Economic Resilience, Disasters, and Green Jobs: An Institutional Collective Action Framework

This dissertation is about economic resilience of local governments to natural disasters. Specifically, the dissertation investigates resilience on regional level. Moreover, the dissertation also investigates growth in the green job sector in local governments. The findings indicate that local governments working with each other helps green job creation. In addition, the dissertation finds that green jobs, following disasters, experience three percent growth. This dissertation is important because it investigates the relationship between climate- related disasters and green jobs, which is an area that is under-investigated.

Uranium in the Southern United States

From introduction: In this study on raw material sources of uranium the Southern Interstate Nuclear Board has catalogued all known occurrences of uranium and some references to thorium in a 17-state area (P1. 1). These occurrences have been evaluated as potential sources of uranium by the State Geological Surveys and the consultant group of SINB. Favorability guides have been applied to the known occurrences and recommendations have been made for future action by the states involved, federal agencies, or by industry. State recommendations are included in state-by-state summaries. The state reports were written either by personnel of the State Geological Surveys or were abstracted from State geological survey data by members of the consultant group...The purpose of this study was to compile information on and systematically assess uranium and other radioactive occurrences in the region. The SINB undertook the project because of its statutory, interstate capability as an extension of government in each of the 17 states, an arrangement that lends itself effectively to this cooperative undertaking.

Disasters, Smart Growth and Economic Resilience: An Empirical Analysis of Florida Cities

This dissertation examines the relationship between economic resilience, disaster experience, and smart growth policies at the local government level. The study is based upon three research questions that examine spatial distribution of economic resilience in Florida cities, and examines the impact of disaster experience, and smart growth policies adopted by local governments on economic resilience. Based upon the bounce-forward approach (Cowell, 2013; Klein et al. 2003), economic resilience is defined using three dimensions—economic stability, economic equity, and economic diversity. The spatial analysis is conducted by mapping economic resilience scores across 780 Census Designated Places in Florida through standard deviation method of classification, and conducting cluster-outlier analysis. Results suggest difference in economic resilience within coastal and inland communities—with higher scores mostly situated inland. East Central Florida, Tampa Bay, and South Florida were identified as high economic resilience clusters, and Northwest Florida was identified as low resilience cluster. Impact of disaster experience, and smart growth policies on economic resilience was examined based upon logic of focusing events by Birkland (1997, 2010). Data was collected from the U.S. Census, the National Climatic Data Center, and the Energy Sustainable Florida Communities Survey conducted by Florida State University in 2009. From abstract: During the month of May 1950, the Davison Chemical Corporation, under contract with the Atomic Energy Commission, drilled 24 phosphate prospecting holes in the western part of the Bonny Lake mine, in the SW NW4 and the NW*SW4 sec. 32, T. 29 S., R. 24 E., Polk County, Fla. The purpose of this drilling was to obtain a comparison between tonnage and grade of uranium in the phosphate as indicated by prospecting, and the tonnage and grade of uranium in the phosphate products recovered in the mill. The results presented in this paper are based upon a study of drill cores, drill logs, gamma-ray logs, and the chemical analyses of drill-core samples.

From abstract: The land-pebble phosphate district of Florida is a part of the Gulf Coastal Plain. The geologic formations cropping out in the district are the Miocene Hawthorn, Pliocene Bone Valley, and Pleistocene terrace sands. The Bone Valley formation consists of a lower strongly phosphatic unit and an upper less phosphatic unit. This paper is concerned principally with the lower unit, which contains the bulk of the minable phosphate deposits of the district.

Geologic Features of Areas of Abnormal Radioactivity South of Ocala, Marion County, Florida

From abstract: Areas of abnormal radioactivity south of Ocala, Marion County, Fla., discovered in 1953 by aerial survey, were investigated by surface examination and by 10 power auger drill holes. Interbedded clay, clayey sand, and uraniferous phosphorite occur in the areas of anomalous radioactivity. Miocene fossils occur at three localities in these beds which are evidently outliers of Miocene sediments on the Ocala limestone of Eocene age. The preserved outliers are southwest of the main belt of Miocene sediments. The principal uraniferous rocks are clayey, sandy, pellet phosphorite that occurs in beds a few feet thick, and very porous, phosphatic sand rock which makes abundant float at many places. Apatite forms the phosphate pellets in the unweathered phosphorite. The very porous, phosphatic sand rock is the highly leached residuum of the pellet phosphorite and is composed mainly of quartz, kaolinite, wavellite, and crandallite ( pseudowavellite2). It closely resembles the aluminum phosphate rock of the "leached zone" of the Bone Valley formation in the land-pebble phosphate district.
