Bankruptcy: Complex Financial Institutions and International Coordination Pose Challenges

A letter report issued by the Government Accountability Office with an abstract that begins "The Dodd-Frank Wall Street Reform and Consumer Protection Act (Dodd- Frank Act) created the Orderly Liquidation Authority (OLA) that can be used to resolve failed systemically important financial institutions. However, questions continued to be raised about the effectiveness of the U.S. Bankruptcy Code (Code) and current mechanisms for international coordination in bankruptcy cases. The Dodd-Frank Act requires GAO to report on the effectiveness of the Code in resolving certain failed financial institutions on an ongoing basis. Among its objectives, this report addresses (1) the effectiveness of Chapters 7 and 11 of the Code for facilitating orderly resolutions of failed financial institutions; (2) proposals for improving the effectiveness of liquidations and reorganizations under the Code; and (3) existing mechanisms that facilitate international coordination under the Code and barriers to coordination of financial institution bankruptcies. GAO reviewed laws, judicial decisions, regulations, data, and academic literature on resolutions, and spoke with relevant government officials, industry representatives, and experts from the legal and academic communities about the effectiveness of the Code."

Establishing the American Way of Death: World War I and the Foundation of the United States’ Policy Toward the Repatriation and Burial of Its Battlefield Dead

This thesis examines the policies and procedures created during and after the First World War that provided the foundation for how the United States commemorated its war dead for the next century. Many of the techniques used in modern times date back to the Great War. However, one hundred years earlier, America possessed very few methods or even ideas about how to locate, identify, repatriate, and honor its military personnel that died during foreign conflicts. These ideas were not conceived in the halls of government buildings. On the contrary, concerned citizens originated many of the concepts later codified by the American government. This paper draws extensively upon archival documents, newspapers, and published primary sources to trace the history of America’s burial and repatriation policies, the Army Graves Registration Services, and how American dead came to permanently rest in military cemeteries on the continent of Europe. The unprecedented dilemma of over 80,000 American soldiers buried in France and surrounding countries at the conclusion of the First World War in 1918 propelled the United States to solve many social, political, and military problems that arose over the final disposition of those remains. Oral History Interview with Alan Pilot, August 10, 2010

The National Museum of the Pacific War presents an oral interview with Alan Pilot. Pilot joined the Army in January 1943 and received basic training at Camp Howze. He received further training in Louisiana for the European Theater and then in California for the Pacific Theater. In January he left for Camp Old Gold at La Havre, where he served as a combat medic, supporting Companies E, G, and H of the 343rd Infantry, 86th Division. His unit relieved the 8th Division and fought in Cologne, where he was stationed at the top of the cathedral while it was being shelled. In the Ruhr Pocket a defective shell landed 10 feet away from him. He recalls seeing 100,000 Germans surrender there. He describes the Bavarian people as friendly as he passed through Austria on VE Day. He was then sent to the Pacific as part of Operation Coronet. VJ Day came while he was still crossing the Pacific. He spent the last five months of his service in the Philippines at a quiet outpost while the rest of his unit prepared the Philippines for independence. Pilot returned home and was discharged in January 1946.

A letter report issued by the Government Accountability Office with an abstract that begins "The American Recovery and Reinvestment Act of 2009 (Recovery Act) provides $70.3 billion for three education programs--the State Fiscal Stabilization Fund (SFSF), Title I of the Elementary and Secondary Education Act (Title I), and Individuals with Disabilities Education Act (IDEA). The Act requires recipients to be accountable for how these funds are being used and what is being achieved. To help attain the level of transparency needed for accountability, recipients are to report quarterly on their award activities and expected outcomes. This information is available to the public on Recovery.gov, the government's official Recovery Act Web site. This report covers three Education programs funded by the Recovery Act. It (1) describes what the Office of Management and Budget (OMB) and the Department of Education (Education) did to facilitate implementation of requirements for recipients to describe the use of funds and (2) assesses the extent to which award descriptions are transparent It also describes reported fund uses for a sample of subrecipients.
