China and the United States--A Comparison of Green Energy Programs and Policies

This report will look at the laws, programs, and policies encouraging development of wind, solar, and biomass power in China and the United States as the major renewable energy technologies common to both countries. While hydropower is the most developed source of renewable energy in both China and the United States, additional development of conventional hydropower is not a major focus of U.S. or China's renewable energy policy and will not be featured in this discussion.

Hydrogeochemical and Stream Sediment Reconnaissance Basic Data for Green Bay NTMS Quadrangle, Wisconsin

From abstract: Results of a reconnaissance geochemical survey of the Green Bay Quadrangle, Wisconsin are reported. Field and laboratory data are presented for 695 groundwater samples, 546 stream sediment samples, and 401 stream water samples. Statistical and areal distributions of uranium and other possibly uranium-related variables are displayed. A generalized geologic map of the survey area is provided, and pertinent geologic factors which may be of significance in evaluating the potential for uranium mineralization are briefly discussed.

Employment and Training: Labor's Green Jobs Efforts Highlight Challenges of Targeted Training Programs for Emerging Industries

A letter report issued by the Government Accountability Office with an abstract that begins "Of the $595 million identified by Labor as having been appropriated or allocated specifically for green jobs activities since 2009, approximately $501 million went toward efforts with training and support services as their primary objective, with much of that funding provided by the American Recovery and Reinvestment Act of 2009 (Recovery Act). Because the Recovery Act directed federal agencies to spend funds quickly and prudently, Labor implemented a number of high-investment green jobs efforts simultaneously. As a result, in some cases, Recovery Act training programs were initiated prior to a full assessment of the demand for green jobs, which presented challenges for grantees. While Labor's internal agencies initially communicated with each other and with other federal agencies after the Recovery Act was passed, most Recovery Act grants have ended or are winding down."

Energy Efficiency and Renewable Energy Legislation in the 110th Congress

This report summarizes action on more than 360 energy efficiency and renewable energy bills introduced during the 110th Congress.1 These bills cover a wide range of policy and issue areas that include appropriations, authorizations, budget, research and development (R&D), grants, loans, financing, regulation (including a renewable fuel standard), tax incentives, goals, plans, impacts, and the environment/climate change.2 Most of these bills have focused on grants and tax incentives. The bills also cover a range of sectors and topics that include buildings, defense, education, federal lands and energy management, farms, American Indians, and international activities. Thus far, the sector of international activities has generated the greatest number of bills. For each bill listed in this report, a brief description and a summary of action are given, including references to committee hearings and reports.

National Energy Policy: Inventory of Major Federal Energy Programs and Status of Policy Recommendations

A letter report issued by the Government Accountability Office with an abstract that begins "The lives of most Americans are affected by energy. Increased energy demand and higher energy prices has led to concerns about dependable, affordable, and environmentally sound energy. The federal government has adopted energy policies and implemented programs over the years that have focused on the appropriate role of the federal government in energy, attempting to achieve balance between supply and conservation. The May 2001 National Energy Policy (NEP) report contained over 100 recommendations that it stated, taken together, provide a national energy plan that addresses the energy challenges facing the nation. As Congress considers existing federal energy programs and proposed energy legislation in support of the May 2001 report, GAO was asked to (1) identify major federal energy-related efforts, (2) review the status of efforts to implement the recommendations in the May 2001 NEP report, and (3) determine the extent to which resources associated with federal energy-related efforts have changed since the release of the NEP report."
