Global Nuclear Energy Partnership Programmatic Environmental Impact Statement

Abstract: The proposed Global Nuclear Energy Partnership (GNEP) Program, which is part of the President’s Advanced Energy Initiative, is intended to support a safe, secure, and sustainable expansion of nuclear energy, both domestically and internationally. Domestically, the GNEP Program would promote technologies that support economic, sustained production of nuclear-generated electricity, while reducing the impacts associated with spent nuclear fuel disposal and reducing proliferation risks. The Department of Energy (DOE) proposed action envisions changing the United States nuclear energy fuel cycle from an open (or once-through) fuel cycle—in which nuclear fuel is used in a power plant one time and the resulting spent nuclear fuel is stored for eventual disposal in a geologic repository—to a closed fuel cycle in which spent nuclear fuel would be recycled to recover energy-bearing components for use in new nuclear fuel. At this time, DOE has no specific proposed actions for the international component of the GNEP Program. Rather, the United States, through the GNEP Program, is considering various initiatives to work cooperatively with other nations. Supporting document for the historical tank content estimate for BY Tank Farm

This document provides historical evaluations of the radioactive mixed wastes stored in the Hanford Site 200-East Area underground single-shell tanks (SSTs). A Historical Tank Content Estimate has been developed by reviewing the process histories, waste transfer data, and available physical and chemical characterization data from various Department of Energy (DOE) and Department of Defense (DOD) contractors. The historical data will supplement information gathered from in-tank core sampling activities that are currently underway. A tank history review that is accompanied by current characterization data creates a complete and reliable inventory estimate. Additionally, historical review of the tanks may reveal anomalies or unusual contents that are critical to characterization and post characterization activities. Complete and accurate tank waste characterizations are critical first steps for DOE and Westinghouse Hanford Company safety programs, waste pretreatment, and waste retrieval activities. The scope of this document is limited to the SSTs in the BY Tank Farm of the northeast quadrant of the 200 East Area. Nine appendices contain data on: tank level histories; temperature graphs; surface level graphs; drywell graphs; riser configuration and tank cross section; sampling data; tank photographs; unknown tank transfers; and tank layering comparison. 113 refs.

These proceedings contain papers prepared for the 28th Seismic Research Review: Ground-Based Nuclear Explosion Monitoring Technologies, held 19-21 September, 2006 in Orlando, Florida. These papers represent the combined research related to ground-based nuclear explosion monitoring funded by the National Nuclear Security Administration (NNSA), Air Force Technical Applications Center (AFTAC), Air Force Research Laboratory (AFRL), US Army Space and Missile Defense Command, Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO), and other invited sponsors. The scientific objectives of the research are to improve the United States capability to detect, locate, and identify nuclear explosions. The purpose of the meeting is to provide the sponsoring agencies, as well as potential users, an opportunity to review research accomplished during the preceding year and to discuss areas of investigation for the coming year. For the researchers, it provides a forum for the exchange of scientific information toward achieving program goals, and an opportunity to discuss results and future plans. Paper topics include: seismic regionalization and calibration; detection and location of sources; wave propagation from source to receiver; the nature of seismic sources, including mining practices; hydroacoustic, infrasound, and radionuclide methods; on-site inspection; and data processing.

This Final Environmental Impact Statement and Environmental Impact Report (Final EIS/EIR) has been prepared to meet the requirements of the National Environmental Policy Act (NEPA) and the California Environmental Quality Act (CEQA). The Proposed Action includes the construction, operation, and decommissioning of a 48 megawatt (gross) geothermal power plant with ancillary facilities (10-12 production well pads and 3-5 injection well pads, production and injection pipelines), access roads, and a 230-kilovolt (kV) transmission line in the Modoc National Forest in Siskiyou County, California. Alternative locations for the power plant site within a reasonable distance of the middle of the wellfield were determined to be technically feasible. Three power plant site alternatives are evaluated in the Final EIS/EIR.
