Department of Defense Energy Initiatives: Background and Issues for Congress

This report provides background information and identifies issues for Congress on Department of Defense (DOD) energy initiatives. DOD spends billions of dollars per year on fuel, and is pursuing numerous initiatives for reducing its fuel needs and changing the mix of energy sources that it uses. DOD's energy initiatives pose several potential policy and oversight issues for Congress, and have been topics of discussion and debate at hearings on DOD's proposed FY2013 budget. Congress's decisions on DOD energy initiatives could substantially affect DOD capabilities, funding requirements, and U.S. energy industries.

Keeping America's Pipelines Safe and Secure: Key Issues for Congress (open access)

Keeping America's Pipelines Safe and Secure: Key Issues for Congress

Nearly half a million miles of pipeline transporting natural gas, oil, and other hazardous liquids crisscross the United States. While an efficient and fundamentally safe means of transport, many pipelines carry materials with the potential to cause public injury and environmental damage. The nation's pipeline networks are also widespread and vulnerable to accidents and terrorist attack. As it oversees the federal pipeline safety program and the federal role in pipeline security, Congress may wish to assess how the various elements of U.S. pipeline safety and security fit together in the nation's overall strategy to protect transportation infrastructure. Pipeline safety and security necessarily involve many groups: federal agencies, oil and gas pipeline associations, large and small pipeline operators, and local communities. Reviewing how these groups work together to achieve common goals could be an oversight challenge for Congress.

Vehicle Fuel Economy: NHTSA and EPA's Partnership for Setting Fuel Economy and Greenhouse Gas Emissions Standards Improved Analysis and Should Be Maintained

A letter report issued by the Government Accountability Office with an abstract that begins "In May 2009, the U.S. administration announced plans to increase the Department of Transportation's (DOT) National Highway Traffic Safety Administration's (NHTSA) corporate average fuel economy (CAFE) standards and establish the Environmental Protection Agency's (EPA) greenhouse gas (GHG) emissions standards for vehicles. NHTSA redesigned CAFE standards for light trucks for model years 2008 through 2011, and some experts raised questions about the rigor of the computer modeling NHTSA used to develop these standards. GAO was asked to review (1) the design of NHTSA and EPA's proposed standards; (2) how they are collaborating to set these standards; (3) improvements compared to a previous rulemaking, if any, NHTSA made to the modeling; and (4) the extent to which NHTSA analyzed the effects of past light truck standards and the accuracy of data used to set them. GAO reviewed relevant rulemaking and modeling documents, and interviewed agency officials and other experts."

Drought in the United States: Causes and Current Understanding (open access)

Drought in the United States: Causes and Current Understanding

This report discusses how drought is defined (e.g., why drought in one region of the country is different from drought in another region) and why drought occurs in the United States. It briefly describes periods of drought in the country's past that equaled or exceeded drought conditions experienced during the 20th century. This is followed by a discussion of the nature and extent of recent droughts that affected Texas and the U.S. midcontinent, and the current drought in California. Lastly, the report discusses future prospects for a climate in the western United States that might be drier than the average 20th-century climate and the possible influence of human-induced climate change.

A U.S.-centric Chronology of the International Climate Change Negotiations (open access)

A U.S.-centric Chronology of the International Climate Change Negotiations

The United States is a Party to the United Nations Framework Convention on Climate Change (UNFCCC), but not to its subsidiary Kyoto Protocol. Negotiations under way since 2007 have run on two tracks: one under the Kyoto Protocol, to extend commitments of developed parties beyond 2012, and the second track under the UNFCCC, regarding commitments for all Parties. Both tracks convened in Copenhagen, Denmark, in 2009 under a deadline to agree on steps to address climate change beyond 2012. As background for congressional deliberations, this document provides a U.S.-centric chronology of international climate change policy from 1979 to 2010. This chronology identifies selected external events and major multilateral meetings that influence both the current legal and institutional arrangements, and the contentious choices about future international cooperation.
