Activities for the period July 1, 1977, through June 30, 1978, are reported in the following areas: experimental research (nuclear structure; nuclear reactions and scattering; relativistic heavy ions - projectile and target fragmentation, central collisions; the Table of Isotopes Project, atomic physics, and magnetic monopoles), theory of nuclear collisions (microscopic, macroscopic, relativistic), and apparatus (accelerator operations and development, nuclear instrumentation). Under this CRADA, Berkeley Lab and the industry partner, General Atomics (GA), have cooperatively developed hadron therapy technologies for commercialization. Specifically, Berkeley Lab and GA jointly developed beam transport systems to bring the extracted protons from the accelerator to the treatment rooms, rotating gantries to aim the treatment beams precisely into patients from any angle, and patient positioners to align the patient accurately relative to the treatment beams. We have also jointly developed a patient treatment delivery system that controls the radiation doses in the patient, and hardware to improve the accelerator performances, including a radio-frequency ion source and its low-energy beam transport (LEBT) system. This project facilitated the commercialization of the DOE-developed technologies in hadron therapy by the private sector in order to improve the quality of life of the nation.

This volume contains the proceeding and individual papers presented at the Fifth PTCOG meeting and International Workshop on Biomedical Accelerators. The meeting was divided into sessions on the biomedical aspects of therapy delivery, new biomedical accelerators, facilities, and beam localization and status report. Individual papers have been abstracted and indexed for the Energy Data Base.

Research programs from the following sections and programs are summarized: aquatic ecology, environmental resources, earth sciences, terrestrial ecology, advanced fossil energy program, toxic substances program, environmental impacts program, biomass, low-level waste research and development program, US DOE low-level waste management program, and waste isolation program.

The conference sprang from discussions on the current climate that women face in science, mathematics, engineering, and technology. The conference (and this document) is a beginning, not a culmination, of women`s learning leadership skills. Conferees were active, articulate, energetic, and ready to learn leadership qualities, some of which seem universal, others that appear to require skills in specific fields. After the introduction, the workshops and presentations are arranged under vision and direction, barriers, alignment and communication, and motivation and inspiration. Some statistics are presented on women degrees and employment in various fields.

Brief, nontechnical reviews are presented of work in the following areas: solar energy projects, fusion research, silicon cell research, superconducting magnetometers, psi particles, positron--electron project (PEP), pulsar measurements, nuclear dynamics, element 106, computer control of accelerators, the Bevalac biomedical facility, blood--lipid analysis, and bungarotoxin and the brain. Financial data and personnel lists are given, along with citations to well over a thousand research papers. (RWR)

The Savannah River Region Health Information System Birth Defects Registry (SRRHIS-BDR) began on September 30, 1994. As with the SRRHIS Cancer Registry, surveillance of the 12 Georgia counties was subcontracted to Emory University School of Public Health. Collaborative efforts between the Medical University of South Carolina (MUSC) and Emory University staffs have been characterized by warm relationships and commitment to developing a state of the art registry. As a result of early planning efforts, the authors were able to actually activate the data collection. As of the end of September 1995, partial data from the 1994 birth cohort and up-to-date data for the 1995 birth cohort had been collected on the South Carolina side. The Georgia Staff started later and have not yet caught up to the 1994 level. South Carolina was able to start earlier because they were fortunate to quickly recruit an abstractor. Also, by the end of the first year, an innovative automated data entry system for laptop computers was developed by the computer staff to facilitate and improve data collection.

This report consists of a description of the accelerator facilities and a review of research programs being conducted there. Lists of SuperHILAC researchers and publications are also given.

Topics covered in the workshop include: extra-terrestrial and reactor neutrinos; accelerator neutrinos; neutrino mass; neutrino oscillations; and intense neutrino beams. (GHT)

On October 24, 1992, President Bush signed into law the National Energy Policy Act of 1992. The bill is a sweeping, comprehensive overhaul of the Nation`s energy laws, the first in more than a decade. Among other provisions, the National Energy Policy Act reforms the licensing process for new nuclear power plants by adopting a new approach developed by the US Nuclear Regulatory Commission (NRC) in 1989, and upheld in court in 1992. The NRC 10 CFR Part 52 rule is a three-step process that guarantees public participation at each step. The steps are: early site permit approval; standard design certifications; and, combined construction/operating licenses for nuclear power reactors. Licensing reform increases an organization`s ability to respond to future baseload electricity generation needs with less financial risk for ratepayers and the organization. Costly delays can be avoided because design, safety and siting issues will be resolved before a company starts to build a plant. Specifically, early site permit approval allows for site suitability and acceptability issues to be addressed prior to an organization`s commitment to build a plant. PREFACE The Twenty-First Workshop on Geothermal Reservoir Engineering was held at the Holiday Inn, Palo Alto on January 22-24, 1996. There were one-hundred fifty-five registered participants. Participants came from twenty foreign countries: Argentina, Austria, Canada, Costa Rica, El Salvador, France, Iceland, Indonesia, Italy, Japan, Mexico, The Netherlands, New Zealand, Nicaragua, the Philippines, Romania, Russia, Switzerland, Turkey and the UK. The performance of many geothermal reservoirs outside the United States was described in several of the papers. Professor Roland N. Horne opened the meeting and welcomed visitors. The key note speaker was Marshall Reed, who gave a brief overview of the Department of Energy's current plan. Sixty-six papers were presented in the technical sessions of the workshop. Technical papers were organized into twenty sessions concerning: reservoir assessment, modeling, geology/geochemistry, fracture modeling hot dry rock, geoscience, low enthalpy, injection, well testing, drilling, adsorption and stimulation. Purpose is to evaluate the environmental and health consequences of the release of toxic trace elements by an oil shale industry. Emphasis is on the five elements As, Mo, F, Se, and B. Results of four years' research are summarized and the research results over the past year are reported in this document. Reports by the task force are included as appendices, together with individual papers on various aspects of the subject topic. Separate abstracts were prepared for the eleven individual papers. A progress report on the IWG oil shale risk analysis is included at the end of this document. (DLC)

Throughout the United States, in every sector and building type, lighting is a significant electrical end-use. Based on the many and varied studies of lighting technologies, and experience with programs that promote lighting energy-efficiency, there is a significant amount of cost-effective energy savings to be achieved in the lighting end use. Because of such potential savings, and because consumers most often do not adopt cost-effective lighting technologies on their own, programs and policies are needed to promote their adoption. Characteristics of lighting energy use, as well as the attributes of the lighting marketplace, can significantly affect the national pattern of lighting equipment choice and ownership. Consequently, policy makers who wish to promote energy-efficient lighting technologies and practices must understand the lighting technologies that people use, the ways in which they use them, and marketplace characteristics such as key actors, product mix and availability, price spectrum, and product distribution channels. The purpose of this report is to provide policy-makers with a sourcebook that addresses patterns of lighting energy use as well as data characterizing the marketplace in which lighting technologies are distributed, promoted, and sold.

This bibliography contains more than 1400 references dealing with field and laboratory research on potential toxicities and disturbances known or postulated to be caused by pollutants found in coal mine effluents. The first of the three sections into which the bibliography is divided contains a select list of published bibliographies and literature reviews. In the second section are references on mine drainage studies, general references on environmental pollutants, and references dealing with two or more specific parameters. The third section includes references for 40 parameters under individual parameter headings. The multi parameter references in the second section are therefore also listed in the third section under individual headings. An author index is also provided.

This compilation of diverse conservation and renewable energy projects across the United States was prepared through the enthusiastic participation of solar and alternate energy groups from every state and region. Compiled and edited by the Center for Renewable Resources, these projects reflect many levels of innovation and technical expertise. In many cases, a critique analysis is presented of how projects performed and of the institutional conditions associated with their success or failure. Some 2000 projects are included in this compilation; most have worked, some have not. Information about all is presented to aid learning from these experiences. The four volumes in this set are arranged in state sections by geographic region, coinciding with the four Regional Solar Energy Centers. The table of contents is organized by project category so that maximum cross-referencing may be obtained. This volume includes information on the Western Solar Utilization Network Region. (WHK)

The Ernest Orlando Lawrence Berkeley National Laboratory (LBNL or Berkeley Lab) Laboratory Directed Research and Development Program FY 1998 report is compiled from annual reports submitted by principal investigators following the close of the fiscal year. This report describes the supported projects and summarizes their accomplishments. It constitutes a part of the Laboratory Directed Research and Development (LDRD) program planning and documentation process that includes an annual planning cycle, projection selection, implementation, and review. The LBNL LDRD program is a critical tool for directing the Laboratory's forefront scientific research capabilities toward vital, excellent, and emerging scientific challenges. The program provides the resources for LBNL scientists to make rapid and significant contributions to critical national science and technology problems. The LDRD program also advances LBNL's core competencies, foundations, and scientific capability, and permits exploration of exciting new opportunities. This grant covered an umbrella program of research in high-­‐energy particle physics at Southern Methodist University during the period 2004-­‐2013. The experimental program evolved during that time. At its early stages it included research on the CLEO experiment at CESR (Coan, Stroynowski, Ye), D0 experiment at Tevatron (Kehoe), preparation for the BTEV experiment at Fermilab (Coan) and construction and commissioning of the Liquid Argon Calorimeter for the ATLAS experiment at LHC (Stroynowski, Ye). In the last three years the program concentrated on the ATLAS experiment at LHC (Kehoe, Sekula, Stroynowski, Ye), D0 experiment at Tevatron (Kehoe) and NOvA experiment at Fermilab (Coan). Professor Sekula had a short-­‐term independent grant for which he is submitting a separate report. The theoretical physics program included work on non-­‐perturbative methods in the light cone representation (McCartor (deceased)), lattice calculations (Hornbostel), and determination of parton distribution functions (Olness). A summary of the accomplishments emphasizing results from the past three years is provided separately for each of the tasks.

The bioavailability of sediment-bound contaminants to marine organisms indicates that there exists a potential for transfer of these contaminants through marine food webs to commercial fisheries products consumed by humans. However, there has been relatively little effort to combine and synthesize data on chemical/biological interactions between benthic animals and seagrasses and the sediments in which they reside on the one hand, and on the chemistry of bioaccumulation on the other. This report provides a conceptual basis for an approach to bioavailability and biomagnification of sediment-bound contaminants that reviews biological and chemical approaches.
