Southwest Regional Partnership on Carbon Sequestration

The Southwest Partnership on Carbon Sequestration completed its Phase I program in December 2005. The main objective of the Southwest Partnership Phase I project was to evaluate and demonstrate the means for achieving an 18% reduction in carbon intensity by 2012. Many other goals were accomplished on the way to this objective, including (1) analysis of CO{sub 2} storage options in the region, including characterization of storage capacities and transportation options, (2) analysis and summary of CO{sub 2} sources, (3) analysis and summary of CO{sub 2} separation and capture technologies employed in the region, (4) evaluation and ranking of the most appropriate sequestration technologies for capture and storage of CO{sub 2} in the Southwest Region, (5) dissemination of existing regulatory/permitting requirements, and (6) assessing and initiating public knowledge and acceptance of possible sequestration approaches. Results of the Southwest Partnership's Phase I evaluation suggested that the most convenient and practical ''first opportunities'' for sequestration would lie along existing CO{sub 2} pipelines in the region. Action plans for six Phase II validation tests in the region were developed, with a portfolio that includes four geologic pilot tests distributed among Utah, New Mexico, and Texas. Applying for and using CMAQ funds: Putting the pieces together. A Clean Cities guide

This guide provides the basic concepts to aid in an alternative fuel vehicle market development program developing an application for Congestion Mitigation and Air Quality Improvement Program funding. The US Department of Energy`s Clean Cities Program is an aggressive, forward-thinking alternative fuel vehicle (AFV) market development program. The stakeholders in any Clean Cities Program subscribe to the common philosophy that, through participation in a team-oriented coalition, steady progress can be made toward achieving the critical mass necessary to propel the AFV market into the next century. An important component in the successful implementation of Clean Cities Program objectives is obtaining and directing funding to the capital-intensive AFV market development outside of the resources currently offered by the Department of Energy. Several state and local funding sources have been used over the past decade, including Petroleum Violation Escrow funds, vehicle registration fees, and state bond programs. However, federal funding is available and can be tapped to implement AFV market development programs across the nation. Historically, opportunities to use federal funding for AFV projects have been limited; however, the one remaining federal program that must be tapped into by Clean Cities Programs is the Congestion Mitigation and Air Quality (CMAQ) Improvement Program. …

Sources and delivery of carbon dioxide for enhanced oil recovery. Final report, October 1977--December 1978

Results are presented from a comprehensive study by Pullman Kellogg, with assistance from Gulf Universities Research Consortium (GURC) and National Cryo-Chemics Incorporated (NCI), of the carbon dioxide supply situation for miscible flooding operations to enhance oil recovery. A survey of carbon dioxide sources within the geographic areas of potential EOR are shown on four regional maps with the tabular data for each region to describe the sources in terms of quantity and quality. Evaluation of all the costs, such as purchase, production, processing, and transportation, associated with delivering the carbon dioxide from its source to its destination are presented. Specific cases to illustrate the use of the maps and cost charts generated in this study have been examined.

Mobile biometric device (MBD) technology : summary of selected first responder experiences in pilot projects.

Mobile biometric devices (MBDs) capable of both enrolling individuals in databases and performing identification checks of subjects in the field are seen as an important capability for military, law enforcement, and homeland security operations. The technology is advancing rapidly. The Department of Homeland Security Science and Technology Directorate through an Interagency Agreement with Sandia sponsored a series of pilot projects to obtain information for the first responder law enforcement community on further identification of requirements for mobile biometric device technology. Working with 62 different jurisdictions, including components of the Department of Homeland Security, Sandia delivered a series of reports on user operation of state-of-the-art mobile biometric devices. These reports included feedback information on MBD usage in both operational and exercise scenarios. The findings and conclusions of the project address both the limitations and possibilities of MBD technology to improve operations. Evidence of these possibilities can be found in the adoption of this technology by many agencies today and the cooperation of several law enforcement agencies in both participating in the pilot efforts and sharing of information about their own experiences in efforts undertaken separately.

The Economic, Fiscal and Developmental Impacts of the North Texas Tollway Authority: A 40-Year Perspective

This report by the University of North Texas Center for Economic Development and Research looks at the North Texas Tollway Authority (NTTA) as a regional economic generator. It first examines the impacts from the NTTA's construction spending on the Dallas North Tollway (DNT) and the President George Bush Turnpike (PGBT). Second, it quantifies the economic and fiscal impacts from the NTTA's recurring operational spending. Third, it looks at the value of all the residential and commercial development that has ocurred along the DNT and PGBT corridors over the past 30-40 years as well as the annual tax revenues generated by this development. Finally, it discusses how NTTA's projects have helped improve mobility in the North Texas region.
