) is based on our recent invention of the first no-moving-parts cryogenic refrigerator. In short, our invention uses acoustic phenomena to produce refrigeration from heat, with no moving parts. The required apparatus comprises nothing more than heat exchangers and pipes, made of common materials, without exacting tolerances. Its initial experimental success in a small size lead us to propose a more ambitious application: large-energy liquefaction of natural gas, using combustion of natural gas as the energy source. TANGL was designed to be maintenance-free, inexpensive, portable, and environmentally benign.

Microwave annealing of ion implanted 6H-SiC

Microwave rapid thermal annealing has been utilized to remove the lattice damage caused by nitrogen (N) ion-implantation as well as to activate the dopant in 6H-SiC. Samples were annealed at temperatures as high as 1,400 C, for 10 min. Van der Pauw Hall measurements indicate an implant activation of 36%, which is similar to the value obtained for the conventional furnace annealing at 1,600 C. Good lattice quality restoration was observed in the Rutherford backscattering and photoluminescence spectra.

Hydrogeologic Investigation of the Advanced Coal Liquefaction Research and Development Facility, Wilsonville, Alabama

This document describes the geology and hydrogeology at the former Advanced Coal Liquefaction Research and Development (ACLR&D) facility in Wilsonville, Alabama. The work was conducted by personnel from the Oak Ridge National Laboratory Grand Junction office (ORNL/GJ) for the U.S. Department of Energy (DOE) Pittsburgh Energy Technology Center (PETC). Characterization information was requested by PETC to provide baseline environmental information for use in evaluating needs and in subsequent decision-making for further actions associated with the closeout of facility operations. The hydrogeologic conceptual model presented in this report provides significant insight regarding the potential for contaminant migration from the ACLR&D facility and may be useful during other characterization work in the region. The ACLR&D facility is no longer operational and has been dismantled. The site was characterized in three phases: the first two phases were an environmental assessment study and a sod sampling study (APCO 1991) and the third phase the hydraulic assessment. Currently, a Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) remedial investigation (RI) to address the presence of contaminants on the site is underway and will be documented in an RI report. This technical memorandum addresses the hydrogeologic model only.

Under this alternative, wastes would remain at the generator sites and not be emplaced at WIPP.

Rapid bioassessment methods for assessing vegetation toxicity at the Savannah River Site - germination tests and root elongation trials

Plants form the basis of all ecosystems including wetlands. Although they are the most abundant life form and are the primary producers for all other organisms, they have received the least attention when it comes to environmental matters. Higher plants have rarely been used in ecotoxicity testing and may not respond in the same manner as algae, which have been used more frequently. The introduction of hazardous waste materials into wetland areas has the potential to alter and damage the ecological processes in these ecosystems. Measuring the impact of these contaminants on higher plants is therefore important and needs further research. Higher plants are useful for detecting both herbicidal toxicity and heavy metal toxicity. For phytotoxicity tests to be practical they must be simple, inexpensive, yet sensitive to a variety of contaminants. A difference between seed germination and root elongation tests is that seed germination tests measure toxicity associated with soils directly, while root elongation tests consider the indirect effects of water-soluble constituents that may be present in site samples.

An Integrated Process Strategy has been developed to package, condition, transport, and store in an interim storage facility the spent nuclear fuel (SNF) currently residing in the K-Basins at Hanford. Information required to support the development of the condition process and to support the safety analyses must be obtained from characterization testing activities conducted on fuel samples from the Basins. Some of the information obtained in the testing was reported in PNL-10778, K-Basin Spent Nuclear Fuel Characterization Data Report (Abrefah et al. 1995). That report focused on the physical, dimensional, metallographic examinations of the first K-West (KW) Basin SNF element to be examined in the Postirradiation Testing Laboratory (PTL) hot cells; it also described some of the initial SNF conditioning tests. This second of the series of data reports covers the subsequent series of SNF tests on the first fuel element. These tests included optical microscopy analyses, conditioning (drying and oxidation) tests, ignition tests, and hydrogen content tests.

Private sector capacity for treatment, storage, and disposal (TSD) of various categories of radioactive waste has been researched and reviewed for the Idaho National Engineering Laboratory (INEL) by Lockheed Idaho Technologies Company, the primary contractor for the INEL. The purpose of this document is to provide assistance to the INEL and other US Department of Energy (DOE) sites in determining if private sector capabilities exist for those waste streams that currently cannot be handled either on site or within the DOE complex. The survey of private sector vendors was limited to vendors currently capable of, or expected within the next five years to be able to perform one or more of the following services: low-level waste (LLW) volume reduction, storage, or disposal; mixed LLW treatment, storage, or disposal; alpha-contaminated mixed LLW treatment; LLW decontamination for recycling, reclamation, or reuse; laundering of radioactively-contaminated laundry and/or respirators; mixed LLW treatability studies; mixed LLW treatment technology development. Section 2.0 of this report will identify the approach used to modify vendor information from previous revisions of this report. Sediment isotope tomography (SIT) model version 1

Geochronology using {sup 210}Pb is the principal method used to quantify sediment accumulation in rapidly depositing aquatic environments such as lakes, estuaries, continental shelves, and submarine canyons. This method is based on the radioactive decay of {sup 210}Pb with depth in a column of sediment. The decay through time of {sup 210}Pb P(t) is governed by the exponential law P(t) = P{sub 0} exp( -{lambda}t) where P{sub 0} is the surficial concentration at time t = 0, and {lambda} is the decay constant (3.114 {sm_bullet} 10{sup -2} year [yr]{sup -1} for {sup 210}Pb). If the sedimentation rate is constant, then elapsed time t is connected to burial depth x, through x = Vt where V is the sedimentation velocity. Accordingly, P(x) = P{sub 0}exp( -{lambda}x/V). The sedimentation velocity is obtained from an exponential fit to the measured {sup 210}Pb data P(x), with depth x.

Measuring Energy-Saving Retrofits: Experiences from the Texas Loanstar Program

In 1988 the Governor`s Energy Management Center of Texas received approval from the US Department of Energy to establish a $98.6 million state-wide retrofit demonstration revolving loan program to fund energy-conserving retrofits in state, public school, and local government buildings. As part of this program, a first-of-its-kind, statewide Monitoring and Analysis Program (MAP) was established to verify energy and dollar savings of the retrofits, reduce energy costs by identifying operational and maintenance improvements, improve retrofit selection in future rounds of the LoanSTAR program, and initiate a data base of energy use in institutional and commercial buildings located in Texas. This report discusses the LoanSTAR MAP with an emphasis on the process of acquiring and analyzing data to measure savings from energy conservation retrofits when budgets are a constraint. This report includes a discussion of the program structure, basic measurement techniques, data archiving and handling, data reporting and analysis, and includes selected examples from LoanSTAR agencies. A summary of the program results for the first two years of monitoring is also included.

Spectral analysis of the turbulent mixing of two fluids

The authors describe a spectral approach to the investigation of fluid instability, generalized turbulence, and the interpenetration of fluids across an interface. The technique also applies to a single fluid with large variations in density. Departures of fluctuating velocity components from the local mean are far subsonic, but the mean Mach number can be large. Validity of the description is demonstrated by comparisons with experiments on turbulent mixing due to the late stages of Rayleigh-Taylor instability, when the dynamics become approximately self-similar in response to a constant body force. Generic forms for anisotropic spectral structure are described and used as a basis for deriving spectrally integrated moment equations that can be incorporated into computer codes for scientific and engineering analyses.

Ranking of Texas reservoirs for application of carbon dioxide miscible displacement

Of the 431 reservoirs screened, 211 projected revenue that exceeded cost, ie, were profitable. Only the top 154 reservoirs, however, showed a profit greater than 30%. The top 10 reservoirs predicted a profit of at least 80%. Six of the top ten were Gulf Coast sandstones. The reservoirs are representative of the most productive discoveries in Texas; they account for about 72% of the recorded 52 billion barrels oil production in the State. Preliminary evaluation in this study implied that potential production from CO{sub 2}-EOR could be as much as 4 billion barrels. In order to enhance the chances of achieving this, DOE should consider a targeted outreach program to the specific independent operators controlling the leases. Development of ownership/technical potential maps and an outreach program should be initiated to aid this identification.

The purpose of this National Ignition Facility Acquisition Plan is to describe the overall procurement strategy planned for the National Ignition Facility (NIF) Project. The scope of the plan describes the procurement activities and acquisition strategy for the following phases of the NIF Project, each of which receives either plant and capital equipment (PACE) or other project cost (OPC) funds: Title 1 and 2 design and Title 3 engineering (PACE); Optics manufacturing facilitization and pilot production (OPC); Convention facility construction (PACE); Procurement, installation, and acceptance testing of equipment (PACE); and Start-up (OPC). Activities that are part of the base Inertial Confinement Fusion (ICF) Program are not included in this plan. The University of California (UC), operating Lawrence Livermore National Laboratory (LLNL) and Los Alamos National Laboratory, and Lockheed-Martin, which operates Sandia National Laboratory (SNL) and the University of Rochester Laboratory for Laser Energetics (UR-LLE), will conduct the acquisition of needed products and services in support of their assigned responsibilities within the NIF Project structure in accordance with their prime contracts with the Department of Energy (DOE). LLNL, designated as the lead Laboratory, will have responsibility for all procurements required for construction, installation, activation, and startup of the NIF.

This plan has been developed by Westinghouse Hanford Company (WHC), and its subcontractors ICF Kaiser Hanford (ICF KH) and BCS Richland, Inc. (BCSR), at the direction of the US Department of Energy (DOE), Richland Operations Office (RL). WHC and its subcontractors are hereafter referred to as the Maintenance and Operations (M and O) Contractor. The plan identifies actions involving the M and O Contractor that are critical to (1) prepare for a smooth transition to the Project Hanford Management Contractor (PHMC), and (2) support and assist the PHMC and RL in achieving transition as planned, with no or minimal impact to ongoing baseline activities. The plan is structured around two primary phases. The first is the pre-award phase, which started in mid-February 1996 and is currently scheduled to be completed on June 1, 1996, at which time the contract is currently planned to be awarded. The second is the follow-on four-month post-award phase from June 1, 1996, until October 1, 1996. Water use, productivity and interactions among desert plants. Final report

On the Colorado Plateau, precipitation comes either from winter storms generated in the Gulf of Alaska or from summer convection storms generated by the Arizona monsoon system. Understanding the current seasonal and regional patterns of precipitation inputs into an ecosystem has ramifications at several levels: on carbon and mineral cycling at the ecosystem level, on biodiversity at the community level, and on productivity and adaptation at the population and species levels. The interior deserts of Arizona, Nevada, and Utah represent the driest regions of western North America, resulting from a combination of rainshadow effects and either the southern limits of winter moisture input or the northern limits of summer moisture input or both. Shifts in strengths of storm-generating conditions in the Pacific and in the Gulf influence both the magnitude and seasonality of soil moisture availability and therefore constrain periods of primary productivity activity in these aridland ecosystems. One major consequence predicted by global climate change scenarios is a change in monsoonal (summer) precipitation; it will increase in some areas and decrease in others. WHC natural phenomena hazards mitigation implementation plan

Natural phenomena hazards (NPH) are unexpected acts of nature which pose a threat or danger to workers, the public or to the environment. Earthquakes, extreme winds (hurricane and tornado),snow, flooding, volcanic ashfall, and lightning strike are examples of NPH at Hanford. It is the policy of U.S. Department of Energy (DOE) to design, construct and operate DOE facilitiesso that workers, the public and the environment are protected from NPH and other hazards. During 1993 DOE, Richland Operations Office (RL) transmitted DOE Order 5480.28, ``Natural Phenomena Hazards Mitigation,`` to Westinghouse Hanford COmpany (WHC) for compliance. The Order includes rigorous new NPH criteria for the design of new DOE facilities as well as for the evaluation and upgrade of existing DOE facilities. In 1995 DOE issued Order 420.1, ``Facility Safety`` which contains the same NPH requirements and invokes the same applicable standards as Order 5480.28. It will supersede Order 5480.28 when an in-force date for Order 420.1 is established through contract revision. Activities will be planned and accomplished in four phases: Mobilization; Prioritization; Evaluation; and Upgrade. Delta: An object-oriented finite element code architecture for massively parallel computers

Delta is an object-oriented code architecture based on the finite element method which enables simulation of a wide range of engineering mechanics problems in a parallel processing environment. Written in C{sup ++}, Delta is a natural framework for algorithm development and for research involving coupling of mechanics from different Engineering Science disciplines. To enhance flexibility and encourage code reuse, the architecture provides a clean separation of the major aspects of finite element programming. Spatial discretization, temporal discretization, and the solution of linear and nonlinear systems of equations are each implemented separately, independent from the governing field equations. Other attractive features of the Delta architecture include support for constitutive models with internal variables, reusable ``matrix-free`` equation solvers, and support for region-to-region variations in the governing equations and the active degrees of freedom. A demonstration code built from the Delta architecture has been used in two-dimensional and three-dimensional simulations involving dynamic and quasi-static solid mechanics, transient and steady heat transport, and flow in porous media.

The efficiency calibration and development of environmental correction factors for an in situ high-resolution gamma spectroscopy well logging system

A Gamma Spectroscopy Logging System (GSLS) has been developed to study sub-surface radionuclide contamination. Absolute efficiency calibration of the GSLS was performed using simple cylindrical borehole geometry. The calibration source incorporated naturally occurring radioactive material (NORM) that emitted photons ranging from 186-keV to 2,614-keV. More complex borehole geometries were modeled using commercially available shielding software. A linear relationship was found between increasing source thickness and relative photon fluence rates at the detector. Examination of varying porosity and moisture content showed that as porosity increases, relative photon fluence rates increase linearly for all energies. Attenuation effects due to iron, water, PVC, and concrete cylindrical shields were found to agree with previous studies. Regression analyses produced energy-dependent equations for efficiency corrections applicable to spectral gamma-ray well logs collected under non-standard borehole conditions.

Measurements of transient electromagnetic propagation through concrete and sand

This is the final report of a one-year, Laboratory-Directed Research and Development (LDRD) project at the Los Alamos National Laboratory (LANL). If a beam-chopping system could be developed for the Los Alamos Meson Physics Facility low-energy beam line, there would be potential to operate the Los Alamos Neutron Scattering Center (LANSCE) at much higher power and duty factor and enable such operation with a radio-frequency quadrapole (RFQ) injector. This would greatly extend the capability of the facility. To accommodate LANSCE operation in the new configuration, a chopped beam must be created in the low-energy transport line before the RFQ. Chopping in this region has never been demonstrated and constitutes the major uncertainty of the proposal and determines the critical path for project completion. This study produces a better understanding of the physics involved in chopping an H-beam in a dilute plasma background, and in transporting a chopped H-beam through a neutralized or partially neutralized plasma channel, as well as an estimate for the optimum neutralization strategy for the beam chopping and transport between the ion source and the RFQ.

Results from modeling and simulation of chemical downstream etch systems

This report summarizes modeling work performed at Sandia in support of Chemical Downstream Etch (CDE) benchmark and tool development programs under a Cooperative Research and Development Agreement (CRADA) with SEMATECH. The Chemical Downstream Etch (CDE) Modeling Project supports SEMATECH Joint Development Projects (JDPs) with Matrix Integrated Systems, Applied Materials, and Astex Corporation in the development of new CDE reactors for wafer cleaning and stripping processes. These dry-etch reactors replace wet-etch steps in microelectronics fabrication, enabling compatibility with other process steps and reducing the use of hazardous chemicals. Models were developed at Sandia to simulate the gas flow, chemistry and transport in CDE reactors. These models address the essential components of the CDE system: a microwave source, a transport tube, a showerhead/gas inlet, and a downstream etch chamber. The models have been used in tandem to determine the evolution of reactive species throughout the system, and to make recommendations for process and tool optimization. A significant part of this task has been in the assembly of a reasonable set of chemical rate constants and species data necessary for successful use of the models. This report examines how agencies will solicit information from stakeholders and consult with Congress to develop strategic goals, to be provided in final form to Congress in September 1997; GAO and OMB are to report in May and June 1997 (but may advance the date to March 1997) to Congress on agency readiness for full scale implementation and to recommend changes in the statute; and agencies are expected to comply with OMB's requirements to use more performance measurement information in FY1998 budget requests.

This report presents the annual hydrogeologic evaluation of 19 Resource Conservation and Recovery Act of 1976 facilities and 1 nonhazardous waste facility at the US Department of Energy`s Hanford Site. Although most of the facilities no longer receive dangerous waste, a few facilities continue to receive dangerous waste constituents for treatment, storage, or disposal. The 19 Resource Conservation and Recovery Act facilities comprise 29 waste management units. Nine of the units are monitored under groundwater quality assessment status because of elevated levels of contamination indicator parameters. The impact of those units on groundwater quality, if any, is being investigated. If dangerous waste or waste constituents have entered groundwater, their concentration profiles, rate, and extent of migration are evaluated. Groundwater is monitored at the other 20 units to detect leakage, should it occur. This report provides an interpretation of groundwater data collected at the waste management units between October 1994 and September 1995. Groundwater quality is described for the entire Hanford Site. Widespread contaminants include nitrate, chromium, carbon tetrachloride, tritium, and other radionuclides.
