Export-Import Bank: Reaching New Targets for Environmentally Beneficial Exports Presents Major Challenges for Bank
A letter report issued by the Government Accountability Office with an abstract that begins "The Export-Import Bank (Ex-Im) provides financing to support U.S. exports, and its support for environmentally beneficial exports has been of long-standing congressional interest. In fiscal year 2008, Congress directed Ex-Im to allocate 10 percent of its annual financing to renewable energy and environmentally beneficial products and services. For fiscal years 2009 and 2010, it directed Ex-Im to allocate 10 percent to renewable energy and energy efficient end-use technologies. In 2009, it directed GAO to conduct a review of Ex-Im's efforts to meet congressional directives concerning environmental exports financing. This report addresses (1) the extent of Ex-Im's financing of renewable energy, energy efficient end-use technologies, and other environmentally beneficial exports; (2) Ex-Im's definitions for, and its reporting on, these exports; and 3) the extent to which Ex-Im has followed strategic planning key practices in its planning efforts in these areas. GAO analyzed Ex-Im transaction data and planning documents and interviewed officials from Ex-Im, other U.S. agencies, state-level trade promotion agencies, environmental industry associations, and other industry experts."

America COMPETES Acts: Overall Appropriations Have Increased and Have Mainly Funded Existing Federal Research Entities
A letter report issued by the Government Accountability Office with an abstract that begins "In fiscal years 2008-2012, $52.4 billion was appropriated out of the $62.2 billion authorized under the America Creating Opportunities to Meaningfully Promote Excellence in Technology, Education, and Science Act of 2007 (COMPETES 2007) and the America COMPETES Reauthorization Act of 2010 (COMPETES 2010). Almost all of these funds went to the entire budgets of three existing research entities--the National Science Foundation (NSF), the National Institute of Standards and Technology (NIST), and the Department of Energy's (DOE) Office of Science (Science)--including all of the programs and activities the entities carry out. Appropriations for NSF, NIST, and Science generally increased under the acts but did not reach levels authorized by the acts. In addition to authorizing the budgets of these entities, COMPETES 2007 and COMPETES 2010 specifically authorized funding for 40 individual programs, including some programs within and some outside of these entities. Among those 40 programs, the 12 programs that existed before COMPETES 2007 received appropriations and continue to operate. Six of 28 newly authorized programs were also funded. Telecommunications: Exposure and Testing Requirements for Mobile Phones Should Be Reassessed
A letter report issued by the Government Accountability Office with an abstract that begins "Scientific research to date has not demonstrated adverse human health effects of exposure to radio-frequency (RF) energy from mobile phone use, but research is ongoing that may increase understanding of any possible effects. In addition, officials from the Food and Drug Administration (FDA) and the National Institutes of Health (NIH) as well as experts GAO interviewed have reached similar conclusions about the scientific research. Ongoing research examining the health effects of RF energy exposure is funded and supported by federal agencies, international organizations, and the mobile phone industry. NIH is the only federal agency GAO interviewed directly funding studies in this area, but other agencies support research under way by collaborating with NIH or other organizations to conduct studies and identify areas for additional research."

Data Center Consolidation: Agencies Making Progress on Efforts, but Inventories and Plans Need to Be Completed
A letter report issued by the Government Accountability Office with an abstract that begins "As of the most recent agency data submitted in September 2011, 24 agencies identified almost 2,900 total centers, established plans to close 1,186 of them by 2015, and estimated they would realize over $2.4 billion in cost savings in doing so. However, while the Office of Management and Budget (OMB) required agencies to complete missing elements in their data center inventories and plans by the end of September 2011, only 3 agencies submitted complete inventories and only 1 agency submitted a complete plan. For example, in their inventories, 17 agencies do not provide full information on their information technology facilities and energy usage, and 8 provide only partial information on their servers. Further, in their consolidation plans, 13 agencies do not provide a full master program schedule and 21 agencies do not fully report their expected cost savings. Officials from several agencies reported that some of this information was unavailable at certain facilities or that the information was still being developed. Global Manufacturing: Foreign Government Programs Differ in Some Key Respects From Those in the United States
A letter report issued by the Government Accountability Office with an abstract that begins "The four countries GAO analyzed--Canada, Germany, Japan, and South Korea--offer a varied mix of programs to support their manufacturing sectors. For example, Canada is shifting emphasis from its primary research and development (R&D) tax credit toward direct support to manufacturers to encourage innovation, particularly small- and medium-sized enterprises (SMEs). Germany has established applied institutes and clusters of researchers and manufacturers to conduct R&D in priority areas, as well as a national dual training system that combines classroom study with workplace training, and develops national vocational skills standards and credentials in 350 occupations. Japan has implemented science and technology programs--with a major focus on alternative energy projects--as part of a comprehensive manufacturing strategy. South Korea has substantially expanded investments in R&D, including the development of a network of technoparks--regional innovation centers that provide R&D facilities, business incubation, and education and production assistance to industry."

Is Biopower Carbon Neutral?

In 1998, carbon tetrachloride was found above the maximum contaminant level (MCL) of 5 {micro}g/L in groundwater from one private livestock well at Sylvan Grove, Kansas, by the Kansas Department of Health and Environment (KDHE). The 1998 KDHE sampling was conducted under the U.S. Department of Agriculture (USDA) private well sampling program. The Commodity Credit Corporation (CCC), a USDA agency, operated a grain storage facility in Sylvan Grove from 1954 to1966. Carbon tetrachloride is the contaminant of primary concern at sites associated with former CCC/USDA grain storage operations. Sylvan Grove is located in western Lincoln County, approximately 60 mi west of Salina (Figure 1.1). To determine whether the former CCC/USDA facility at Sylvan Grove is a potential contaminant source and its possible relationship to the contamination in groundwater, the CCC/USDA has agreed to conduct an investigation, in accordance with the Intergovernmental Agreement between the KDHE and the Farm Service Agency (FSA) of the USDA. This Work Plan presents historical data related to previous investigations, grain storage operations, local private wells and public water supply (PWS) wells, and local geologic and hydrogeologic conditions at Sylvan Grove.
